ACCESS TO THE NORTHERN MARKET
Nghe An's products, especially in the agricultural sector, are very diverse, ensuring requirements on form, design, quality, and are qualified to circulate on the market. Currently, there are 71 typical rural industrial products and over 200OCOP productsrecognized by the Provincial People's Committee. Some of these products ensure production scale and supply output to enter domestic goods distribution chains such as processed fish sauce, lotus peanuts, lotus processed products, Pu Mat medicinal tea, green tea, Vinh oranges, aquatic and seafood products, etc.
However, to date the number ofNghe An productsare being consumed by major domestic distributors, serving the needs of consumers is still very limited. In order to create favorable conditions for Nghe An products to access the market in Hanoi and the Northern provinces, the Department of Industry and Trade has just organized a meeting with distributors of goods in Hanoi city, including: BigC Thang Long Trade Center, Lotte Mart, MM Mega Market Thang Long, Aeon Mall Long Bien Trade Center.

Through the working sessions, the distribution units approached the products of Nghe An province and assigned the market research department to approach, guide the procedures and methods to bring the products into the distribution system. Mr. Trinh Xuan Giao - Owner of Thien Son orange farm, one of the establishments with products participating in the introduction this time said: Enterprises and production units have been shared by the distribution system about the requirements for design, packaging, quality, methods and processes to bring goods into modern distribution channels. Currently, Xa Doai oranges of Thien Son farm ensure Global standards and have entered the supermarket system, but through such working sessions, it is an opportunity for enterprises and production facilities to review product quality management, thereby having specific strategies and plans to rectify, search, develop and expand their markets.

The problem now is product quality management. Through such market research, production facilities realize that in order to develop sustainably, they must research and change themselves. In particular, Thien Son orange products from our farm have met global standards and are included in the consumption system of supermarkets such as BigC Thang Long, Lotte Mart, and MM Mega Market Thang Long.
Currently, in addition to improving quality, Nghe An's establishments and enterprises have paid more attention to investing in product designs. Mr. Pham Van Hoa - Director of the Department of Industry and Trade said: Packaging standards have been improved to be more beautiful and eye-catching; packaging and product labels have been invested in accordance with standards; product preservation methods, product brand protection and quality-related paperwork have also received more attention from production and business units. Through trade connections, it has contributed to supporting businesses in grasping market trends and consumer tastes, thereby building more effective production and business plans.

The prolonged Covid-19 pandemic has disrupted many supply chains; many markets, businesses, and stores have been forced to close. The circulation of goods is difficult, even within the province, leading to low purchasing power and difficult export markets. There are times when many agricultural products are harvested in large quantities, but purchasing power is only focused on a few groups of goods necessary for daily life and consumption, while other groups of goods are consumed slowly or are difficult to consume.

Faced with that reality, over the past year, Nghe An has implemented many solutions to develop the market in the province, promote the circulation of goods, and enhance the connection between production and the market according to the supply chain to a number of localities across the country. Regularly coordinate with the Department of Agriculture and Rural Development and the People's Committees of districts, cities and towns to grasp the difficulties inconsumption of agricultural productsto implement support solutions.
Thanks to that, at the time of implementing Directive 16+, some localities facing difficulties in consuming agricultural products have been resolved, such as Vinh city (vegetables, tubers, fruits, poultry eggs, livestock and poultry meat), Con Cuong district (all raw tea products have been consumed), Quynh Luu district (vegetables, tubers and fruits of all kinds have had stable purchasing contacts), Nam Dan and Nghi Loc districts (vegetables, tubers and fruits have been consumed stably, traders have returned to access and consume products, supplying to people's markets in some neighboring localities), Hung Nguyen district has consumed about 400 tons of lemons.

The Department of Industry and Trade also supports, introduces, and connects agricultural products to commodity purchasing points for direct supply to Vinh city. Many working sessions have been effectively implemented by the Department of Industry and Trade such as: Organizing working sessions in some coastal localities to grasp difficulties and obstacles in the consumption of fresh and frozen aquatic and seafood products, then promptly coordinating with the Trade Promotion Agency, the Domestic Market Department, distribution systems such as Winincomerce, Lotte, MM Mega Market to remove and find sustainable output for aquatic and seafood products. Supporting and connecting Wincommerce General Trading Service Joint Stock Company (Winmart+ system) to organize a workshop to explore opportunities and cooperation in Vinh city.

Goods suppliers, supermarkets, and agricultural product chains in the area have connected and stably consumed a number of products, specifically: vegetables, tubers, and fruits of all kinds about 83 tons/day (of which about 50-60 tons are supplied to other provinces and cities); aquatic and seafood products about 7 tons/day; meat and egg products of all kinds about 6 tons/day. The main sources of agricultural products are taken from Vinh City, Nghia Dan, Quynh Luu, Do Luong, Anh Son, Quy Hop, Ky Son, Nam Dan, Nghi Loc, and Cua Lo Town.
The Department of Industry and Trade also advised the Provincial People's Committee to implement the Working Program with the Department of Domestic Market - Ministry of Industry and Trade, Wincommerce General Trading Service Joint Stock Company in Nghe An province to connect and consume Vinh orange products and other products of the province. At the working session, the Wincommerce system signed a cooperation agreement with 07 enterprises and organizations producing oranges, lotus seeds, lotus products, aquatic products, seafood, medicinal products, clean vegetables... The leaders of the Department of Domestic Market and the leaders of the Wincommerce system expressed their views on continuing to care, support, and connect the consumption of Nghe An products to the distribution systems of goods nationwide.

Promoting the positive results in connecting supply and demand, Mr. Pham Van Hoa said that these programs will continue to be maintained, improved and constantly innovated by the Department of Industry and Trade in terms of organization to increasingly support businesses and cooperatives more effectively. In addition to the traditional form, the focus will be on online; promoting the application and consumption of products through major e-commerce sites in Vietnam such as Shopee, Sendo, Tiki, Lazada.
We also guide businesses to proactively research market demand, gradually modernize production, apply technology to strictly manage safe production processes, check product quality before selling to the market, ensure that agricultural products consumed in the value chain meet domestic standards and those of importing countries. In particular, we pay attention to guiding the production of products according to Global GAP, Organic, GMP, HACCP, ISO standards; thereby, implementing a number of projects linking production - distribution - consumption chains to create and develop markets and sustainable product consumption.
