On March 9, information from Vinh City Police, the unit is temporarily detaining Nguyen Le Hai (born in 1958), residing in Block 3, Le Mao Ward - Vinh City to investigate the crime of fraud and property appropriation.
Previously, on February 25, Vinh City Police busted a mobile gambling ring in hotels, arresting 6 subjects residing in Hung Nguyen and Nam Dan districts, including Ngo Van Quy (born in 1988), Phan Van The (born in 1994), Dam Xuan Viet (born in 1982), Nguyen Van Tuan (born in 1991), Nguyen Khac Vinh (born in 1988) and Hoang Dang Quy (born in 1993), confiscating 2 decks of cards and more than 55 million VND at the gambling table. The Vinh City Police Investigation Agency has initiated a case and prosecuted the 6 subjects to ensure objectivity, the right person, and the right crime.

On February 26, 2020, Dam Xuan Viet's wife, Ms. H., along with 5 other defendants' relatives in the above gambling case, contacted Nguyen Le Hai and asked him to bribe them to "fix the case".
With a gentle appearance and being a 1/4 disabled veteran, when Nguyen Le Hai "bragged" that he was a retired police officer, had connections with leaders and the ability to bribe, and promised to "fix the case" so that the above defendants could be released on bail and not brought to trial, the families of the 6 defendants believed him and transferred 70 million VND to Hai as requested. The total amount of money Hai embezzled was 420 million VND.
After more than a week, the families of the defendants still have not seen their loved ones released on bail but do not dare to report it to the police.
Through professional work, Vinh City Police discovered that some subjects contacted the families of subjects arrested in cases to receive money to “run” acquittal. This has signs of the crime of “fraudulent appropriation of property”, affecting the reputation and responsibility of the police force and the rights of citizens.
The City Police Department has established Project 220D to concentrate forces to verify, fight and arrest the subject. During the investigation, the Project Board quickly identified Nguyen Le Hai as the main subject committing the act of fraud and property appropriation.
Based on the investigation results, Vinh City Police arrested Nguyen Le Hai, searched his person and residence, seized 2 mobile phones and 1 bank card, and froze Nguyen Le Hai's bank account, including the amount of 420 million VND that Hai had appropriated from the families of the 6 defendants.
Initially, the subject admitted all his crimes.
Currently, the case is being further investigated by the Vinh City Police Department.
