Shooting, throwing petrol bombs into house to collect debt

On May 18, the Investigation Police Agency of Long Bien District (Hanoi) issued a decision to temporarily detain 4 subjects for disturbing public order, including: Tong Hoang Linh (37 years old, residing at Nha Hoa, Cua Dong Ward); Nguyen Hoang Minh (25 years old, No. 6, Lane 151 Phuc Tan, Hoan Kiem District); Pham Tuan Hai (34 years old, residing at Yen Xa, Tan Trieu, Thanh Tri) and Luu Khac Tuyen (25 years old, residing at Khuc Thuy, Cu Khe, Thanh Oai, Hanoi).

Ms. Le Thi Hoai Phuong (registered residence in group 14, Ngoc Thuy ward), in the process of doing business, borrowed money from a number of people, including Ms. Nguyen Thu Huong (40 years old, residing at number 4, alley 82, lane 459 Bach Mai, Hanoi) nearly 300 million VND.

Due to the unfavorable business situation, debt repayment has been affected recently. On April 28, Ms. Huong and Tong Hoang Linh went to Ms. Phuong's house to demand money. Linh asked Ms. Phuong to write a debt note and a car sale paper, but Ms. Phuong did not agree.

On May 1, Ms. Phuong and her husband saw a photo of their family posted on Facebook, with the subjects writing a threatening status: “Good news for you two, you have won 2 long-term Juventus meals. The prize will be awarded as soon as possible. But at that time, you are still playing the obstacle course game show, the street with the prize being a pair of wheelchairs for you two.”

Not stopping there, on the same day the subject continued to curse and threaten, "From now on, every time your family steps out of the house could be the last time you return home safely, understand...!?". That threat made Ms. Phuong and her family always live in a state of insecurity.

At around 4:45 a.m. on May 8, while Ms. Phuong’s family was sleeping, they heard a voice calling from outside the gate, “Tuan, I’ll kill your whole family.” After 4 to 5 explosions, the motorbike parked outside Ms. Phuong’s family’s yard burst into flames.

Ms. Phuong called the police. Immediately after receiving the news, Ngoc Thuy Ward Police sent officers and soldiers to the scene, coordinated with the family to extinguish the fire, protect the scene, and report to the District Police.

With the help of professional departments, Long Bien District Police identified the perpetrator as Tong Hoang Linh. After the incident, Linh fled home.

During the screening process, at around 2:00 a.m. on May 16, the Criminal Police Team, Ngoc Thuy Ward Police and related units of Long Bien District Police arrested Tong Hoang Linh, when the subject was wandering around Hai Ba Trung Street, Hoan Kiem District.

At Long Bien District Police, Linh confessed that Nguyen Thu Huong asked Linh to post on Facebook to discredit her and her husband, with the purpose of forcing Ms. Phuong to pay the debt.

On the morning of May 8, Linh called Luu Khac Tuyen to pick up Nguyen Hoang Minh, a man with two criminal records, and Pham Tuan Hai, a man with one criminal record, to Ms. Phuong's house. There, the men stood guard while Linh threw two plastic bags containing 0.5 liters of gasoline into Ms. Phuong's yard, causing a fire. Then, Linh used a gun to fire five shots, causing an explosion, cursed, and left.

District police seized a pistol marked RG88 and a magazine with 7 bullets.
