According to the case, during her time as an accountant at Hoa Ngoc Lan Kindergarten (Cam Le district), from August 2017 to June 2019, Kieu used many methods and tricks to embezzle money from the school.

During the investigation, the police determined that the two school principals, Trinh Thi Thu Tam and Truong Thi Thanh Van, and the two treasurers, Tran Thi Thuy Hoa and Nguyen Thi Duy Hoang, had been lax in management and lacked responsibility in the management and use of boarding school fees, causing a loss of nearly 700 million VND, as well as allowing Kieu to embezzle nearly 1 billion VND for a long time without detection.
According to the investigation agency, the appropriation and loss of assets by the subjects affected the boarding salaries of other teachers in the school, and also led to the school owing money to units supplying food and goods for teaching.
