The Congress of the Ho Chi Minh Communist Youth Union of Nghe An province is scheduled to take place from October 1-2, 2022. The solemn session of the Congress will take place on the morning of October 2 at the Provincial Labor Culture House (No. 6, Le Mao, Vinh City, Nghe An province).

The total number of delegates attending the Congress is 450, including 350 official delegates and 100 guest delegates.

The congress will have the participation and direction of representatives of the Central Secretariat of the Ho Chi Minh Communist Youth Union; Standing Committee of Nghe An Provincial Party Committee.

2. Congress Theme:

The congress has the theme: "Nghe An youth study and follow Uncle Ho's teachings; build a strong Youth Union; arouse the aspiration, intelligence, youthfulness, pioneering spirit, and overcoming difficulties of Nghe An youth; Solidarity, Aspiration, Creativity, Development to contribute youth strength to build Nghe An to soon become a prosperous province of the country".

3.Basic contents of the Congress:

The Congress assessed the implementation results of the Resolution of the 17th Congress of the Ho Chi Minh Communist Youth Union of Nghe An province, term 2017 - 2022, decided on the goals, directions, tasks, and solutions for the work of the Youth Union and the youth movement for the term 2022 - 2027; reviewed the leadership of the Provincial Youth Union Executive Committee, term XVII, elected the Executive Committee, Standing Committee, and key positions in the Provincial Youth Union Executive Committee and the Provincial Youth Union Inspection Committee, term XVIII, term 2022 - 2027; and elected the delegation to attend the 12th National Youth Union Congress.

The Congress continued to direct the entire Union to deploy 3 revolutionary action movements: "Youth volunteers"; "Creative youth"; "Youth volunteers to protect the Fatherland" along with 3 accompanying programs: "Accompanying youth in studying"; "Accompanying youth in starting a business and establishing a career"; "Accompanying youth in training and developing life skills, improving physical fitness, building a lifestyle, cultural and spiritual life". Thereby creating motivation for youth to strive, promoting the spirit of self-awareness and self-training of each youth union member.

In addition to the agenda, there are also activities taking place before, during and after the congress, such as: Flower offering ceremony at the President Ho Chi Minh Monument; Final round of the Revolutionary Song Propaganda Festival and summary and awarding of activities welcoming the Congress of the Union; opening of the exhibition "Ho Chi Minh Communist Youth Union of Nghe An province - Imprints of the term"; Art program with the theme "Pride of youth in the Ho Chi Minh era"; organizing forums on topics related to promoting the role of youth in various fields in the new period...

4.Human resources:

The Provincial Youth Union Executive Committee fully implemented the personnel procedures for the 18th Congress of Delegates of the Ho Chi Minh Communist Youth Union of Nghe An province.

Specifically as follows: The 18th Congress, the Provincial Youth Union Executive Committee is expected to consist of 51 comrades; the Standing Committee consists of 17 comrades; elect the Secretary and 3 Deputy Secretaries, elect the Inspection Committee consisting of 9 comrades. Elect the Delegation of 15 official delegates and 4 alternate delegates to attend the 12th National Congress of the Ho Chi Minh Communist Youth Union, term 2022 - 2027.

These are the contents that the Youth Union at all levels in the province will have to focus on, creating changes and clear results in the coming time, including: Promoting youth participation in administrative reform, focusing on digital transformation and improving public ethics in young cadres and civil servants; Encouraging the spirit of creativity, entrepreneurship and career establishment of Nghe An province's youth; Promoting the foreign language learning movement among Youth Union officials, members, teenagers and children and improving the quality and standards of Youth Union officials at all levels to meet task requirements.

6.Some new and creative points in the organization of the Congress:

Paperless Congress: All congress documents (Program, draft reports, Seating chart, Delegate profiles, schedule, discussion forums, list of rooms, term photo exhibition, etc.) are built on a website with a link as a QR code printed on the delegate card. Delegates using tablets or smartphones to scan the code will access all the content.

Congress roll call by QR code: Delegate cards are printed with QR codes. When passing through the delegate reception gate, the computer system will scan the code and display delegate information on the main screen and report the total number to the Delegate Qualification Review Board.

Digital photo exhibition "Imprints of tenure": Instead of printing as before, the photo exhibition is done in 2 ways by using the phone to scan the QR code to view the photo directly, or viewing through virtual reality space using 3D technology, Led screen.

Application of information technology in vote counting: The Provincial Youth Union ordered the writing of an application to input data, calculate vote counting results, and automatically export the vote counting minutes, list of vote counting results, and presentation results files. Saving about 25 minutes of vote counting time.
