Right from the period of 1967-1968, when the war against the US was still entering the fierce stage, "All for the front line", the leaders of Nghe An province and those in charge of the cultural sector at that time recognized the role of culture and art in practice and with a strategic vision, decided to establish the Cultural - Information Vocational School to promptly provide "cultural soldiers", with the weapon of "Singing to drown out the sound of bombs", contributing effectively to the long and heroic resistance of the nation. All beginnings are difficult, with a small number of 6 school staff, overcoming many shortages and hardships in the initial stages of construction, going through 6 relocations, but teachers and students have created rare and miraculous things.

In 1979, the school was upgraded to Nghe An College of Culture and Arts, marking the school's maturity in a time of peace. But this was also a period full of hardships and deprivations, due to the consequences of war and the prolonged subsidy period. Overcoming all, the teachers and students of the school were steadfast in their profession, diligently teaching and studying; the singing and lyrics still resounded in the school, training and nurturing many generations of students with both political courage and solid professional expertise...

In 1994, the school was licensed by the Ministry of Education to train 9 majors according to national codes; the People's Committee of Nghe An province upgraded it from a type II vocational school to a type I school. Since 2004, the Ministry of Education and Training signed a decision to upgrade it to Nghe An College of Culture and Arts, marking a new step in development in scale and quality.

Along with overcoming difficulties, promoting internal strength, always receiving the direction and attention of the Provincial Party Committee, People's Council, Provincial People's Committee, the support of functional departments and branches and the help of the people in the province, the central ministries and branches, the school has gradually overcome to move forward and achieved remarkable results.

The school has a stable organizational structure (including 4 faculties, 5 departments and 3 centers with nearly 90 permanent staff and civil servants. The school's staff has experienced through many challenges; the number of young lecturers with potential, basic training, and advanced qualifications (currently 80% have master's degrees or higher (including 1 Associate Professor, 3 PhDs, 4 PhDs), solid in professional expertise, capable of shouldering assigned tasks. The school's Party Committee is a strong Party Committee; the Trade Union and Youth Union have actively contributed to emulation movements, volunteering, and have contributed to building a stable and developing school...

Currently, the school focuses on both the formal training system and the young talent training system to create a regular source and meet social needs. Every year, during the summer, the school organizes training and fostering of artistic and IT - Foreign Language talents for children in the city and surrounding areas; the average annual enrollment is 500 students; many of them continue to study to create a source to apply for the school's regular system.

In addition to the regular system, the school has opened an additional system of inter-connected, work-study, young talent training, training and coaching of grassroots cultural cadres and general education teachers. The curriculum is gradually standardized and innovated. Each major, each level, each type of training is reviewed and adjusted, with interconnectivity and modernity. Focus on equipping learners with theoretical knowledge, at the same time paying attention to training practical skills, closely following and basically meeting the requirements of reality; finding solutions so that students can have jobs after graduation and do many things in society.

Scientific research has become one of the two basic tasks of lecturers; the change in awareness of the role of scientific research is more clearly demonstrated in each teacher. Most lecturers of faculties and departments register to carry out school-level topics; participate in and organize compositions and exhibitions at the provincial, regional, national and international levels. Some school staff and lecturers participate in scientific councils at the provincial and national levels, in universities...

In addition to completing scientific research tasks as prescribed, the school's lecturers also register and carry out provincial and ministerial level scientific projects. Scientific topics that have been and are being carried out: Research on culture and language of the O Du ethnic group in Tuong Duong district, Nghe An province; Research and preservation of the craft of making Khen Be musical instruments of the Thai ethnic group in Nghe An; Some characteristics of Vietnamese culture expressed through Vietnamese folk songs; Research on folk songs of Nghe An and application of research results in schools...

Over the past 50 years, the school has made a significant contribution to providing quality human resources in culture, arts and tourism for the province and the region. Among those thousands of students, there are successful people, holding management positions, such as the late Major General, musician An Thuyen, former Principal of the Military University of Culture and Arts; musician Le Xuan Hoan - Chairman of the Literature and Arts Association of Gia Lai province; People's Artist Tien Dung - Deputy Director of the Department of Culture and Sports of Nghe An; People's Artist Hong Luu and Meritorious Artist Nguyen Dinh Dac are Director and Deputy Director of the Center for Preservation and Promotion of Folk Heritage of Nghe An... The school has dozens of excellent lecturers at the provincial and national levels.

The current stage is a pivotal stage, preparing to create a new turning point. In early 2012, the People's Committee of Nghe An province approved the Project to build and develop the College of Culture and Arts into a university. Currently, the school is continuing to strive to carry out the assigned tasks: Building the school into a training and research facility in the fields of culture, arts and tourism in the direction of high-quality vocational training, with key national and regional occupations; contributing worthily to the construction of Nghe An province into an economic, cultural and social center of the North Central region.
