“A National Assembly delegate not only needs to sing well but also needs to have knowledge in many fields, and the ability to participate in draft laws and decide on many important issues of the country...” - Secretary General of the National Assembly Nguyen Hanh Phuc said.

Regarding the fact that many artists are running for the 14th National Assembly, Secretary General of the National Assembly Nguyen Hanh Phuc said that this "proves that artists really love the National Assembly". However, the Secretary General of the National Assembly emphasized that "running for the National Assembly is their right, but being a National Assembly member is not just about singing well, but National Assembly members must have knowledge in many fields, have the capacity to participate in drafting laws, and decide on many important issues of the country...".

Secretary General of the National Assembly Nguyen Hanh Phuc: "If you only know how to sing, it is very difficult to enter the National Assembly!"

Mr. Phuc commented: “If any artist has such qualifications, we will welcome them. If they only know how to sing, it will be very difficult for them to enter the National Assembly. The National Assembly welcomes them, but they must meet the standards and voters will choose the representative they trust to vote for.”

The Secretary General of the National Assembly also said that there is no distinction between deputies nominated by organizations and deputies who run for election themselves. Currently, the declarations of the submitted documents are completely the same, there is no difference between these two subjects.

“All rights between self-nominated and nominated deputies are the same, as clearly stipulated in the Law on Election of National Assembly Deputies, the Law on Election of People's Council and People's Committee Deputies. [...] When campaigning for election, each person will introduce and report their action program to voters. I do not see any discrimination,” said Mr. Phuc.

According to the Secretary General of the National Assembly, National Assembly deputies carry the will and aspirations of voters, are elected by the people and express their opinions before the National Assembly based on the will and aspirations of the people, not their own personal opinions.

“It is not true that when you go to the National Assembly and speak on the floor, you can say whatever you want. You have to base it on the people's opinions and speak on behalf of the people. No one can stand above the people and say something different from the people's opinions,” Mr. Nguyen Hanh Phuc firmly said.

Speaking more about the program of the 11th session of the 13th National Assembly, which will take place in 19 days (from March 21 to April 12, 2016), Mr. Nguyen Hanh Phuc said that this is the last session of the 13th National Assembly term, so in addition to the work of law making, reviewing and deciding on important issues of the country, the National Assembly will also focus its time on summarizing the work of the term of the State agencies, the National Assembly and the Government.

In particular, at this session, the National Assembly also spent a lot of time perfecting the State leadership personnel, including key positions such as President, Prime Minister and Chairman of the National Assembly. At the same time, it dismissed a number of old positions of Politburo members who took on new tasks after the 12th Party Congress (such as Secretary of the Hanoi Party Committee Hoang Trung Hai, Secretary of the Ho Chi Minh City Party Committee Dinh La Thang...). In addition to key positions, the National Assembly will also approve a number of positions of Government members and members of the National Election Council.

The specific program will be presented to the National Assembly at the preparatory session of the 11th Session.
