Efforts to connect Tay Nghe An road
(Baonghean) - The Tay Nghe An route starts from Kim Son town (Que Phong) and ends at Muong Xen town (Ky Son). When completed, this 186 km long route will end the arduous V-shaped journey of more than a day for people in the two localities (because they have to go down to Dien Chau intersection to change routes). This route is also an important driving force for people in the highland border areas to promote economic development and ensure national defense and security...
Although the Tay Nghe An route was basically open, before departing from Kim Son Town, the driver of Company 482 hurriedly bought several bags of dry food, milk, drinking water, etc. to prepare for any unexpected incidents in the forest. Currently, the Tay Nghe An road project is in the "final stage", although the weather is not favorable due to rain and thick fog, the project progress inspection team this time led by Mr. Nguyen Hong Ky, Director of the Department of Transport, still decided to cross the mountain. Nearly 1 hour from Kim Son to the remote commune of Tri Le is a smooth paved road. It is known that the Tay Nghe An road is divided into 2 phases, in which phase 1 has a length of 78 km and 25 bridges from Kim Son - Tri Le, started construction in 2009, and has been basically completed; phase 2 has a length of 106 km and built 16 bridges. With such a large amount of work being carried out in a remote and dangerous area, especially during the rainy season, construction cannot be carried out, so it somewhat affects the progress.
Up to this point, the entire route (186 km long) has basically completed the foundation and some sections of phase 2 have been paved, so the route is messy and littered with construction materials. It has been raining, many sections of dirt roads are soggy that vehicles need to use two axles to get through. Mr. Nguyen Trong Cam, Chairman of the Board of Directors of Joint Stock Company 482, said, "This is also fortunate, more convenient, because the last time we had to get off and push the vehicle. Provincial leaders and the Department of Transport have directed to speed up the implementation of the first packages of the route (phase 2), it is necessary to complete them soon so that the units undertaking the packages inside the route can be convenient. Therefore, Construction Investment Company 19 and Joint Stock Company 482 have basically completed the packages."

On the route, currently, Joint Stock Company 482 is undertaking and focusing on constructing the 2-span bridge 33 in Xoi Voi village, Nhon Mai commune (Tuong Duong) and building roads at both ends of the bridge. It is expected that the package will be completed by March 30. With the 3-month pre-assigned schedule and quality construction, Joint Stock Company 482 was assigned by the Department of Transport to continue to construct an additional package of the North Central Construction Joint Stock Company with a value of more than 20 billion VND. To undertake the new package, Joint Stock Company 482 had to mobilize additional equipment, machinery, vehicles, technical staff and workers. Mr. Chu Trong Tu, Construction Site Manager of Joint Stock Company 482 said: “Currently, the unit has completed the construction of camps, brought machinery and workers to work on the route. The unit received the handover of this section from another construction unit and is now basically open to traffic, having installed 7/10 culverts, 810/1,830 m3 of sound barrier walls. With the advantage of equipment, experience and a team of highly qualified and skilled workers, we are determined to complete the package in accordance with the province's requirements.”
According to the plan, the important Tay Nghe An route should have been completed a long time ago, but due to the construction being carried out during the period of tightening investment (Resolution 11/CP), the project was interrupted until early 2014, when it was restarted. This time, the investment capital was met promptly, combined with the urging and inspection of the province and the Department of Transport, so the progress was accelerated. Mr. Ho Viet Vinh, Deputy Director of the CTGT Project Management Board, Department of Transport, said: "In phase 2, the construction units have handed over 40/106 km including the TNA 23, TNA 24, 1/2 of the TNA 22 package, opened 10/16 bridges to traffic, and paved the road surface for 48.7 km...".
However, in reality, the construction site has not yet met the set plan. Therefore, in this inspection trip of the Director of the Department of Transport, in addition to urging and checking the progress, the contractors were also organized to sign commitments on the progress and quality of the project. Right at the temporary camp of Company 36 located at Xam Kip stream, Mai Son commune, Tuong Duong district, the Director of the Department of Transport requested the contractors to commit to speed up the construction progress and by May 30, the entire route must be paved, and by June 30, the route must be completed.
The Director of the Department of Transport emphasized: “From now on, contractors must review and adjust. If any unit cannot meet the schedule, the project will be returned to competent contractors to undertake the construction. At the end of April, the Department of Transport will organize a team to inspect the progress and at that time, any contractor who cannot meet the requirements will have their project withdrawn and these units will not be allowed to participate in other projects.”

Implementing on schedule and ensuring prestige, in December 2014, Construction and Trading Joint Stock Company 423 was assigned to the unfinished construction package of Joint Stock Company 757... Talking to us at the construction site, Mr. Tran Xuan Trung, Construction Site Commander shared: "Doc Do in Nhon Mai commune (Tuong Duong) is 570 m long, the most difficult and complicated construction item because it requires blasting to break rocks, at times it is necessary to carry out 3 blasting points at the same time to cut the mountain to make the roadbed, at the same time the road at Doc Do must be made into 1/2 of the U-shaped roadbed, 2/3 of the L-shaped roadbed. The construction site is very dangerous because on one side is a high cliff, on the other side is a deep abyss, but with the determination of the staff and workers, currently the construction site has completed 36,000 m3 of earth and rock and despite many difficulties and hardships, we are determined to complete the project on schedule".
The total investment capital of the Tay Nghe An road project (both phases) is 2,127 billion VND and the capital allocated so far is 1,414 billion VND. Although the foundation has just been completed and some sections have been paved, on the route, from early morning from Kim Son town through Tri Le commune, Mong people in Que Phong still have time to attend the market in Huoi Tu commune of Ky Son district. It is expected that on June 30, the Tay Nghe An road project will be completed, shortening the distance between the two remote districts of Nghe An province, opening up opportunities for exchange for ethnic people, creating conditions for economic development, maintaining national defense and security...
