Amendments to the preferential policy by subject

On March 14, the Ministry of Education and Training issued directions and tasks for college and university admissions in 2014, clearly stipulating priority policies according to priority subjects and regions and adding subjects eligible for direct admission.

Specifically, subject 01 is amended as follows: Candidates are ethnic minorities with permanent residence in extremely disadvantaged villages, communes in regions I, II, III in ethnic and mountainous areas in the period 2012 - 2015 as prescribed in Decision No. 447/QD-UBDT dated September 19, 2013 of the Minister, Chairman of the Ethnic Committee; Decision No. 539/QD-TTg dated April 1, 2013 of the Prime Minister on approving the list of extremely disadvantaged communes in coastal and island areas in the period 2013 - 2015, enjoying priority group 1, in accordance with Decree 75/2006/ND-CP dated August 2, 2006 of the Government guiding the implementation of a number of articles of the Law on Education, regulating priority subjects in enrollment.

Candidates who are ethnic minorities in the remaining areas enjoy priority group 2.

Subject: "Soldiers and public security officers who have completed their military service and have been discharged with a service period of 18 months or more" is revised to: "Soldiers and public security officers who have been discharged and have been recognized as having completed their military service obligations according to the law", belonging to priority group 1.

Subjects: Children of resistance fighters infected with toxic chemicals with a labor capacity reduction rate of 81% or more are eligible for priority 1.

The subject "Children of resistance fighters infected with toxic chemicals who are recognized by the Provincial People's Committee as having deformities, disabilities, or reduced ability to self-reliant in daily life and study due to the consequences of toxic chemicals" under subject 04, priority group 1 is amended to: "Children of resistance fighters with deformities, disabilities due to the consequences of toxic chemicals who are receiving monthly allowances";

Candidates are: Commanders, Deputy Commanders of Military Commands of Communes, Wards, and Towns; Village Team Leaders, Platoon Leaders of Core Militia and Self-Defense Forces, Militia and Self-Defense Forces who have completed their service in the Core Militia and Self-Defense Forces for 12 months or more, taking the entrance exam for the Basic Military Sector, schools under the Ministry of National Defense; Vietnamese citizens who are ethnic minorities with permanent residence outside the designated areas in priority group 1; People with severe disabilities; Children of resistance fighters who were exposed to toxic chemicals with a labor capacity reduction rate of less than 81% are added to priority group 2.

The subjects "Candidates who are children of revolutionary activists, resistance fighters who were imprisoned or exiled by the enemy; children of resistance fighters to liberate the nation, protect the fatherland and perform international duties; children of people who have contributed to the revolution" are adjusted to enjoy priority group 2.

Priority areas: Area 1 includes extremely disadvantaged villages, communes in areas I, II, III in ethnic minority and mountainous areas in the period of 2012 - 2015 and extremely disadvantaged communes in coastal and island areas in the period of 2013 - 2015 according to current regulations.

Region 2 includes provincial cities; towns; suburban districts of centrally run cities (except communes in Region 1).

The following cases are additionally entitled to priority according to permanent residence: Students with permanent residence in extremely disadvantaged villages, communes in regions I, II, III in ethnic minority and mountainous areas in the period 2012 - 2015 as stipulated in Decision No. 447/QD-UBDT dated September 19, 2013 of the Minister, Chairman of the Ethnic Minorities Committee and Decision No. 539/QD-TTg dated April 1, 2013 of the Prime Minister on approving the list of extremely disadvantaged communes in coastal and island areas in the period 2013 - 2015 if studying high school at a location in a district or town with the above communes.

Priority policies in admission for candidates participating in separate admissions or general exams are implemented according to the provisions of current Admission Regulations.

The Ministry of Education and Training adds that candidates who won first, second, and third prizes in the Science and Technology Competition organized by the Ministry of Education and Training and have graduated from high school will be directly admitted to university in the same or similar field as the subject in which the candidate won the prize; candidates who won the consolation prize will be directly admitted to college in the same or similar field as the subject in which the candidate won the prize.
