(Baonghean) - The environmental pollution from industrial parks (IPs), industrial clusters (ICs), factories, and hospitals has been negatively affecting people's lives, health, and production and has not been completely resolved; what are the responsibilities and solutions to overcome them in the coming time? That was the content that the Provincial People's Council raised and answered questions from Mr. Vo Duy Viet - Director of the Department of Natural Resources and Environment at the meeting.
Besides taking responsibility for the inspection, examination, supervision and handling of violations by the Department of Natural Resources and Environment, through his explanation, Mr. Vo Duy Viet clarified the responsibilities of all levels, sectors and solutions to completely resolve the current environmental pollution situation.
For example, for industrial parks, the responsibility of the Southeast Economic Zone Project Management Board is to guide and inspect investors in construction and business of industrial park infrastructure; production, business and service establishments in the industrial park must comply with environmental protection regulations; detect and handle according to authority and advise competent authorities to resolve and handle violations of environmental protection laws; mobilize forces to respond and remedy when environmental incidents occur in the industrial park according to regulations.

After the explanation, 6 delegates of the Provincial People's Council directly questioned the Director of the Department of Natural Resources and Environment. Delegate Dinh Thi An Phong (Nghi Loc) highly agreed with the explanation of Mr. Vo Duy Viet, and at the same time questioned: "In the explanation, he stated the reasons for the limited awareness of responsibility of the business leaders, not properly and seriously implementing the commitments in the environmental impact assessment report, the environmental protection commitment that had been approved; not completing the construction of the waste treatment system before it was put into operation; investing in the waste treatment system not in accordance with the commitments in the environmental impact assessment report, the environmental protection commitment; not strictly implementing the operating procedures of the treatment system... Responding to this issue, the Director of the Department of Natural Resources and Environment said: Supervising this matter, the first responsibility belongs to the investor, followed by the competent authorities, including the local authorities, the sectors, the units assigned to manage, including the Department of Natural Resources and Environment. However, to thoroughly supervise 100%, we need to try harder, because for investors and large enterprises, it is easy to supervise and control, but for small, fragmented, and scattered enterprises, supervision is still limited. The responsibility of the Department of Natural Resources and Environment will be to continue to supervise, together with the sectors and investors, to ensure that when enterprises and units come into operation, they fully ensure their commitments on environmental protection.
Not satisfied with the explanation of the Director of the Department of Natural Resources and Environment in this question, the meeting chairman Ho Duc Phoc said: The answer of the Director of the Department of Natural Resources and Environment is not clear... Only when the responsibility is clear can we overcome the existing problems and limitations. The main responsibility of the units and enterprises that do not properly implement the commitments to assess the environmental impact belongs to the Department of Natural Resources and Environment. Because the environmental impact assessment is the sole responsibility of the state. Therefore, the industry needs to be responsible for urging, inspecting and handling.

Delegate Dinh Thi An Phong continued to question: “According to the explanation, because the enterprises are small and scattered, supervision is difficult. However, in reality, in Nam Cam Industrial Park, many inspections and audits have been conducted but the solutions have been slow and ineffective.” Accepting the opinions of the session chair and the questions of delegate An Phong, the Director of the Department of Natural Resources and Environment replied: “For enterprises and units that make environmental impact assessment reports, the responsibility of the Department is to advise the province for approval; as for enterprises and units that are subject to making environmental protection commitments. And after approval, if investors do not invest or have not completed their investments, inspections must be intensified.
The questioning session of the Director of the Department of Natural Resources and Environment also included opinions from other delegates revolving around the issue of resolving facilities causing serious environmental pollution, handling pesticide residues; handling rural waste; resolving compensation for abandoned land due to pollution from Bac Vinh Industrial Park for Hung Dong residents; the issue of building a crematorium to ensure a sustainable environment...
At the end of the questioning, comrade Ho Duc Phoc said: The consequences of environmental pollution are posing challenges to the socio-economic development of the province, to the lives of the people, to the issue of ensuring security and order. This is also an issue that has been questioned at previous meetings but has not yet been resolved or resolved. Therefore, all levels and sectors need to focus on timely and effective resolution in the coming time.
