Mr. Nguyen Hoa Binh has been assigned to the position of Permanent Deputy Prime Minister.

On August 28, Prime Minister Pham Minh Chinh signed a decision assigning duties to the Deputy Prime Ministers. In this decision, the Prime Minister assigned Mr. Nguyen Hoa Binh as the Permanent Deputy Prime Minister.

Deputy Prime Minister Nguyen Hoa BinhIt will monitor and direct the following areas of work: Planning and investment, forecasting and macroeconomic policy management; development of various types of enterprises, collective economy, and cooperatives.

He is also in charge of the following areas: crime prevention and control; prevention and control of smuggling and trade fraud; prevention and control of corruption; inspection, handling of complaints and denunciations; ethnic and religious affairs; and regular issues related to emulation and commendation, administrative reform, and digital transformation.

In addition, he was in charge of the areas of amnesty, judicial reform, and coordination between the Government, the Supreme People's Court, and the Supreme People's Procuratorate...

He oversees and directs the Ministry of Planning and Investment, the Ministry of Interior, the Government Inspectorate, the Committee for Ethnic Minorities, and the Government Office.

Deputy Prime Minister Nguyen Hoa Binh simultaneously holds the following positions: Head of the Steering Committee for Crime Prevention and Control; Head of the National Steering Committee for Combating Smuggling, Commercial Fraud, and Counterfeit Goods; Head of the Central Steering Committee for the implementation of three National Target Programs: building new rural areas in the 2021-2025 period, sustainable poverty reduction in the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period; Head of the Steering Committee for Innovation and Development of Collective Economy and Cooperatives; chairman of national councils and committees; head of steering committees; and chairman of the appraisal council for planning in related fields.

The Deputy Prime Minister will act on behalf of the Prime Minister to direct the implementation of government affairs when the Prime Minister is absent and as authorized by the Prime Minister.

Deputy Prime Minister Tran Hong HaAssigned to monitor and direct the following areas of work: Transportation; ensuring traffic order and safety; Construction; Resources and environment; Climate change; Agriculture and rural development, building new rural areas; Flood and storm prevention, search and rescue; National master plan, regional plan, provincial plan.

At the same time, he is in charge of national key projects, basic construction investment projects under his jurisdiction according to his assigned field; economic zones, industrial parks, export processing zones; general mechanisms and policies on bidding (handling bidding-related matters in specialized fields as directed by the Deputy Prime Ministers in charge of those fields); and approving investment policies for investment projects under his jurisdiction according to his assigned field.

Deputy Prime Minister Tran Hong Ha oversees and directs the Ministry of Transport, the Ministry of Construction, the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, the Vietnam Academy of Social Sciences, Hanoi National University, and Ho Chi Minh City National University.

He holds the following positions: Chairman of the National Planning Council; Chairman of the National Council on Water Resources; Chairman of the Vietnamese section in the Vietnam-Russia Intergovernmental Committee; Chairman of the National Traffic Safety Committee; Chairman of the National Civil Aviation Security Committee; Chairman of the Vietnam Mekong River Commission; Head of the Central Steering Committee on Housing Policy and Real Estate Market; Head of the National Steering Committee on Green Growth; Head of the Central Steering Committee on Disaster Prevention and Control; chairman of national councils and committees, head of steering committees, and chairman of the appraisal council for planning in related fields.

Deputy Prime Minister Le Thanh LongMonitoring and directing the following areas of work: Institutional development, building a socialist rule of law state; handling international disputes and complaints; education, training and vocational training; labor, employment and social issues; poverty reduction; culture; tourism; physical education and sports; health, family and children; approving investment policies for investment projects within the assigned areas of authority.

He oversees and directs the Ministry of Justice, the Ministry of Education and Training, the Ministry of Labour, Invalids and Social Affairs, the Ministry of Health, and the Ministry of Culture, Sports and Tourism.

Deputy Prime Minister Le Thanh Long holds the following positions: Chairman of the National Council for Education and Human Resource Development; Chairman of the Central Council for National Defense and Security Education; Chairman of the National Council for Sustainable Development and Competitiveness Enhancement; Head of the State Steering Committee on Tourism; Head of the Central Inter-Ministerial Steering Committee on Food Safety and Hygiene; Chairman of the National Committee for AIDS Prevention and Control and the Prevention of Drug Abuse and Prostitution; chairman of national councils and committees, head of steering committees, and chairman of the appraisal council for planning in related fields.

Deputy Prime Minister Ho Duc PhuocAssigned to monitor and direct the following areas of work: Finance and pricing; currency and banking; capital markets and stock markets; financial investment sources; state reserves; state budget expenditures, use of state budget reserves, the Financial Reserve Fund, the Foreign Exchange Reserve Fund, and other state funds; issuance of government bonds and treasury bills; wage and social insurance policies.

At the same time, he was responsible for the areas of restructuring and reforming state-owned enterprises; general mechanisms and policies on public asset management (handling matters related to public asset management in specialized fields as directed by the Deputy Prime Ministers in charge of those fields); and information and communication.

Deputy Prime Minister Ho Duc Phoc will also hold the position of Minister of Finance until the competent authority completes the appointment process for this position.

He oversees and directs the Ministry of Finance, the Ministry of Information and Communications, the State Bank of Vietnam, the State Capital Management Committee at Enterprises, Vietnam Social Security, the National Financial Supervisory Commission, the Social Policy Bank, the Vietnam Development Bank, and the Deposit Insurance Corporation.

Simultaneously holding the following positions: Chairman of the National Financial and Monetary Policy Advisory Council; Chairman of the National Steering Committee on the ASEAN Single Window Mechanism, the National Single Window Mechanism, and Trade Facilitation; Head of the Central Steering Committee on Salary, Social Insurance, and Meritorious Persons Policy Reform; Head of the Steering Committee for Enterprise Innovation and Development; Head of the Steering Committee for Addressing Shortcomings and Weaknesses in Several Slow-Progressing and Inefficient Projects and Enterprises in the Industry and Trade Sector; Chairman of National Councils and Committees; Head of Steering Committees; Chairman of the Appraisal Council for Planning in Related Fields.

Deputy Prime Minister Bui Thanh SonMonitoring and directing the following areas of work: Diplomacy and foreign relations; Official Development Assistance (ODA) and mobilization of concessional loans; foreign non-governmental aid and foreign non-governmental organizations; international integration; monitoring and directing negotiations and implementation of bilateral and multilateral international commitments; foreign direct investment (FDI), and Vietnamese investment abroad.

Deputy Prime Minister Bui Thanh Son is also in charge of areas such as Vietnam's relations with international and regional organizations; border affairs and issues related to the East Sea and islands; affairs concerning overseas Vietnamese and foreigners in Vietnam; and human rights issues.

Deputy Prime Minister Bui Thanh Son also oversees the following areas: Industry; trade - import and export; petroleum reserves and supply, logistics services; energy security, energy conservation and efficiency; science and technology; and approves investment policies for projects under his authority according to the assigned areas.

Deputy Prime Minister Bui Thanh Son also holds the position of Minister of Foreign Affairs and oversees and directs: the Ministry of Foreign Affairs, the Ministry of Industry and Trade, the Ministry of Science and Technology, and the Vietnam Academy of Science and Technology.

He held the following positions: Chairman of the Vietnam-China Bilateral Cooperation Steering Committee; in charge of the Vietnam-Laos Intergovernmental Committee; Head of the State Steering Committee on Land Border Demarcation; Head of the Steering Committee on Human Rights; Head of the State Steering Committee for National Key Programs, Works, and Projects in the Energy Sector; Chairman of national councils and committees; Head of steering committees; and Chairman of the appraisal council for planning in related fields.
