Will Mr. Nguyen Thien Nhan govern in a technocratic direction?
Ho Chi Minh City intellectuals hope that with his background as a scientist, the new Secretary of the City Party Committee Nguyen Thien Nhan will have specific solutions to promote the development of Ho Chi Minh City.
On the morning of May 10, Mr. Nguyen Thien Nhan received the decision to transfer to the position of Secretary of the Ho Chi Minh City Party Committee to replace Mr. Dinh La Thang. Many intellectuals in Ho Chi Minh City called this event a "return to the old roof" of Mr. Nguyen Thien Nhan.
From Austria, Associate Professor Dr. Vo Van Sen (Rector of the University of Social Sciences and Humanities, VNU-HCM) talked about the expectations and challenges for the new Secretary of the Ho Chi Minh City Party Committee, Nguyen Thien Nhan.
- How do you assess the challenges that the country's leading economic development city, Ho Chi Minh City, poses to the new Secretary of the City Party Committee, Nguyen Thien Nhan?
- Ho Chi Minh City is the economic driving force of the whole country, of course, it requires a Party Secretary with a vision commensurate with that requirement. The immediate and most important thing is to make the city a pioneer in the current Fourth Industrial Revolution (revolution 4.0).
Ho Chi Minh City must take the position it deserves in Southeast Asia. Comrade Nguyen Thien Nhan, with all his background, fully meets this requirement.

- Some experts believe that with his academic background in Germany and the US, the new Secretary Nguyen Thien Nhan's management style will follow the technocratic school. What is your opinion on this issue?
- I think that is not quite accurate! We should not raise the issue of "technocratic" or not, but can only say that Mr. Nguyen Thien Nhan can completely grasp the requirements and demands of the world, especially in the fields of science, technology and economic development. Together with the collective leadership of Ho Chi Minh City, he will know how to make the city progress strongly.
- In your opinion, what is the significance of Mr. Nguyen Thien Nhan's return as the new Secretary of the City Party Committee to the majority of the city's people, especially as someone who left Ho Chi Minh City and understands Ho Chi Minh City?
- Mr. Nhan has spent quite a long time in the city and has done many meaningful things. He has also received great support from the Party Committee and the people of the city. I believe that Ho Chi Minh City always requires its leaders to truly understand and live and die with this city.
- The new Secretary will mainly work in the fields of science, technology, and education. Meanwhile, the city has many other urgent problems such as traffic, flooding... How will this challenge Mr. Nguyen Thien Nhan?
- We should remember that to develop a country successfully, it must be based on science and technology. Problems such as traffic and flooding cannot be solved without relying on science and technology.
The intellectuals of Ho Chi Minh City, especially in the education sector, have high hopes for Mr. Nhan. I believe that Ho Chi Minh City education is starting to have a new opportunity.
- How do you personally evaluate the new Secretary Nguyen Thien Nhan from the perspective of an ordinary person?
- I dare not say that I understand Mr. Nguyen Thien Nhan. High-ranking leaders are often not easy to understand. From what I know, I think he is a caring person, with very sincere relationships with friends and comrades.
Dr. Vo Kim Cuong - former Deputy Director of the Department of Planning and Architecture of Ho Chi Minh City: Expecting Mr. Nguyen Thien Nhan to be a technocratic leader In my opinion, Mr. Nguyen Thien Nhan has the strength of a scientist and he also studied economics at Harvard. For a city that needs to develop strongly like Ho Chi Minh City, it is necessary to innovate the management method towards management according to the law. A leader with such a strong technocratic direction can promote the development of the city. On the other hand, Mr. Nhan has the strength in the ability to create relationships at home and abroad. He can mobilize resources for the city. Because the city wants to develop and make breakthroughs, it needs huge resources. To solve the two problems considered to be the problems of Ho Chi Minh City, traffic congestion and flooding, I think it also requires a technocratic management method. Mr. Nhan has the ability to approach in a more technocratic direction than a movement direction. Although he had a time when he moved to the movement front, he was essentially a scientist with a more technocratic tendency. If he followed that direction, the city's 7 key programs would have clearly outlined steps, specific programs, and the ability to implement them better. |
