Following the example of comrade Le Hong Phong, determined to build a rich and strong homeland

Today, the Party Committee and people of Nghe An are very honored and proud, together with the Central Executive Committee, the National Assembly, the President, the Government and the Central Committee of the Vietnam Fatherland Front, to solemnly celebrate the 110th birthday anniversary of General Secretary Le Hong Phong; an outstanding son of the Vietnamese people and of the Soviet homeland. On behalf of the Party Committee, government and people of Nghe An province, I would like to express my sincere thanks and send to the leaders of the Party, State, Central Committee of the Vietnam Fatherland Front, distinguished delegates and compatriots and comrades of the province my best wishes.

Learning from the example of comrade Le Hong Phong and promoting the tradition of the heroic Soviet homeland, the Party Committee and people of Nghe An have courageously and resiliently overcome all difficulties and challenges and achieved many important achievements, contributing with the people of the whole country to gain glorious victories in the revolution to liberate the nation and unify the Fatherland, as well as in the cause of building the homeland and country to become increasingly prosperous and civilized.

In the renovation process, especially in recent years, the province's socio-economic development has been quite rapid and relatively comprehensive. The average GDP growth rate for 5 years (2006-2010) reached nearly 10%/year. GDP per capita in 2011 increased nearly 3 times compared to 2005. Budget revenue in 2011 reached nearly 7,000 billion VND, an increase of more than 4 times compared to 2005 (ranking first in 6 provinces of North Central, 5th in provinces of North Central and Central Coast, 13th in the country). The value of industrial and service production increased quite well. There was an important breakthrough in the application of high technology and structural transformation in agricultural production; food output was stable at over 1 million tons/year; the potential and strengths of Western Nghe An are being well promoted. Culture and society are cared for and have many positive changes. The socio-economic infrastructure has been well-built, the urban and rural areas have undergone many changes, and the material and spiritual lives of the people have been significantly improved. National defense and security have been strengthened, politics and society have been stable, and social order and safety have been ensured. The work of building the Party and the political system has received attention and achieved important results.

However, Nghe An is still a poor province, the economic growth rate is not high and not sustainable; the scale of the economy is still small, efficiency and competitiveness are still low, people's lives, especially in remote areas, still face many difficulties. The leadership capacity, fighting strength of many party organizations and the management and operation capacity of the government in many places are still inadequate, not meeting the requirements and expectations of the Central Government, as well as the people and soldiers of the province.

Following the example of comrade Le Hong Phong, the Party Committee and people of the province continue to strive, effectively promote all resources, especially the revolutionary tradition of the homeland, the intelligence and creativity of the people of Nghe An, determined to build Nghe An to become a fairly developed province in the Northern region by 2015. To achieve the above goal, we need to focus on implementing the following key tasks:

One is: Continue to propagate and educate cadres, party members and people to study and follow the example of the steadfast communist soldier, who devoted his whole life to the revolution, comrade Le Hong Phong. Overcome conservative, stagnant, subjective, hasty, narrow-minded, jealous and clinging thoughts; encourage and protect those who dare to think, dare to do, dare to take responsibility with pure motives. Each cadre and party member must surpass themselves to innovate and make breakthroughs; Party organizations and party members must be close to and attached to the people, regularly self-criticize and criticize frankly, sincerely, and receptively, ensuring internal solidarity, being the nucleus of national solidarity and social consensus, and excellently completing the set political tasks.

Two is: Mobilize and effectively use resources, strongly improve the investment, production and business environment, ensure security and order, promote administrative reform, prevent corruption and waste; build a team of dedicated and professional cadres and civil servants, best serving the people and business operations.

Three is: Focus on developing and improving the quality of human resources according to Resolution No. 08-NQ/TU of the Provincial Party Committee. Continue to improve the quality of general education; at the same time, invest in upgrading, expanding and improving the training capacity of universities, colleges, vocational secondary schools and vocational training institutions, meeting the demand for human resources in the locality and the entire North Central region.

Four is: Accelerate the application and development of science and technology, especially the application and development of high technology. First of all, prioritize investment in the application and development of information technology; high-tech agriculture according to Resolution No. 07-NQ/TU of the Provincial Party Committee on the application and development of high technology in the period 2011-2020.

The year is:Strongly socialize and mobilize many resources to build Nghe An into an education and training center, a medical center, a sports center of the North Central region. Improve the effectiveness of hunger eradication and poverty reduction, ensure social security and protect the environment. Promote the construction of new rural areas, suitable to the characteristics of each region; preserve and promote the unique cultural features of rural Vietnam.

Six is:Take care of building the Party, building a clean and strong political system; improve leadership, direction and implementation capacity from the province to the grassroots. In the immediate future, organize and implement well the Resolution of the Central Committee 4 (11th tenure) on "Some urgent issues on Party building at present", associated with promoting the study and following of Ho Chi Minh's moral example.

During his lifetime, comrade Le Hong Phong often reminded all cadres and party members to strive to build our Party into a vanguard political party with strict discipline. He pointed out: "It is necessary to expand the criticism of the Bolsheviks in all levels of the party to study the advantages to learn from, and find the shortcomings to avoid. Applying self-criticism of the Bolsheviks must be a permanent task. It is best to attract the masses to participate in the self-criticism movement." Comrade Le Hong Phong's valuable instructions have even deeper meaning for us to learn and follow in the work of building and rectifying the Party today.

The entire Party, people and army of the province are determined to successfully implement the Resolution of the 17th Provincial Party Congress, the Party's directives and resolutions and the key political tasks that General Secretary Nguyen Phu Trong pointed out in his speech at today's ceremony, contributing to the successful implementation of the Resolution of the 11th National Party Congress.

That is the gratitude of the Party Committee and people of the province to the revolutionary predecessors and to comrade Le Hong Phong.
