Mr. Nguyen Xuan Dong has been the Hamlet Chief of Hai Loc Hamlet, Nghia Loc Commune for more than 20 years now. Many people in the hamlet often joke: Since Mr. Dong “retired”, it will be difficult to find a hamlet chief as enthusiastic as him. Water, crops, disputes… wherever there is, people will see him present first to resolve them. This veteran “prisoner” shares, “If you want to do social work, you have to do it within your family. If you are poor, you cannot stand in front of hundreds of households in the hamlet to propagate that they eliminate hunger and reduce poverty.

Therefore, if we want to speak to outsiders, we must be strong from within, at least our family's economy must be good, and our children must be obedient." When we visited his family and saw that his house was spacious, we knew he was right. Before, when he was discharged from the army and returned to his hometown, his family had a hard time. To increase income, he pioneered in changing the structure of crops and livestock. He boldly put the chicken raising model into trial. Every year, his family sells thousands of chickens and thanks to that, many families followed suit. To create a source of capital for people in the village, especially poor households, he proposed to the People's Committee of the commune to lend people capital from the Nghia Dan district Social Policy Bank. to develop the economy.
Also in Nghia Loc commune, we went to Khe Xai 1 hamlet, this is a purely agricultural hamlet, people's lives still face many difficulties. However, thanks to good mass mobilization work, when the commune had a policy to build more than 1 km of rural roads, the people of Khe Xai 1 hamlet, Nghia Loc commune voluntarily donated more than 20,000 m2 of forestry land and rice land, in addition, people also supported money and working days for the project. To have this consensus, the role of the energetic hamlet chief, Mr. Lai Van Vinh, was very important. He used his family's excavator to dig up trees and level the road when the hamlet widened the road. As hamlet chief, he was always the first to leave. Not only that, in all other activities, he was always the first to take the lead, so people trusted and followed him.
Although his age is not as high as Mr. Nguyen Xuan Dong or Mr. Lai Van Vinh, Mr. Ha Thanh Huu (born in 1976) in Dong Can village, Nghia Hung commune has been the village party cell secretary for 10 years now. In 2013, he was elected by the people in the hamlet as the village chief, so he has two tasks at the same time, but this unmarried man always completes his work well and is greatly trusted by the people. Dong Can village has 100% Thai ethnic people, the people's lives still face many difficulties with nearly 50% of the households being poor. In 2013, with the support of the State in Program 135, Nghia Hung commune chose Dong Can as a point to clear the traffic corridor to build concrete roads. In that situation, Mr. Ha Thanh Huu organized a party cell meeting and a hamlet meeting to propagate the commune's policy.
At first, the villagers did not believe it much. Some felt sorry for the jackfruit tree that had been planted for decades, others felt sorry for the dozens of meters of newly built fence. No one wanted to donate trees or land... So, Ha Thanh Huu coordinated with the commune to propagate through loudspeakers, then "drank green tea" and confided in the families who did not agree. Seeing that his analysis was reasonable and emotional, 100% of the people of Dong Can village "understood" and donated trees, land and fence to build a concrete road. Up to now, Dong Can village has a concrete road, and the people of Dong Can are very grateful to the Party, the State, and their energetic village chief and secretary. Mr. Lo Xuan Thong, a resident of Dong Can village, shared: "At first, I felt sorry because to build a fence, my family had to spend a lot of effort and money, but when the commune came down to propagate, the secretary and the village chief came to persuade me, I understood, so I sacrificed the immediate things to enjoy long-term benefits."
Mr. Nguyen Xuan Huong, Secretary of the Party Committee of Nghia Hung Commune, said: “Although not yet supported with cement, sand, and gravel, Nghia Hung has mobilized people to contribute to build more than 2.5 km of concrete road. To gain consensus among the people, the commune focuses on propaganda work and values the role of secretaries and hamlet chiefs in mobilization work. For Dong Can village, a difficult hamlet, the commune still chose it as a point in clearing the traffic corridor. Although he is young, comrade Ha Thanh Huu is very energetic. For a special hamlet like Dong Can, raising awareness among party members as well as the people is very important. In his position as secretary and hamlet chief, in a short time, with the direction of the Party Committee and the commune government, Dong Can has completed the corridor clearance, which is thanks to the direction right from the grassroots. To do well in the movements, Nghia Hung always focuses on choosing prestigious hamlet leaders who work effectively and are popular with the people.”
"If you are a poor hamlet chief, who will believe in mobilizing people to eliminate hunger and reduce poverty? If you are a hamlet secretary without prestige and just talk, how can party members understand?", the words of the young man of Thai ethnic group Ha Thanh Huu are really reasonable. There is a lot of work and low salary, so to be a prestigious grassroots leader, to make people believe is not something everyone can do and not everyone is enthusiastic to "serve hundreds of families" like that. Therefore, choosing grassroots leaders is difficult, making them "passionate" about the work is even more difficult. That has a part of the people's contribution in "choosing the right person to entrust their gold to" and the orientation of the locality. It can be said that many effective models of secretaries and hamlet chiefs in Nghia Dan have been and are creating trust for the people in implementing movements.
