(Baonghean.vn) - That is the conclusion of comrade Bui Sy Loi - Permanent Deputy Chairman of the National Assembly's Committee on Social Affairs, stated at a working session in Nghi Hoa commune, Nghi Loc district on the state management of Nghi Loc workers working abroad and foreigners working in Nghi Loc, on the morning of March 8.

Over the years, Nghi Loc district has always identified labor export as an important task. In the period 2010 - 2017, the whole district had 11,620 laborers going abroad to work under contracts, of which women accounted for 23.5% (2,726 people).

Nghi Loc is also the leading locality in the province in labor export, focusing on markets such as Taiwan, Malaysia, Korea, Japan, Middle Eastern countries, Russia, etc. Every year, the amount of foreign currency sent back by workers working abroad is estimated at 520 billion VND.

The number of workers working in border areas and exporting labor without contracts according to the provisions of the Law on Vietnamese Workers Working Abroad of the district is 1,014 people. They are mainly concentrated in Laos, China, and Thailand. These workers are in the communes of Nghi Van, Nghi Kieu, Nghi Hoa, etc.

Currently, Nghi Hoa has 3,003 workers, of which 735 are in the agricultural sector, accounting for 24.5%; 1,356 are in the service and trade sector, accounting for 45.1%; 912 are in the handicraft and construction sector, accounting for 30.4%.

In the past time, Nghi Hoa Commune Credit Fund has lent 470 people with a total amount of more than 117 billion VND. However, the whole commune currently has 42 migrant workers working and residing illegally in some countries such as Thailand, Laos, Cambodia, China... causing a significant impact on the management of workers working abroad.

At the working session, members of the National Assembly's monitoring delegation listened to reports and explained issues on: Approaches for poor workers to reach potential foreign labor markets; the golden labor force going abroad and migrating, which resources will replace the development of resources for the locality; building a mechanism between local authorities, workers working abroad and labor recruitment agencies; inspection of export offices in the area...

In particular, the consequences behind the story of labor export continue to be emphasized.

Concluding the meeting, Comrade Bui Sy Loi - Permanent Deputy Chairman of the Committee for Social Affairs affirmed: Nghe An is a province with a large number of workers working abroad. Management, inspection and examination of the issue of exported workers must be given special attention. The government must find a way to integrate the Law on Vietnamese workers working abroad into life as well as improve the expertise and capacity of workers.

In addition, attention should be paid to attracting local jobs so that people can "leave their farms but not their hometowns"; and foreign workers in the locality should be well managed. It is also necessary to ensure the harmony of interests between the state, enterprises and workers to avoid unfortunate consequences.

Nghi Loc is a district located in the expanded urban planning area of ​​Vinh City and Cua Lo Town, with 10 communes located in the Southeast Economic Zone, with many potentials and advantages to attract investment. The total population of the district is 217,564 people, of which 129,668 are of working age. The rate of trained workers is 55.7% compared to the total labor force of the district; the rate of trained workers is 37.3%.

In the afternoon of the same day, the delegation visited Haivina Kim Lien Company Limited in Nam Giang Industrial Park, Nam Dan, Nghe An. Currently, Haivina Kim Lien Company Limited is employing 2,845 workers, including 13 foreign workers.

At the meeting, the Standing Deputy Chairman of the Committee for Social Affairs listened to and answered opinions and questions of foreign workers on issues related to the new Insurance Law for foreigners and a number of other legal policy issues.
