Mr. Le Hai Binh as Spokesperson of the Ministry of Foreign Affairs of Vietnam
On February 8, Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh signed a decision to appoint Mr. Le Hai Binh, Deputy Director of the Press and Information Department, Deputy Spokesperson of the Ministry of Foreign Affairs, to hold the position of Acting Director of the Press and Information Department, Spokesperson of the Ministry of Foreign Affairs.
Previously, President Truong Tan Sang presented the decision to appoint Mr. Luong Thanh Nghi, Director of the Press and Information Department, Spokesperson of the Ministry of Foreign Affairs, as Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to Australia, concurrently to the Republic of Vanuatu, the Republic of the Marshall Islands, the Federated States of Micronesia, and the Solomon Islands.

Mr. Le Hai Binh was born in 1977 and graduated from the Academy of International Relations (now the Diplomatic Academy) in 1999. Mr. Le Hai Binh started working at the Ministry of Foreign Affairs in 2000 at the Asia Department 2 (now the Southeast Asia, South Asia, and South Pacific Department). From October 2000 to December 2003, Mr. Le Hai Binh was an attaché at the Vietnamese Embassy in Brunei. After that, Mr. Le Hai Binh worked as a specialist at the Asia Department 2, the Ministry Office, Secretary to the Ministry's Leadership, and Secretary to the Minister.
Since December 2008, Mr. Le Hai Binh was appointed as Deputy Director of the Foreign Policy Department and Secretary of the Deputy Prime Minister - Minister of Foreign Affairs. Before moving to the Press and Information Department in June 2013, Mr. Le Hai Binh held the position of Deputy Director of the Foreign Policy Department and Deputy Director of the Institute for Strategic Studies. Mr. Le Hai Binh is a PhD in international relations.
