Must refund 100% of scholarships from the budget if not complying with the mobilization
The Ministry of Education and Training and the Ministry of Finance have just signed Joint Circular No. 04/2015/TTLT-BGDĐT-BTC guiding the implementation of a number of articles of Decree No. 143/2013/ND-CP of the Government regulating the reimbursement of scholarships and training costs.

Circular regulating the calculation of reimbursement costs, the reimbursement cost review board, and the process of paying and recovering reimbursement costs.
Accordingly, learners sent by competent state agencies to study abroad in college, university, master's and doctoral education programs are entitled to scholarships and training costs from the state budget (including education programs under agreements signed with the Vietnamese government) and learners are allowed to participate in domestic training programs according to projects ordered by the Prime Minister but do not comply with the work assignment of competent state agencies after graduation or have not completed the required working time as prescribed will have to reimburse the training costs.
Reimbursement costs include tuition, scholarships and other course expenses covered by the state budget.
Those who do not comply with the work assignment of the competent state agency will have to reimburse 100% of the training costs allocated from the state budget.
Those who have not completed the required working hours will have to reimburse the training costs according to the number of months of work missing. The reimbursed costs are calculated by dividing the total training costs by the total number of months of work required and multiplying by the number of months of work missing. Working hours are rounded up to a month if the number of working days in a month is 15 days or more.
Within 60 days from the date of the transfer decision of the competent state agency that the learner fails to comply with, or from the date the learner voluntarily quits the job (or requests to resign) without having completed the required working time as prescribed, the competent state agency will establish a council to consider reimbursement costs.
Within 60 days from the date of receipt of the decision on reimbursement of expenses, the learner or the learner's family is responsible for paying the full amount of reimbursement to the state budget through the state treasury.
The Circular takes effect from April 24.
This Circular does not apply to learners who are cadres, civil servants, public employees and learners under the recruitment regime./.
