Love in the heart of the flood

The storm and flood swept through, leaving behind "wounds" in the Western Nghe An region: roofs blown off houses, crops submerged in water... However, in the midst of such difficulties, solidarity and timely sharing became a support, helping people to recover and rebuild their lives from the storm and flood.

While people were still struggling with mud, soil and loss, staff from local Social Policy Bank transaction offices were present in time, bringing warmth and sharing.

Quy Chau commune is one of the localities most severely damaged by storm No. 10. Prolonged heavy rain forced nearly 2,000 people from 500 households to evacuate urgently. Hundreds of houses were flooded from 80cm to 3m deep, many public works such as schools, medical stations, suspension bridges, irrigation works... were severely damaged, with total estimated damage of over 150 billion VND.

More than a week has passed, but Ms. Nguyen Thi Nga in village 4, Quy Chau commune, one of the households heavily affected, is still emotional: "Heavy rain, water rising quickly and unexpectedly caused my house to be deeply submerged in mud and soil, and many household items were damaged. Thanks to the staff of the Social Policy Bank who came to help clean up and provide necessities, my family's life has temporarily stabilized."

The precious thing is that even though the bank headquarters was submerged in floodwaters more than 1.5 meters deep, and although the houses of many officers and employees were flooded, they still put aside their own difficulties to accompany the people. Every day, dozens of officers directly waded through the mud, cleaned and repaired houses to help people.

Mr. Dang Xuan Huy - Director of Quy Chau Social Policy Bank said: Right at the time of storm No. 10, the Trade Union of Nghe An Social Policy Bank provided support to 11 households in village 4, Quy Chau commune, which were heavily affected by the storm, each package included goods and cash worth 800,000 VND... These are essential necessities to help people overcome the difficult times ahead. In addition, the Trade Union of Nghe An Provincial Social Policy Bank coordinated with the Trade Union of Quy Chau Social Policy Bank to donate 25 million VND to support people affected by storms and floods in Quy Chau commune from the source mobilized by union members.

“As a bank for the poor, we believe that accompanying people is not only our responsibility but also our sentiment and mission,” Mr. Dang Xuan Huy shared.

Not only in Quy Chau commune, but also in many localities in Western Nghe An such as Tan Ky, Muong Xen, Muong Tip, My Ly, Tuong Duong, Nhon Mai, Tam Quang communes... people are struggling with floods, losing property, crops, and traffic disruption.

Storm No. 10 also caused many localities in the Tan Ky area to be flooded and isolated. To help people overcome the consequences of natural disasters, the Social Policy Bank donated 50 million VND to support Tan Phu and Nghia Hanh communes; at the same time, directly visited 3 families whose relatives died in the floods in Giai Xuan and Tan Phu communes, supporting each household with 5 million VND. In addition, support was provided to Giai Xuan, Tien Dong, Nghia Dong, Tan Ky and Tan An communes, with 2-3 million VND/commune. The total amount that Nghe An Provincial Social Policy Bank donated to the communes in the Tan Ky area was 78 million VND.

Touched by this concern, Mr. Nguyen Xuan Nam - Chairman of the People's Committee of Nghia Hanh Commune shared: "We sincerely thank the timely support of the Social Policy Bank. While the locality is still facing many difficulties, your presence is a great source of encouragement for the Party Committee, government and people. This source of support not only helps people have more conditions to overcome the immediate damage, but is also a priceless spiritual gift, helping people gradually stabilize their lives, rebuild their houses and restore their fields after natural disasters."

At the Anh Son Social Policy Bank Transaction Office, responding to the call of the Vietnam Social Policy Bank Trade Union and Nghe An Province Social Policy Bank Trade Union, all staff in the unit voluntarily contributed 13 million VND to support people in areas severely damaged by natural disasters.

On October 7, 2025, Anh Son Transaction Office also organized a program to give 1,000 notebooks and 350 pens to students of Thanh Son Primary School, Thanh Binh Tho Commune. Although the gift was small, it contained the warm feelings and kindness of the bank staff, helping the children have more motivation to overcome difficulties and strive to study well.

Multiply the good deeds

Natural disasters, storms and floods are no longer a strange thing in the Central region. This year, heavy rains and storms have occurred continuously; among them, storm No. 10 - one of the biggest storms in many years occurred in Nghe An. Prolonged heavy rain and strong winds caused many areas of crops and trees to fall down; damaged rural roads; some households were flooded, causing damage to property, livestock and production tools. The storm left behind serious consequences, affecting people's lives, activities and production.

Immediately after the storm, the Transaction Offices of Anh Son, Tan Ky, Quy Chau... promptly took action, implementing many practical activities; proactively coordinating with entrusted socio-political organizations, People's Committees of communes focused on reviewing and assessing the level of damage to households borrowing capital. On that basis, promptly guiding people to access support policies, at the same time, speeding up the disbursement of preferential credit programs, helping people have capital to restore production, reinvest in livestock and crops, repair houses and means of work. Many severely affected households have been supported with loans from loan programs for poor households, near-poor households, newly escaped poverty households, production and business households in difficult areas, contributing to helping people stabilize their lives and continue to develop the economy.

The practical and responsible actions of the Nghe An Social Policy Bank have contributed to helping people soon stabilize their lives, confidently restore production, and strengthen their trust in the humane policies of the Party and State.

Immediately after storm No. 10, the Trade Union of the Vietnam Bank for Social Policies supported Nghe An province through the Provincial Fatherland Front Committee with 300 million VND; before that, the Trade Union of the Vietnam Bank for Social Policies also donated 200 million VND to help the province overcome storm No. 3.

In addition, after storm No. 10, officers and employees of the Provincial Social Policy Bank contributed nearly 190 million VND in daily salary; that amount was directly given by the Provincial Social Policy Bank delegation to each affected household, each officer and employee, lighting the fire of humanity, adding strength for people to recover and stabilize their lives after the natural disaster.

Directly visiting and giving support to people affected by natural disasters, Mr. Hoang Xuan Thuy - Director, Chairman of the Trade Union of Nghe An Provincial Social Policy Bank affirmed: Not only is the "midwife" of poor households, near-poor households and policy beneficiaries, Nghe An Provincial Social Policy Bank has also become a spiritual support for the people. Over the years, the image of bank staff has not only been associated with preferential loan books, but also with charitable trips: Visiting heroic Vietnamese mothers, taking care of poor families, sharing with people in disaster areas.
