(Baonghean) - Affectionately called "the mediator" by the government and the people for his contribution to resolving conflicts and solving complex problems arising in the area, Mr. Dang Xuan Dinh, Chairman of the Pastoral Council of Yen Dai Parish (Nghi Phu Commune, Vinh City), Chairman of Hung Manh Tien Cooperative is an example of "living a good life and following the religion".

Bridge between people and government

In recent times, along with the rapid urbanization, many programs and projects have been invested, agricultural land has been increasingly narrowed to make room for socio-economic development projects, Nghi Phu commune has become a "hot" area for land disputes, encroachment, and petitions from people related to compensation for site clearance... affecting the overall investment results.

Realizing that this is a sensitive and complicated issue, in his position as Chairman of Hung Manh Tien Cooperative, Mr. Dang Xuan Dinh always worries and thinks about ways to coordinate with authorities at all levels to solve the problem. He studies relevant regulations and policies, screens and classifies petitions, chooses the time and place for private meetings to propagate, mobilize, discuss and analyze the policies and regulations of the State in a reasonable and sympathetic way so that people can understand and agree. In difficult cases, he takes advantage of the voice of the parish priest to resolve the problem. Thanks to his understanding of the law, exemplary behavior, words that go hand in hand with actions, enthusiasm, responsibility for work, and trust from the community, Mr. Dinh has helped the authorities resolve many complicated cases at the grassroots level.

A typical example is the WB Project with a recovered area of 9.4 hectares and a compensation amount of up to 147,218 billion VND; during the project implementation process, there were 19 petitions sent to all levels. Understanding the situation, Mr. Dinh mobilized and propagated to help people better understand the Land Law and documents on compensation and site clearance. As a result, after 7 days, 15/19 cases were resolved, and the project went into good operation. He also made a significant contribution to resolving problems at the Vinh Airport Expansion Project, Phase 1 and 2, with a total area of 109,851m2, with a compensation amount of 33,673 billion VND, while during the implementation process, there were dozens of petitions and complaints about compensation and site clearance prices. After 1 month of persistently mobilizing each house, Mr. Dinh and the authorities at all levels resolved all petitions and complaints, ensuring the project was implemented on schedule. His efforts were recognized by the people and commended by authorities at all levels with many certificates of merit and awards of all kinds. He was indeed an active bridge between the people and the government.

As Chairman of the Pastoral Council of Yen Dai Parish, parishioner Dang Xuan Dinh always directs himself and parishioners to live in harmony between religion and life, actively coordinates with local organizations to implement the policy of great national unity, well implements the contents of the patriotic emulation movement, and builds a peaceful parish. Outstanding is the movement to mobilize parishioners to rise up to eliminate hunger, reduce poverty, and enrich themselves legitimately by promoting local advantages and developing multi-industry and multi-occupation. In addition to traditional occupations such as slaughtering livestock, vermicelli, ham, etc., there are also construction complexes, mechanical processing, repairing construction equipment and machinery, repairing cars, growing flowers, ornamental plants, civil carpentry, etc. Thanks to that, the number of poor households in 2014 was 43, a decrease of 145 households compared to 2008. The emulation movement to encourage learning and talent has always been of interest and care to the Pastoral Council of the parish. Currently, the entire parish has 137 students studying at universities and colleges. In the spirit of charity and solidarity between Catholics and non-Catholics, charity and humanitarian work is increasingly expanded and is actively responded to by parishioners with many practical activities such as supporting the repair and renovation of some solidarity houses, supporting the purchase of cows to develop production, building houses of gratitude, building kindergartens with hundreds of millions of VND...

The silent contribution of the Chairman of the Pastoral Council of Yen Dai Parish, Dang Xuan Dinh, is also reflected in the work of maintaining security and order, contributing to the general stability in the locality. In addition to encouraging parishioners to comply with the Party's policies and the State's laws, and fulfill their civic duties, Mr. Dang Xuan Dinh, together with the Pastoral Council, actively coordinates with authorities at all levels to ensure that religious activities take place safely, economically, and in accordance with the law, as well as coordinates to resolve disputes and conflicts among the people. The parish has also proactively established 34 mediation groups, each group of 25-30 households, meeting twice a week to ensure security and order, promptly resolving problems between families, parishes, between parishes and residential areas. In difficult cases, where mediation teams could not resolve them, Mr. Dang Xuan Dinh himself had to intervene. If the first mediation failed, he would try two or three times to combine reason with emotion, firmness with gentleness. In many cases, because of his persistence, he agreed to resolve the conflict...

Working as a “home-cooked meal and a prison guard”, parishioner Dang Xuan Dinh is always cheerful, enthusiastic, exemplary, and speaks his part. Commenting on parishioner Dang Xuan Dinh, Mr. Nguyen Hai Thanh, Vice Chairman of the Catholic Solidarity Committee of Nghe An province, said: “He is a true parishioner, always recognizing that a good Catholic is also a good citizen!”
