Things to do immediately after self-criticism and criticism according to Resolution 4 of the Central Committee (11th tenure) on Party building

(Baonghean.vn)- Since the 17th Provincial Party Congress, the Provincial Party Standing Committee and Party committees at all levels have inherited and promoted the achievements of previous terms, with many policies and solutions for leadership and direction, creating positive and comprehensive changes in all fields; especially focusing on overcoming the existing, persistent, prominent and pressing shortcomings, limitations, weaknesses and shortcomings.

To effectively carry out the immediate tasks according to the Conclusion of the Provincial Party Standing Committee on self-criticism and criticism according to Resolution 4 of the Central Committee (11th term), creating positive changes in Party building work, the Provincial Party Standing Committee requests:

1 - Provincial Party Committee's Propaganda Departmentpreside over and coordinate with relevant departments and branches to advise the Provincial Party Committee Standing Committee on directing innovation and improving the quality of propaganda and political and ideological education work; especially the study and implementation of the Party's resolutions, rectifying the information provision and public opinion orientation regime, promptly clearing up distorted and inaccurate information and public opinion, fighting against and refuting false information and public opinion with bad intentions, promoting and improving the effectiveness of studying and following Ho Chi Minh's moral example in the entire Party. The Party Committee Standing Committee and leaders at all levels must build at least one typical example of studying and following Uncle Ho's moral example to create a spreading effect among cadres, party members and people.

2 - Provincial Party Committee Inspection CommitteePreside over and coordinate with relevant departments and branches:

2.1 - Check and clearly conclude on the legality and exemplary nature of the leaders and managers involved in the land conversion case at Trung Do Cooperative, Vinh City.

2.2- Directing the promotion of procedures to promptly discipline officials and party members who committed violations in the case of "Abuse of power in performing official duties" in Thanh An commune, Thanh Chuong district, and cases of disciplinary violations that have not been completely handled or have not been handled strictly.

2.3 - Take the lead in coordinating with the Provincial Party Committee Office and relevant departments and branches to inspect the investigation, prosecution, trial and handling of outstanding cases that the Standing Committee and the Provincial Party Committee have directed; first of all, the violation of traffic safety regulations and forest protection regulations in Pu Huong National Park, the collapse of Len Co stone mine in Yen Thanh, the wrong land allocation in Canh Phuong field, Nghi Phu commune, Vinh city, the case of "Abuse of power in the performance of official duties" in Thanh An commune, Thanh Chuong...

3- Provincial Party Committee Organizing CommitteePreside over and coordinate with relevant departments and branches to advise:

3.1- Amending and supplementing regulations on personnel work. First of all, the regulations on appointing officials and introducing candidates to ensure democracy, objectivity, and selecting the right people, including regulations requiring that personnel submitted to the competent authority for appointment must have a balance; personnel appointed to the Provincial Party Executive Committee must be of age to work for two terms, with priority given to young officials, female officials, and ethnic minority officials; rotating leaders and managers who have held the top positions in localities, agencies, and units for two consecutive terms or more.

3.2- Resolute solutions to handle and overcome negative aspects in personnel work.

3.3- Reassign the areas and areas of responsibility of the Standing Committee members and Executive Committee members to ensure comprehensive leadership of the Executive Committee and the Provincial Party Standing Committee.

4- The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee:

4.1- Rectify licensing and management of mineral activities; resolutely, thoroughly and strictly handle violations.

4.2- Review and thoroughly handle the issue of land allocation to the wrong subjects at Canh Phuong field, Nghi Phu commune, Vinh city and a number of prominent, urgent, and prolonged cases according to the Conclusion of the Provincial Party Standing Committee.

4.3- Review investment projects that use land but are not implemented or do not have the capacity to implement, or change the purpose of use not in accordance with the planning, especially projects that use land in urban areas to resolutely handle.
Speed ​​up the progress of establishing and submitting for approval the adjustment of the Vinh City Master Plan for construction.

4.4- Focus on removing difficulties and obstacles, supporting and creating conditions for timely land allocation for large projects with high socio-economic efficiency, especially projects that require a lot of land to build stable raw material areas, such as: dairy cows, clean vegetables, processing of wood bars and MDF, extracting medicinal herbs, planting forests, planting rubber trees...

4.5- Continue to review and rectify the organization, staff, civil servants, promote administrative reform, prevent corruption and waste in all sectors, focusing on units closely related to people and businesses, to outstanding issues and negative public opinion; first of all, related to the fields of forest protection, land and mineral management, basic construction, appointment and recruitment of cadres, civil servants, public employees, medical examination and treatment, traffic safety... Have mechanisms and regulations to immediately suspend, transfer work, and strictly handle cadres and civil servants who show signs of harassment and cause trouble in handling work for people and businesses. Amend and supplement the Regulations on attracting high-quality human resources, the Regulations on recruiting civil servants and public employees in the direction of ensuring effectiveness and selecting the right people according to requirements, fighting negativity in this work. Review and inspect the reception and recruitment of civil servants, public employees, and teachers at all levels and in all sectors to strictly handle violations and have solutions to prevent negative aspects that the public is concerned about.

4.6- Review and rectify the implementation of policies for people with meritorious services throughout the province.

4.7- Review and adjust decentralization to Vinh City for the tasks that the city is capable of doing, doing well, and doing faster than the province's sectors.

5- Standing Committees of district, city, town Party Committees and affiliated Party CommitteesStrengthen leadership and direction, have specific solutions to effectively implement the above contents related to the locality and unit; at the same time, develop a plan to effectively implement the immediate tasks of the locality and unit after self-criticism and criticism review according to Resolution 4 of the Central Committee (11th term); direct the grassroots level to effectively implement self-criticism and criticism review in the spirit: The lower the level, the more closely the grassroots level must be directed, avoid generalizations, do it for the sake of formality, do it for the sake of finishing, especially must determine specific measures to overcome limitations and weaknesses in the coming time.

6- Provincial Party Committee Organizing CommitteePreside over and coordinate with the Inspection Committee, Committees and the Provincial Party Committee Office to inspect and supervise the implementation of this Directive; periodically report to the Provincial Party Committee Standing Committee on a monthly basis; conduct a preliminary review in the first 6 months of 2013.

This is an extremely important political task. The Provincial Party Standing Committee requires Party committees at all levels, Party organizations, each cadre and Party member, especially leaders, to deeply perceive and seriously and urgently implement it, creating clear changes in reality, and strengthening people's trust in the Party.
