How do cadres and party members need to report before and after going abroad?

It is a fact that before going abroad (for work, study, tourism, visiting relatives, medical treatment...), cadres and party members must fully comply with the regulations of the Party, the State and the current regulations of the agency or unit. However, after returning home, many cases do not report or report the results in a timely, complete and correct manner to the Party Committee, Party cell and cadre management agency according to the cadre management hierarchy.

The main reason for the above situation is that some Party committees, agencies, units, localities and some cadres and party members do not have a firm grasp of or do not seriously implement the regulations on sending delegations on business trips abroad and the management of cadres and party members going abroad.

Regarding this field, the Provincial Party Committee Standing Committee issued Official Dispatch No. 2006-CV/TU, dated June 22, 2023, on strengthening the management of cadres and party members going abroad. The Provincial Party Committee Standing Committee requested Party committees at all levels, agencies, organizations, and localities to continue to thoroughly grasp and strictly implement regulations on the management of delegations going on business trips abroad and cadres and party members going abroad in accordance with current regulations of the Party and State.

Party members going abroad must report and ask for permission from the Party organization where they are working. If a Party member goes abroad without permission, he/she will be subject to disciplinary action according to Article 34 of Regulation No. 69-QD/TW, dated July 6, 2022 of the Politburo on disciplinary action against Party organizations and Party members who violate the law.

Specifically, if a party member commits one of the following violations causing less serious consequences, he/she will be disciplined by reprimand:

- Traveling, sightseeing, studying, or receiving medical treatment abroad with sponsorship from foreign organizations or individuals without permission from the competent authority.

- Accepting invitations to go abroad or work with foreign agencies, organizations or individuals without reporting or without the consent of a competent Party organization.

- Going abroad without reporting or without the consent of the direct management party committee and the party committee where the person is living.

In case of recidivism after being disciplined, the disciplinary action will be in the form of warning or dismissal (if holding a position).

In cases of very serious consequences, disciplinary action shall be in the form of expulsion.

The Party cell where the activities take place and the Party Committee directly in charge are responsible for monitoring and managing cadres and Party members who go abroad; reporting to competent authorities when there is a request for cadres and Party members to go abroad. The Party Committee and the head of the agency or unit shall consider and handle or propose that the competent Party Committee and head consider and handle when cadres and Party members violate Party and State regulations in their relations and contacts with foreign individuals and organizations.

To help cadres and party members properly report the results of their trips abroad, Party committees, Party cells, and agencies managing cadres and party members need to remind party members to immediately report in writing upon returning to the country (within 15 working days after entering the country) so that the Party committees, Party cells, and agencies managing cadres can grasp the situation, synthesize, and report to competent authorities.

In addition to the reminder, there should be a report form or instructions on the following report contents for cadres and party members to understand. The contents that should be included in the report on the results of the overseas trip include:
1. Going abroad from date..... to date....
2. Destination (country, territory)...
3.Inviting and sponsoring agencies, organizations and individuals (if any)....
4.Purpose, reason of trip....
5. Compliance with Vietnamese law and local laws...
6. Compliance with regulations on internal protection, performance of duties of cadres and party members when abroad and when relating and contacting foreign organizations and individuals...
7. Other issues (if any - attach relevant documents).
