A correct policy

Implementing Directive 08/CT-TU dated May 8, 2012 of the Provincial Party Standing Committee on "land consolidation and plot exchange" and the above-mentioned directives and guidelines, on October 1, 2012, the Party Committee of Dien Thanh commune developed Resolution 16/NQDU on land consolidation and plot exchange. On that basis, the People's Committee of the commune developed Project 03/DA-UBND dated May 2, 2013 for implementation. The goal is to continue re-planning agricultural production land and infrastructure serving production in the whole commune in accordance with the general planning of new rural areas; overcoming the situation of fragmented land, increasing the application of mechanization in production; implementing the shift in crop structure; promoting the development of commodity production, increasing income for people, contributing to promoting the development of the local economy; Strive to basically complete land consolidation and plot exchange by the end of 2014, specifically reducing the number of plots per household, each household will have only 1-2 plots in 1 or 2 fields, forming concentrated production regions and inter-regions.

The land consolidation and plot exchange in Dien Thanh has been implemented in 11/11 hamlets in the whole commune, including hamlet 10. The hamlet has 192 households, 755 people, the allocated land area is 20 hectares, of which 10 hectares are colored land... People in the hamlet do not grow rice but have a tradition of growing vegetables, mainly winter vegetables; spring vegetables grow peanuts, watermelons, sesame... The main income of people is from vegetables, but the production efficiency is not high because the land is not flat, deep in some places, shallow in others, fragmented (scattered in 16 fields including 719 plots). To reduce fragmentation, create favorable conditions for intensive farming, increase productivity, the policy of land consolidation and plot exchange has been agreed and supported by the people and the Party Committee and Executive Committee of hamlet 10 pay great attention.

At the meeting on October 3, 2013, the Party cell of Hamlet 10, Dien Thanh commune (with 23 party members at that time, including 4 comrades exempted from activities) discussed the issue of land consolidation and plot exchange and considered it a key task in the leadership of the Party cell in October. At the same time, it was thoroughly implemented "must widely inform the whole population to each household", "deploy Front meetings and people's meetings to unify the project of the hamlet according to the planning of rural traffic and canals"... With the attention and close direction of the Party cell, the Executive Committee of Hamlet 10 established a Subcommittee for land consolidation and plot exchange, with the Hamlet Chief as the Head of the Committee, the members being the Party cell Secretary of the hamlet, representatives of the Veterans Association, Farmers' Association, Women's Association, Youth Union and 2 members representing the households.

Ms. Dao Thi Dung - Secretary of Hamlet Party Cell 10 said: "Most of the Party members in our Party cell are retired cadres, many of whom are now old, but every month, in the Party cell meetings, we pay attention to the issues arising in the hamlet, discuss them, and give direction to the Hamlet Executive Committee. The work of land consolidation and plot exchange has also been discussed in many Party cell meetings, from establishing a steering committee to how to proceed... the purpose is to create consensus consensus among the people, speed up the progress of land consolidation and plot exchange, create favorable conditions for people in cultivation and production.

However, the implementation process of the hamlet had just begun when it encountered difficulties when the hamlet chief Cao Tuan Nghi fell ill and passed away in February 2014. At the meeting of the hamlet 10 Party cell on March 12, 2014, discussing personnel work, many opinions suggested that comrade Cao Xuan Thuy, a former retired military officer in Vinh City, had just returned to live and participate in party activities in his hometown, take on the role of hamlet chief. Although his wish to return to his hometown was to rest, but in response to the enthusiastic opinions and trust of the party members in the party cell that "comrade Thuy needed to take on the responsibility of stabilizing the situation..."; with the spirit of a veteran and the responsibility of a party member, comrade Thuy stood up to shoulder the responsibility to continue being the head of the hamlet's land consolidation and plot exchange subcommittee. Thanks to that, the land consolidation and plot exchange process in hamlet 10 was not interrupted. Many opinions noted: Both the Party cell secretary, Ms. Dao Thi Dung, and Mr. Cao Xuan Thuy are retired officials, without land for production, so they work objectively and impartially.

Problems arise

During the process of land consolidation and plot exchange in hamlet 10, based on the characteristics of the land, along with consideration and discussion of people's suggestions, the Executive Committee of hamlet 10 agreed to divide the land into 3 types of production land: type 1 (good land), type 2 (normal land) and type 3 (bad land). Accordingly, any family with 650m2 or more will be drawn 2/3 of the area of ​​type 1 and 1/3 of the area of ​​type 3; any household with less than 650m2 will be drawn for land of type 2.

Before the draw, to avoid mistakes and create transparency among the people, the land area and types of households were specifically posted by the Land Consolidation Subcommittee at the village cultural house. During the posting process, no household complained about the incorrect division of their family's land area. While the families in hamlet 10 all agreed with the plan of the Land Consolidation and Plot Exchange Subcommittee that had been posted and proceeded to draw lots, signing the land drawing minutes, Mr. Cao Van Hung commented that his household's land area was incorrectly calculated from more than 900m2 to less than 650m2, so he was only drawn for type 2 land when he should have been drawn for type 1 and type 3 land. At the same time, he also said that because his wife was working in Laos, he was busy with farm work, so he did not have time to look at the posted list (?!) only when it was his turn to draw lots, did he know that his household's land area was incorrectly calculated as above... After reviewing, the Land Consolidation and Plot Exchange Subcommittee of hamlet 10 admitted that there was a mistake in calculating Mr. Hung's household's land. The Hamlet Chief, who was also the Head of the Land Consolidation Subcommittee, admitted his mistake, corrected the area, and re-drew the land lot for Mr. Hung's household to choose type 1 and type 3 land. However, Mr. Hung did not accept and requested the Hamlet Chief to give him type 1 land, which belonged to the first lot, and type 3 land, which belonged to the last lot. His request was not accepted because other households had already drawn lots for the above land lots, and this mistake was partly due to Mr. Hung not having come to see (?) the list announced by the Land Consolidation Subcommittee at the Village Cultural House a few days before.

In another development, during the process of land division in the field for households, there was a situation where at the final stage, there was no more type 1 land to divide among 6 households with type 1 land, so the above households complained. On September 19, 2014, with the participation of the leaders of Dien Thanh commune, the Party Committee, the Hamlet Executive Committee and the Subcommittee for land consolidation and plot exchange of Hamlet 10, a meeting was held to discuss the issue of "reducing the ratio of type 1 land of households that had been divided before to divide among households that were still lacking". At this meeting, 53/85 households present agreed to reduce the ratio of type 1 land and 32/85 households did not agree to reduce the ratio. Based on the people's poll votes, the minutes of this meeting concluded that "not to lower the rate of type 1 land", "as for Mr. Cao Van Hung's family, the People's Committee of the commune, the steering committee of the commune, departments, branches and organizations have mobilized and persuaded his family to receive type 2 land according to the survey or divided according to type 1 and 3 land".

On September 29, 2014, when the reporter visited Hamlet 10, Dien Thanh Commune, the households had received land according to the land consolidation and plot exchange plan (reducing the average from 4.5 plots/household to 2.5 plots/household), currently only Mr. Cao Van Hung's household has not received land and some households are not satisfied, so they still have questions... the commune and hamlet authorities are still continuing to propagate and mobilize for people to agree. Mr. Phan Nhat Thanh - Chairman of Dien Thanh Commune People's Committee said: Up to now, 11/11 hamlets in Dien Thanh Commune have implemented the land consolidation and plot exchange work according to Directive 08 of the Provincial Party Committee Standing Committee, 5/11 hamlets are carrying out internal irrigation traffic.

From the incident in Hamlet 10, Dien Thanh Commune, it is thought that practice has proven that the policy of land consolidation and plot exchange is aimed at bringing benefits to people who are cultivating on their own fields, creating conditions for mechanization in production, upgrading the transportation system, irrigation within the fields, building large-scale fields for high productivity... However, land consolidation and plot exchange is a difficult field, easily affecting the interests of many people. In the implementation process, commune and hamlet officials cannot avoid negligence and mistakes, but the important thing is that they are working for the people, they are elected by the people and are not strangers but neighbors who "help each other in times of need". Now, just because of a small mistake such as misreading the area data of a few households, denying all their contributions is unfair and objective; not to mention the greater loss that affects the village spirit, neighborhood spirit, and the general movement. Moreover, the people of Hamlet 10, Dien Thanh, who value loyalty, have always lived in harmony, loved and supported each other for generations, and supported each other in developing the traditional profession of growing vegetables quite effectively... the fact that some individuals and households are not satisfied with their rights in land consolidation and plot exchange, causing some fields to be abandoned and stopping a crop, not only affects the solidarity in the residential area but also causes economic damage. Because as some households in Hamlet 10 expressed: "Looking at the fields of neighboring villages in Hamlet 7 and Hamlet 11 also converting land, but people still produce normally, the corn and vegetables are green and lush, while in our hamlet the land is abandoned, how can we not feel sorry...".

We hope that the matter related to the implementation of land consolidation and plot exchange mentioned above in hamlet 10 will soon be resolved peacefully thanks to the goodwill of the people; as discussed with us by the leaders of the Party Committee and the government of Dien Thanh commune, they expressed their belief that these are only small difficulties and obstacles compared to the efforts and achievements that the cadres, party members and people of hamlet 10 in particular and Dien Thanh commune in general have achieved on the path of building new rural areas.
