'Blazing' about to become Deputy Head of Central Economic Committee to call for project capital contribution

Introducing himself as about to take up a high position and looking for people to contribute capital to the 100ha Ngoc Linh ginseng project, Pham Ngoc Dien (born in 1973) defrauded billions of dong.

On April 13, the Investigation Police Agency of Kon Tum Province prosecuted and executed an arrest warrant for Pham Ngoc Dien (born 1973, Chairman of the Board of Directors of the Kon Tum Green Agriculture and Industry Cooperative Union) for the crime of Fraudulent appropriation of property.

Previously, the Kon Tum Provincial Police Department received a complaint from Mr. PTT with the following content: From July 2022 to October 2022, Pham Ngoc Dien introduced to Mr. T. about his upcoming position as Deputy Head of the Central Economic Committee and member of the Party Central Committee. At the same time, Dien provided information about the policy of granting a project of 100 hectares of Ngoc Linh ginseng in order to receive capital contributions and investments in the ginseng planting project.

Trusting Dien's introduction, Mr. T. transferred 4.5 billion VND to Dien to carry out capital transfer procedures and to be recognized as a capital contributing member in the Kon Tum Green Agricultural and Industrial Cooperative Union. After transferring the money, Mr. T. tried to contact Dien many times but could not reach him, so he filed a complaint.

During the investigation, the police determined that Pham Ngoc Dien had provided many false information and documents such as: Legal status of the Cooperative Union to mobilize capital from individuals and prepare minutes of the shareholders' meeting; about being about to take up the position of Deputy Head of the Central Economic Committee and member of the Party Central Committee; about having a policy to grant 100 hectares of Ngoc Linh ginseng to the Cooperative Union and needing 10 billion VND to complete legal procedures to grant land use rights certificates for the above 100 hectares...

In particular, when taking Mr. T. to the ginseng garden in plot 3, sub-area 240 (administrative boundary of Ngoc Yeu commune, Tu Mo Rong district, Kon Tum province), Dien erected a signboard "Kon Tum Green Agricultural - Industrial Cooperative Union, Ngoc Linh Ginseng DNA Monitoring and Analysis Center". By using the above tricks, Dien created trust for Mr. T. to transfer money and appropriated 4.5 billion VND.

To serve the investigation, Kon Tum Provincial Police request organizations and individuals related to Pham Ngoc Dien's criminal acts to contact the Provincial Police Investigation Agency (address: No. 33 Ta Quang Buu, Duy Tan Ward, Kon Tum City) for coordination and resolution.
