The Politburo decided to discipline Mr. Le Thanh Hai by removing him from the position of Secretary of the Ho Chi Minh City Party Committee for the 2010-2015 term.
General Secretary and President Nguyen Phu Trong today chaired the Politburo meeting and the Secretariat meeting to consider and discipline the Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term and Mr. Le Thanh Hai, former Politburo member, former Secretary of the Ho Chi Minh City Party Committee; Mr. Le Hoang Quan, former member of the Party Central Committee, former Deputy Secretary of the City Party Committee, former Secretary of the Party Personnel Committee, former Chairman of the Ho Chi Minh City People's Committee.
After reviewing the proposal of the Central Inspection Committee, the Politburo and the Secretariat found that the Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term violated the principle of democratic centralism and the working regulations of the City Party Committee; lacked responsibility, slackened leadership, direction, management, lacked inspection and supervision, allowing many violations and shortcomings to occur for a long time during the implementation of the Thu Thiem new urban area investment project, negatively affecting the reputation of the Party Committee and the city government, causing outrage in society, to the point of having to consider and take disciplinary action.
Pursuant to the Politburo's regulations on disciplinary action against violating party organizations, the Secretariat decided to discipline the Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term with a reprimand.
Mr. Le Thanh Hai, during his tenure as Politburo member and Secretary of the City Party Committee, was primarily responsible for the violations and shortcomings of the Standing Committee and the Standing Committee of the City Party Committee for the 2010-2015 term in leading and directing the investment in the Thu Thiem new urban area.

He personally violated the principle of democratic centralism and the working regulations of the City Party Committee, directly concluding on many issues under the authority of the Standing Committee of the City Party Committee.
Mr. Hai is primarily responsible for the violations of the City People's Committee; directly signed a number of documents that were not in accordance with the policies of the City People's Council and the regulations of the 2002 Budget Law and the 2003 Construction Law.
Considering the content, nature, level, consequences of the violation and his working process, dedication and contribution to Ho Chi Minh City; based on the Politburo's regulations on disciplinary action against violating Party members, the Politburo decided to discipline Mr. Le Thanh Hai by removing him from the position of Secretary of the Ho Chi Minh City Party Committee for the 2010-2015 term.
As for Mr. Le Hoang Quan, he is responsible for the violations and shortcomings of the Standing Committee of the City Party Committee for the 2010-2015 term, and is primarily responsible for the violations and shortcomings of the Party Executive Committee and the City People's Committee for the 2011-2016 term in deploying and organizing the implementation of the Thu Thiem new urban area project.
Mr. Quan concluded, directed, approved policies and signed a number of documents that were not in accordance with regulations. Mr. Quan was lax in leadership, direction, management, lacked inspection and supervision, allowing the City People's Committee to commit many violations and shortcomings.
During the review process, Mr. Quan was receptive, serious, voluntarily took responsibility for the violations and shortcomings and accepted the disciplinary action.
Considering the content, nature, level, consequences of the violation and his work process, dedication and contribution to Ho Chi Minh City; based on the Politburo's Regulations on disciplinary action against violating Party members, the Secretariat decided to discipline Mr. Le Hoang Quan with a warning.
Previously, at the 43rd session in early March, the Central Inspection Committee proposed that the Politburo and the Secretariat consider and discipline the Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term, Mr. Le Thanh Hai and Mr. Le Hoang Quan, and proposed that the Standing Committee of the Ho Chi Minh City Party Committee discipline the Party Committee of the City People's Committee for the 2011-2016 term.
At the 42nd session in early January, the Central Inspection Committee concluded that the Standing Committee of the City Party Committee and the Party Committee of the Ho Chi Minh City People's Committee violated the principle of democratic centralism and working regulations, lacked responsibility, slackened leadership, direction, and lacked inspection and supervision, allowing many serious violations and shortcomings to occur in the process of implementing the Thu Thiem new urban area investment project, causing very serious consequences, causing great damage to State money and assets, negatively affecting the socio-economic development and the lives of a part of the city's people, causing outrage in society.
According to the Central Inspection Committee, Mr. Le Thanh Hai is primarily responsible for the violations and shortcomings of the Standing Committee of the City Party Committee.
Mr. Le Hoang Quan is jointly responsible for the violations and shortcomings of the Standing Committee of the City Party Committee and is primarily responsible for the violations and shortcomings of the Party Committee of the City People's Committee.
The Central Inspection Committee concluded that the violations of the Standing Committee of the City Party Committee for the 2010-2015 term, the Party Committee of the Ho Chi Minh City People's Committee for the 2011-2016 term, and these officials have negatively affected the reputation of the City Party Committee and government, causing outrage in society, to the point that disciplinary action must be considered.
