Anti-corruption midwife refuses reward

Reporting the violations of the head of the medical station, Ms. Thuy was commended and rewarded but refused because she thought the complaint had not been properly resolved and was still being covered up.

On the morning of September 3, the Medical Center of Thang Binh District, Quang Nam Province, held a ceremony to commend and reward Ms. Duong Thi Thu Thuy, a midwife at the Ha Lam Town Medical Station, Thang Binh District, for "her achievements in discovering negative manifestations of officials at the Ha Lam Town Medical Station".

Midwife Thuy was transferred from Thang Binh District Medical Center to Ha Lam Town Medical Station in June 2011. During her work at the station, Thuy collected data and evidence to accuse Mr. Nguyen Duc Dao, head of Ha Lam Town Medical Station, of embezzling more than 150 million VND.

According to the complaint and evidence provided by Ms. Thuy, the health inspector of Thang Binh district got involved and concluded about Mr. Dao's violations. Specifically, in 2012 and 2013, the total amount collected from health check-ups for students of schools was more than 96.4 million VND, but Mr. Dao only provided valid documents for the amount of 29.6 million VND.

In 2011 and 2012, the budget for the regular operation of the medical station was more than 18.3 million VND, but only 4 million VND matched the financial documents. The total revenue from training from 2011 to 2013 was 19.6 million VND, Mr. Dao only provided documents for more than 8.7 million VND.

In addition, on April 26, 2013, Mr. Dao opened a food safety training class for 147 households producing and trading food, collecting 100,000 VND from each household. Afterwards, Mr. Dao forged the signature of Mr. Mai Van Muoi, director of the Thang Binh District Medical Center, to make fake certificates to issue to 130 households.

Ms. Thuy is the whistleblower, but up to now, how the money the inspectors discovered Mr. Dao's violations were handled, and whether the certificates Mr. Dao forged his signature and issued to business households have been recovered, Ms. Thuy still does not know.

In addition, Ms. Thuy also expressed her indignation that Mr. Le Van Ty was one of the people who signed the petition with the content of suppressing and pushing her out of Ha Lam Town Health Station after she denounced the negative, but was appointed as acting deputy head of the station, managing the work of the station, which is unreasonable.

Although present at the ceremony, Ms. Thuy refused to accept the award. She briefly said: "I refuse, do not accept the award because my complaint was not resolved satisfactorily, not thoroughly. There are also signs of cover-up by superiors. I came here to respect everyone, not to receive an award, I hope everyone understands and respects me."

According to Ms. Thuy, with the violations as mentioned, especially the scanning and forging of the signature of the director of the District Health Center, Mr. Dao's dismissal was too light, only equal to the disciplinary action against an officer who had a third child. She believes that Mr. Muoi covered up for his subordinates.

Mr. Mai Van Muoi, Director of the Thang Binh District Medical Center, said that although Ms. Thuy refused, the reward was the responsibility of the District Medical Center. The reward, in addition to the purpose of encouragement and motivation, was also a warning to the heads of medical stations who committed violations.

Regarding Ms. Thuy's questions, Mr. Muoi explained that the dismissal and transfer of Mr. Dao was appropriate. Mr. Muoi said that the incident had damaged his reputation, claiming that there was no cover-up for the offender. "Mr. Dao admitted to scanning the seal and forging the signature, the case was handed over to the police for further investigation and handling according to the law," Mr. Muoi said.

Mr. Muoi said that the amount of money discovered to be wrongfully obtained by Mr. Dao and the invalid certificates were handed over to the Ha Lam town health station to collect. Mr. Ty was only appointed to manage the work while waiting for a new health station head.
