In difficult times, there are Party members in military uniforms.Lesson 1: Nurturing "Red Seeds" in the Border Region

Along with the task of firmly protecting border sovereignty and security, over the years, the Nghe An Border Guard has persistently sown "red seeds" (political seeds) from its conscripted soldiers. In addition, it has effectively implemented the policy of assigning border guard party members to be responsible for households and having border guard party members temporarily participate in party activities at village and hamlet party branches in special and difficult areas. Through this, it has become a solid foundation, contributing to strengthening the grassroots political system; ensuring peace and security for the people, the area, and the border.

May 19, 2025 became an unforgettable milestone for Corporal Luong Thai Nguyen, a Thai ethnic minority from Tham village (Muong Chong commune). After more than a year of training in the military, Nguyen had the honor of joining the Party on the occasion of President Ho Chi Minh's birthday.

Nguyen shared: “From the moment I enlisted, I always determined to strive to be worthy of the border guard uniform. Thanks to the guidance of the Party committee, commanders, and comrades, I was admitted to the Party. This is a great motivation for me to continue training, and when I return to my hometown, I want to contribute even more.”

Also one of the outstanding young soldiers of My Ly Border Guard Post, Corporal Luong Van Tiep (from Tam Thai commune) is always mentioned by his comrades for his pioneering spirit during floods. Tiep disregarded danger, working alongside his comrades to help people rebuild their homes and stabilize their lives. His sense of responsibility and eagerness to learn in training and work led the Staff and Administration Party Branch to recommend him for Party membership.

"Being a member of the Party is a great source of pride, and I will strive even harder," Tiep confided.

Major Phan Duc Tam, political officer of My Ly Border Guard Station, said: “We always hope that upon completing their military service, young Party members will become core members at the grassroots level. Therefore, the training and development of conscripted soldiers, especially those from ethnic minorities, is always a top priority. During the 2020-2025 term, the unit developed 11 Party members, and in 2025, we admitted two more conscripted soldiers as Party members.”

Not only in My Ly, but the work of recruiting Party members from conscripted soldiers is systematically implemented at all border guard posts along both border lines. During a working trip to Tam Hop Border Guard Post, we met young soldier Lang Cong Vi, born in 2005, who enlisted in 2024. Vi had completed the Party awareness training course and the unit had finalized the procedures for him to be recruited back to his hometown. The young man of the Thai ethnic group shared that he always strives to improve himself in everything from etiquette, conduct, and daily routines to training, agricultural production, and supporting his comrades.."I think my parents would be very proud if I became a Party member. When I leave the army, I want to contribute more to my village," young soldier Lang Cong Vi expressed.

Speaking with us, Lieutenant Colonel Truong Tan Bien, Political Officer of Tam Hop Border Guard Station, emphasized: “Right from the moment we receive new recruits, the unit conducts continuous review, monitoring, and training. Only those comrades who truly strive, demonstrate strong character, and possess good qualities are considered for membership.” In the past term alone, Tam Hop Border Guard Station has admitted 10 Party members from among its conscripted soldiers – a number that reflects our determination in developing a pool of potential members.

To create favorable conditions for new recruits to train, be challenged, contribute, and mature in order to join the ranks of the Party, along with regular political education, the youth organizations in the Nghe An Border Guard have implemented many healthy movements and activities to help young soldiers better understand the honor and responsibility of being a soldier and the goal of striving to join the Party.

Major Tran Minh Hieu, assistant for mass mobilization work at the Provincial Border Guard Command, said: “Over the past five years, 171 young members of the force have participated in training courses on Party awareness; 155 comrades have been admitted to the Party. This is a valuable resource to strengthen the ranks of young Party members in the unit and for the entire locality.”

In accordance with the Resolution of the 13th National Congress of the Party and specialized resolutions on Party building, the Party Committee and Command of the Nghe An Border Guard have determined that developing Party members from conscripted soldiers is a strategic task, both urgent and long-term.

Lieutenant Colonel Nguyen Ngoc Cam, Deputy Head of Political Affairs of the Nghe An Border Guard Command, affirmed: "Admitting Party members among conscripted soldiers not only strengthens the fighting capacity of the Party organization, but also creates a team of 'red seeds' ready to undertake tasks in any environment in the future."

Border guard posts are uniquely situated in remote and difficult areas, with many local youth migrating for work elsewhere, making the recruitment of Party members at the grassroots level challenging. Therefore, proactively creating a pool of potential members from conscripted soldiers becomes a crucial task.

Every year, the Party Committee of the Provincial Border Guard Command organizes Party awareness training courses for outstanding members at border guard posts. These courses help soldiers understand the ideals and goals of the Party; inspire a spirit of dedication and build aspirations for a beautiful and useful life. Since December 2024 alone, 22 conscripted soldiers have been admitted to the Party at border guard units along the two border lines of Nghe An province. They are exemplary role models in their studies, work, patrols, assisting the people, disaster prevention, and agricultural production.

Lieutenant Colonel Ho Thanh Quang, political officer of the Tri Le Border Guard Station, assessed: “Each new Party member is a shining example, creating a clear transformation in the emulation movement. The admission process is carried out strictly, ensuring the correct procedures and quality. From Party awareness classes, from daily labor, from challenges amidst floods or nights patrolling the border… these young soldiers mature, are admitted to the Party, and after their discharge, continue to become a core force in their hometowns, contributing to strengthening the grassroots political system.”

It is encouraging that many soldiers, after being discharged from the army and becoming Party members, have played a very good role in their localities. They hold many important positions such as: Youth Union Secretary, village team leader, police officer, militia member, Party branch secretary, village head, hamlet head, etc., contributing to strengthening the grassroots political system.

In the mountainous commune of Tam Thai, there are currently five former border guards holding key positions in the political system. Among them, Party member Kha Van Vuong is a prime example. Having enlisted in 2005 and been discharged in 2007, after returning to his hometown, Vuong became the Secretary of the Youth Union branch in Van Mon village, then continued his military training, and in 2011 assumed the position of Commander of the Tam Thai Commune Military Command, a position he holds to this day.

Thanks to his thorough approach, effective advisory skills, and high sense of responsibility, Party member Kha Van Vuong has received numerous awards at various levels for many years (notably: the Provincial Military Command and the Provincial Border Guard Command awarded him Certificates of Merit for outstanding achievements in protecting border sovereignty and national defense and security in the locality; the Provincial People's Committee awarded him a Certificate of Merit for the "Determined to Win" emulation movement of the armed forces; and the Political Commissar of Military Region 4 awarded him the title of "Outstanding Soldier at the grassroots level"). He is also a pioneer in disseminating legal information and mobilizing young people for military service recruitment, contributing to maintaining border security in the locality.

Not only young officers, but many former Border Guard soldiers, upon returning to live and work in their hometowns, have become respected figures, acting as a "bridge" between the people and the Party. A prime example is Mr. Già Tồng Thù, a Hmong ethnic minority, who has served as the Party branch secretary and a member of the Veterans Association of Na Ngoi commune for nearly 30 years. From a retired border guard soldier, he became a "millionaire" in forest planting, a shining example of exemplary spirit, responsibility, and dedication to his village.

He didn't just shout slogans; he led through action. His prestige served as a crucial "bridge," bringing the Party and government closer to the people and fostering greater public trust; contributing to local stability, rural development, and sustainable poverty reduction.

Comrade Nguyen Anh Tuan, Permanent Deputy Secretary of the Party Committee of Na Ngoi commune, commented: "In the context of many young people leaving their hometowns to work far away, the source of Party members from demobilized soldiers is very valuable. They are young, dynamic, have a sense of organizational discipline, and especially have been trained in the military environment. This is a force that contributes to overcoming the situation of 'old trees but no new shoots' at the grassroots level."

According to Lieutenant Colonel Nguyen Ngoc Cam, Deputy Head of Political Affairs of the Nghe An Border Guard Command: Each soldier joining the ranks of the Party is the result of a whole process of training and striving, and the achievement of political and ideological education work throughout the entire Border Guard force. This is the red source that nourishes new vitality for the Party organization in the Nghe An Border Guard Command.

“In the coming time, the Party Committee and the Command of the Nghe An Border Guard will continue to direct units to strengthen revolutionary ideals education, train young Party members and soldiers; maintain the effectiveness of creating sources and developing new Party members, especially in key areas and ethnic minority regions,” Lieutenant Colonel Nguyen Ngoc Cam emphasized.

It can be affirmed that, with dedication and a systematic approach, the Nghe An Border Guard Force is nurturing "red seeds"—young Party members forged in hardship. Upon returning to their hometowns, they continue to carry the spirit of border guards, becoming pillars of support for their villages, contributing to building a strong grassroots political system, and maintaining the people's trust in the border region.
