Regarding the procedures, the housing construction investor is responsible for completing the procedures at the state agency to issue the Certificate to the apartment buyer. If the apartment owner wants to carry out the procedures for issuing the Certificate himself, he must follow the procedures prescribed in Article 72 of Decree 43/2014/ND-CP, directly at the local Land Registration Office.
Whether the investor or the apartment owner carries out the procedures to issue a Certificate of House Ownership for the apartment, the apartment owner must pay the fees, including: Registration fee: 0.5% of the house price(Decree 140/2016/ND-CP); Fees for granting certificates of land use rights, house ownership rights, and assets attached to land: According to regulations atCircular 250/2016/TT-BTCThis fee is determined by the Provincial People's Council.
After completing the procedures and paying the required fees, after 30 days, the apartment owner will receive the Certificate of Housing Use Rights.

Many apartment investors are slow in issuing home ownership certificates to customers.
