Tax debt in Hanoi leads the country
In the first four months of the year, the whole country had 76,000 billion VND in tax debt, with Hanoi leading the way with more than 23,000 billion VND.
According to the General Department of Taxation's report, as of April 30, the whole country had 76,000 billion VND in tax debt, of which the central budget was 15,760 billion VND; the local budget was 60,240 billion VND.
In 13 localities with central budget regulation, the debt amount as of the end of April was 55,951 billion VND, accounting for 73.6% of the total tax debt of the country. To ensure that the total tax debt target at the end of the year does not exceed 5% of the total state budget revenue, the General Department of Taxation has assigned collection targets to localities to ensure budget balance from now until the end of 2016. Accordingly, 13 tax departments that have budget allocations to the central government must collect at least 19,500 billion VND. The General Department of Taxation said that in the near future, it will coordinate with the State Bank to direct commercial banks to seriously coordinate with tax authorities in account enforcement work, and provide complete and timely account information to tax authorities.
Specifically, allowing tax authorities to exploit information on business account registration to serve the verification of account information to enforce tax debt. At the same time, tax authorities can send notices on the amount of debt to be enforced by taxpayers to the State Bank; when tax-debt enterprises generate cash flow at any bank, the State Bank can direct banks to automatically withdraw money to pay into the budget until the debt is paid off.
The report also said that a total of 63 tax departments have urged and collected 14,250 billion VND of tax debt from 2015, equivalent to 19.6% of total debt as of December 31, 2015. Of which, 10,990 billion VND was collected through debt management measures; 3,260 billion VND was collected through enforcement measures.
