On the afternoon of December 13, informing the press about the implementation of Decree 71/ND-CP regulating administrative sanctions in the field of road traffic, Major General Do Dinh Nghi, Deputy Director General of the General Department of Administrative Police for Social Order and Safety, Ministry of Public Security, said that after more than 1 month of implementation, Decree 71/CP has brought about initial remarkable results, notably reducing violations of traffic order and safety that often occurred in the previous period.

Regarding some problems in implementing Decree 71/CP, specifically the handling of violations of not transferring ownership when transferring vehicles, Major General Nghi also said that the Ministry of Public Security has basically completed the Circular guiding the re-registration of vehicle ownership and is seeking opinions from relevant agencies before promulgation.

Notably, according to the content of the guiding Circular, in case the user of a vehicle has been bought and sold through many owners, the user only needs to make an application, commit to take legal responsibility for the ownership of the vehicle and have it confirmed by the police of the commune or ward within 3 days, then post it for 30 days at the vehicle registration agency for verification, comparison and issuance of a Certificate.

The issuance of the Circular guiding this content by the Ministry of Public Security will be carried out simultaneously with the Circular of the Ministry of Finance regulating the reduction of vehicle registration fees, Major General Do Dinh Nghi emphasized.

Discussing further on this issue, Senior Lieutenant General Dang Van Hieu, member of the Party Central Committee and Permanent Deputy Minister of Public Security, affirmed that the content and spirit of Decree 71/CP is completely correct, but due to poor propaganda work, the implementation process has some unfeasible issues.

Senior Lieutenant General Dang Van Hieu affirmed that press agencies have a particularly important role, accompanying the national police force to successfully complete its tasks in 2012.

Assessing the 2012 work situation of the entire police force, Senior Lieutenant General Dang Van Hieu emphasized that the country's extremely difficult socio-economic situation has strongly impacted the task of ensuring security, politics, and social order and safety.

However, up to this point, the Ministry of Public Security has completed the requirements set out in the 2012 mission. The Ministry of Public Security has been more proactive in grasping the situation, advising the Party and the State to resolve strategic issues and effectively resolve security and order issues; continuously organizing attacks to suppress crimes, combined with prevention, promoting the movement of the entire people to protect national security. The police have focused on investigating major cases in the fields of economics, drugs, crime, etc. Administrative management measures on social order and safety have also had many positive changes, especially in the recovery of weapons and explosives with good results.

According to the Ministry of Public Security's report, in 2012, crimes against social order increased by nearly 2.7% compared to the previous year with violent, aggressive, reckless nature, and criminals tending to be younger. Murder crimes due to social moral degradation accounted for 82.7% of the murder cases. Crimes involving the use of explosives and causing explosions occurred in 66 cases, an increase of nearly two times; crimes against law enforcement officers, especially against the police force, increased by nearly 6%... Criminal activities are intertwined and linked between criminal, economic, and drug crimes, or are disguised as businesses to commit crimes.

The police nationwide investigated and solved more than 38,000 criminal cases, reaching a rate of 73.4%; dismantled nearly 3,000 criminal gangs; investigated and solved many particularly serious cases; successfully rescued 100% of kidnapping, extortion, kidnapping and child abduction cases. The police force discovered and solved 17,823 drug-related crimes, arrested 26,135 subjects, seized 690kg of heroin, 175kg of opium and hundreds of thousands of synthetic drug pills.

The national police also detected and handled nearly 10,000 cases of environmental law violations, an increase of 26.92% compared to 2011. Traffic accidents decreased in all three aspects, with 36,376 traffic accidents nationwide, killing 9,838 people and injuring 38,060 people (a decrease of 17% in the number of cases, 14% in the number of deaths, and 20% in the number of injuries compared to 2011).

During this time, the police also discovered 11,620 economic crimes; 324 corruption cases (an increase of 28.57% compared to 2011) occurring mainly in the fields of basic construction, public asset management, banking, finance, and land use management. Notably, major cases that received public approval and appreciation include the Nguyen Duc Kien case, the MB24 case, and the Financial Leasing Company II case.

Through the work of preventing and combating economic crimes and corruption, we have proactively proposed many policies and solutions to overcome loopholes and weaknesses in economic management, ensuring economic security; discovered and proposed, promptly handled a number of shortcomings in the promulgation and amendment of economic regulations and policies, contributing to ensuring market stability and preventing loss of State assets.

The key tasks and solutions with breakthrough significance in 2013 of the People's Public Security force are to improve the quality and effectiveness of professional measures; continue to comprehensively strengthen and improve the effectiveness of the activities of the District-level Public Security; perfect the organizational apparatus, focus on consolidating investigation agencies at all levels; tighten order, discipline and enforce the People's Public Security Ordinance.

Affirming the viewpoint of the Ministry of Public Security's leadership on cases of officers and soldiers violating discipline and the law, Senior Lieutenant General Dang Van Hieu stated that the Central Public Security Party Committee is determined to strictly handle violations by officers and soldiers in the industry, regardless of their position.

During the handling process, the Ministry's leaders will also review the responsibility of managers for violations occurring in the agencies and units under their charge./.
