Each model is supported by the district with 5 million VND, the locality with 2.5 million VND, and the agricultural cooperative with all fertilizers and summer-autumn seeds...

To increase people's income, the commune also creates all conditions and encourages people to promote the potential and advantages of the locality to bring high-income vegetables such as Malabar spinach, jute, Malabar spinach... from home gardens to field gardens; develop a model of breeding cows with 2,350 cows (the largest in the district), develop craft villages (weaving) to create jobs for more than 300 workers... For Nghi Loc, the District Party Committee has issued action programs and implemented key programs and projects in socio-economic development. On that basis, localities and units concretize them with specific and practical implementation plans and projects. For example, as soon as Directive 08 of the Provincial Party Committee was issued, Nghi Loc District Party Committee issued Resolution 09 on continuing to mobilize farmers to "consolidate land and exchange plots" to build model fields, contributing to improving efficiency in agricultural production in the period 2012 - 2015 and the following years, focusing on directing communes and towns to develop plans for land consolidation and exchange to build model fields suitable to the actual situation of the locality.

Typically, in Nghi Lam - the commune chosen as the pilot point for land consolidation and model field construction, immediately after the policy of the Party Committee, the local government and organizations actively mobilized people to consolidate land and build model fields in the form of joint ventures and partnerships between farmers and enterprises to solve the output of products well. The Party's will was in line with the people's wishes, right in the summer-autumn crop of 2012, the commune started to build model fields in 9 hamlets, with an area of ​​nearly 110 hectares with the VTNA2 rice variety. Or like Nghi Kieu commune, where 32% of the population is Catholic, although it is not a model commune, but with the motto "do the easy first, do the difficult later", "party members go first, the village follows", the local party committee and government have done a good job of mobilizing economic restructuring, notably hamlets 16, 14B, 6, 8 have mobilized people to build model fields for the summer-autumn crop of 2012, with 113 hectares of NA2 rice yielding bumper yields.

In Yen Thanh rice district, localities in the district are actively promoting land consolidation and plot exchange to continue building large-scale fields, creating conditions for intensive farming and mechanization in agriculture in accordance with the Resolution of the 25th District Party Congress. From the experience of land consolidation and plot exchange in 3 pilot communes of Lang Thanh, Phuc Thanh and Dong Thanh, the land conversion for 12 communes with a scale of over 5,000 hectares in 2012 was implemented quite effectively in conjunction with the planning of traffic and irrigation within the fields. The district supports each commune with about 50 million VND, the rest is mainly contributed by the people and taken from the commune budget, striving to complete the land consolidation and plot exchange by 2014.

For Vinh City, aiming to become the economic-cultural center of the North Central region, in addition to urban beautification, planning and investment in building synchronous infrastructure, developing social culture, education, high-tech healthcare..., the Vinh City Party Committee determined that directing the implementation of the Project "Developing agriculture in the suburbs of Vinh City until 2020" is the basis for building and implementing specialized projects, while integrating the implementation of the National Target Program on New Rural Construction in 9 suburban communes. Currently, the city has planned production zones for the main crops and livestock: safe vegetable production areas, short-term industrial crop growing areas, concentrated livestock and poultry farming areas associated with family economy, aquaculture areas... 9/9 communes have completed the agricultural production project, increasing people's income.

Not only the localities in the plains but also the mountainous and ethnic minority localities have been actively bringing the resolution into life through specific action programs and implementation plans. Que Phong district determined that to escape poverty, it is necessary to first change awareness and thinking, thereby changing the way of doing things from "self-sufficient" production to commodity production, developing the economy in a sustainable direction. In Tuong Duong, the local Party Committee and government have focused on directing the construction of infrastructure and developing economic models from many programs and projects.

Mr. Nguyen Ho Canh - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee, said: This year alone, from the support capital of the Vie/028 Project, the district has deployed the construction of 28 models; from the 30A Program, 61 economic models have been successfully built in 17 communes (15 crop models, 36 livestock models). Outstanding models include black pig farming, black pig hybrid with wild boar, female hoof pig, black chicken farming, passion fruit, tomato, pink banana growing model... Capital from the OXFam Hong Kong Project was used to implement the planting of sticky rattan in the 4 communes of Yen Hoa, Yen Thang, Nga My, Xieng My; building a rattan nursery in Yen Hoa commune with an area of ​​1000m2, providing households with 228,240 seedlings, contributing to hunger eradication and poverty reduction for ethnic minorities.

Coming to the mountainous district of Tan Ky, where there are 130,000 people, of which 5,397 are Catholics and 27,850 are ethnic minorities, it can be seen that, despite many difficulties, the locality has successfully built many pilot models such as: a model of mobilizing people to convert land to build traffic, irrigation, restructure crops and livestock, and build new rural areas in Nghia Binh Commune Party Committee; a model of mobilizing people to practice civilized lifestyles in weddings, funerals, and festivals in Tan Long Commune; a model of concreting rural roads in Nghia Dong Commune; a pilot model of building a strong and comprehensive political system in Ky Son Commune...

Thanks to the combination of the Party's will and the people's will, in many other localities and units in the province, "smart mass mobilization" models have also appeared with widespread power. It can be said that, although still facing many difficulties and challenges, with appropriate steps and methods, localities have been flexible and proactive in turning the Party's policies and guidelines into practical results. The Resolution of the Party Congresses at all levels for the 2010-2015 term has been and is being actively implemented by cadres, party members and people in the whole province.
