(Baonghean.vn) -Recently, public opinion has been stirred up by the increasing number of child sexual abuse cases in which the perpetrators are educated and skilled people, even teachers, union officials, and commune leaders. The degradation of this intellectual group makes the fight against sexual abuse even more difficult and complicated...
The lack of understanding and care of the family is one of the main reasons why many children are sexually abused by bad guys. Like the "child rape" case that took place in Dien Doai commune, Dien Chau district two years ago, when the rapist was prosecuted by the law enforcement agency, everyone was surprised to find out that the neighbor, who was a union official, was actually a "pervert". Meeting us in a dilapidated, old house, the mother of one of the two young victims raped by Nguyen The Cuong sobbed: There are only two of us in the house, I work every day to make ends meet, how could I know that my child was being taken advantage of, she is so young, only 10 years old, what does she know... Even when the incident has broken out, the families themselves are confused about how to protect their daughters.
According to the report data of the Provincial Police and the investigation report on the situation of children in special circumstances of districts, cities and towns, the number of cases of child sexual abuse in the province from 2008 to now has been very complicated, with an average of about 20 cases per year, of which 25 cases were reported in 2008 alone; 24 cases in 2009, 15 cases in 2010 and 15 cases in 2011. The victims are in groups from 5 to 7 years old or from 12 to 15 years old, mainly occurring in mountainous and highland districts, remote areas such as: Tuong Duong, Ky Son, Quy Chau, Que Phong, Tan Ky, Thai Hoa town, Nghi Loc. Although the number of sexual abuse cases recorded is quite high, (according to the representative of the Department of Labor, War Invalids and Social Affairs of the province), that number is the cases that have been discovered and reported, there are many other cases for many objective reasons and sensitivity that the victims have not dared to announce to the public.
Due to lack of knowledge, children in mountainous areas are often vulnerable to sexual abuse (illustrative photo).
The number of cases is increasing rapidly due to reasons from the family such as laxity in managing, protecting, caring for, and educating children, lack of understanding of children's psychological characteristics, lack of attention, guidance, and sharing of gender issues with children, domestic violence, separation and divorce leading to children being spoiled, wandering around, and being easily abused, another important reason is the responsibility of the whole society. Therefore, currently many cases of child sexual abuse have not been discovered, and the handling of this type of crime in some localities is still one-sided, lacking in strictness, untimely, and unsatisfactory; The use of child labor in restaurant and hotel service establishments has not been managed, the inspection and supervision of service establishments selling videos, books, newspapers, cultural services, and using the Internet is still loose and irregular... Under the influence of these factors, combined with a lack of understanding of the psychological characteristics of the age group, a lack of knowledge and skills on adolescent reproductive health, and not knowing how to prevent sexual abuse, children are often curious, imitative, and learn, leading to being deceived, sexually abused, or accepting abuse.
Faced with the seriousness of this problem, over the past time, through family groups and direct consultation with households or through organizations and forums on children, the awareness and behavior of adolescents and people of all walks of life on the prevention and resolution of street children and sexually abused children have gradually changed. The Labor Department has also coordinated with departments, branches and organizations in localities to resolve and assist children and families of sexually abused children in the area.
In the coming time, to control, prevent and gradually reduce the number of children being sexually abused, create conditions for child victims to be protected, cared for, educated, raise awareness and action for the whole society on this issue, the province will focus on building and developing a system of comprehensive and professional child support services; strengthen communication and education work in all areas; strengthen inspection, supervision and strictly handle violations related to children.
