I hope that the Youth Union will continue to be a socialist school for generations of Vietnamese youth, playing a good role in accompanying the youth, making worthy contributions to the cause of socio-economic development of the province. In particular, focusing on traditional education for the youth, making today's young people always proud and constantly training, striving to rise up to be worthy of the patriotic and revolutionary tradition of the homeland. The Youth Union needs to harmoniously combine caring for the interests of the youth with gathering, motivating, and promoting the capacity of the youth to participate in socio-economic development, which is a decisive issue in strengthening the connection between the Union and the youth, while demonstrating the role of a friend, organizer, and youth guide; organizing, diversifying the types of solidarity to gather the youth, strengthening training, fostering and planning of Youth Union cadres, especially at the grassroots level, because this is the foundation of the Youth Union, the root of the work. I place all my trust and expectations in today's young generation and wish to continue to strive to compete, volunteer, work creatively, and proactively integrate internationally to be worthy of being young people in Uncle Ho's homeland.

Currently, the work of the Youth Union and the Youth Movement in our province is still facing many difficulties, especially in localities with a large number of Catholics and many non-state enterprises located in the area such as Nghi Loc district. Coming to this Congress, we expect many breakthrough solutions, creating an important shift in the work of the Youth Union and the Youth Movement in the whole province, focusing on religious youth union members and Youth Union members in non-state enterprises. It is thought that the Congress needs to focus on thorough discussion and in-depth assessment of the current situation to advise the Party Committee and the government on resolutions and projects on improving the quality of activities of the Youth Union and the youth movement in rural areas (including religious areas) and the non-state enterprise sector. Thereby, the Party Committee, the government, and socio-economic organizations need to have specific mechanisms and policies to encourage and support the work of the Youth Union and the youth movement in these areas. In addition, the Youth Union from the province to the district needs to study reducing activities concentrated in the province and district to transfer to the Youth Union of communes, towns, and branches. Increase participation in branch activities to strengthen the organization, and at the same time listen to the thoughts and aspirations of the Youth Union members to see what they need from their organization, especially the need for capital to solve employment, develop the economy, the need for skills, cultural and sports activities... Particularly for the Youth Union members in enterprises, the Youth Union must mobilize and persuade business owners to support, have support activities in housing, security, cultural and sports activities, ensuring the rights of the Youth Union members when participating in work at enterprises. The Congress will have breakthrough and synchronous solutions!

With the characteristics of the school sector, the Union activities are much more favorable than other specific sectors. However, due to overlapping and irregular schedules, and the negative impacts of the market mechanism that are creeping into schools, a part of students today rarely participate in social activities, including Union activities. I hope that this Congress will further promote the core role of the Union in orienting the activities of the Student Association, clubs, groups, and student teams to create more playgrounds for students to have the opportunity to show their talents, enthusiasm, and especially equip them with the necessary soft skills so that they are confident enough when they graduate. At the same time, pay attention to career orientation for students, act as a good bridge between employers, companies and students, helping students find jobs soon after graduation.

I hope that this Congress will pay special attention to accompanying and supporting young people in terms of careers, employment, and career development. In reality, young people in rural areas are having a hard time finding jobs, there are few sources of loans for young people, and their applications are still complicated. The number of young people working far away from home accounts for a large proportion, which has a strong impact on the current situation of grassroots Youth Union organizations. Many young people work far away but cannot make a living, and on the contrary, they bring social evils back to their families and villages. The Youth Union at higher levels needs to have solutions and more active support for young people on this issue, so that young people can start a business and get rich in their own homeland.
