Despite the unit commander's explanations and the comrades' debates about the necessity of selecting reputable individuals with good moral character and proven abilities demonstrated through practical performance, the deputy commander maintained his stance that only those who "meet the criteria" should be nominated. Some comrades in the unit felt confused, while those with seniority understood why the deputy commander insisted on meeting the criteria.

Here's the thing: For a long time, his unit has demanded that its staff and civil servants possess very high professional competence and a high level of task completion. Meanwhile, his abilities are extremely mediocre; he's both incompetent and rigid, so he can't be assigned any important tasks. Therefore, they've found a unique way to deal with him: they regularly "send" him to training courses. Almost every year, when asked what he's doing, he proudly replies that he's studying.

Then, the day finally came when he was truly "qualified," but the problem was that his work ability remained unchanged, making it difficult to assign him to any position. Just then, his unit was being restructured to include a deputy head. So, to provide him and his unit with a way out, they agreed to "sacrifice" him for the deputy head position, thus avoiding any disruption to the agency's operations – essentially a "fifth wheel" in the system.

But, unfortunately, because he lacked the skills to manage the unit, he always had free time. So he pondered and reflected on the reasons for his success. Was it due to ability? No. Was it due to moral character? That's not right. That's right, it was because he "met the qualifications."

From then on, in every meeting, he used the criterion of "meeting the qualifications" to demand that personnel be appointed. Whenever the deputy chief rambled on about the necessity of meeting the qualifications, the head of the department and his colleagues would shake their heads in dismay: because of this excessive favoritism towards meeting the qualifications for a short time, the staff in the unit would have to endure long-term obstacles and difficulties!
