For a cadre who is weak in both capacity and political qualities, ethics, and lifestyle to be continuously transferred, promoted, and appointed, there must be collusion and complicity of many people in the organization.
The reason for saying so is because the cadre work consists of closely related and interrelated stages. First of all, it is evaluating cadres, selecting good people to include in the planning, training and fostering them, promoting them to positions suitable to the work requirements and the cadre's abilities; rewarding cadres if they have achievements; disciplining cadres if they have shortcomings.
If those procedures are followed correctly, it is clear that “an elephant cannot pass through the eye of a needle”. Therefore, it is extremely difficult to understand that a cadre leading one enterprise to another with heavy losses, causing serious consequences, is not only not reviewed or clarified, but also promoted and advanced rapidly. That is the story of the cadre “changing white to green” that has been heating up public opinion nationwide for the past week.
Obviously, this matter was arranged according to a very systematic plan and in a certain order, so that when transferred to any place, everything would go smoothly. No matter where this person went, there would be consequences. Therefore, in the process of evaluating, commenting, transferring, promoting, and appointing this person, there must have been hands involved.
So the important issue now is to clarify who has been involved and to what extent. Clarify to detect the "degenerate factors" in the team so that they can be promptly eliminated. Clarify to detect loopholes in the process of promoting and appointing cadres that have been exploited so that measures can be taken to overcome and prevent them. Clarify so that those who are planning to get involved will be afraid and stop, because don't think that once the job is done, landing is absolutely safe. And clarify so that those who are planning to advance in the "shortcut" style will also wake up and stop.
Thus, it is necessary to investigate, to clarify, or in technical terms, to pursue. It is necessary to fully understand the data and specific details to handle thoroughly and with the right people and responsibility. That is also one of the ways to contribute to building a team of cadres, especially a team of strategic cadres, with sufficient capacity, qualities and prestige, equal to the tasks as set out in the Resolution of the 12th Party Congress.
