The Ban Ve hydropower project is the largest in the North Central region with a capacity of 320 MW, a total investment of 6,740 billion VND, and was started in 2004. This is a large, multi-purpose hydropower project. The main task is to generate electricity for the national grid, and at the same time provide part of the electricity to Laos. To implement the project, more than 3,000 households with more than 14,000 people from 33 villages in 9 communes in the hydropower reservoir area were relocated from Tuong Duong district to Thanh Chuong.

However, up to now, the problem of post-resettlement of Ban Ve hydropower plant still has many shortcomings and limitations that need to be resolved. In particular, the most difficult problem at present is land, 35 households have not been granted enough land for production, some areas cannot be produced because of sloping land, lack of water, 15 villages have not been reclaimed, planted with rice, etc.
There are 47 households with 217 people who have not moved from Tuong Duong district to Thanh Chuong, have not yet moved, have not received compensation and support. 43 other households received houses at the resettlement area, then sold their houses, left the locality, and returned to live in the reservoir area. Questioning the content related to the resettlement of Ban Ve hydropower plant, delegate Lu Kim Duyen of Tuong Duong district said that the current situation of the resettlement area of Ban Ve hydropower plant still has too many shortcomings, the new place of residence is not really better than the old place. The investor did not commit to implementing the related items. The responsibility of the Provincial People's Committee is not timely, not resolute in handling. It is recommended that the Provincial People's Committee have specific measures and must handle it thoroughly in the coming time. The issue of compensation for land at the old place of residence is too low, the problem of water storage and discharge of hydropower plants is not reasonable, there is no scenario,... Delegate Moong Van Hoi said that the problem is that people do not have a sustainable livelihood, the resolution of regimes and policies of specialized and non-specialized officials in the relocated communes is still slow.

Responding to this issue, comrade Le Xuan Dai affirmed that not only Ban Ve Hydropower Plant but all projects want to move people to a new place of residence that is better than the old place, however, in reality, Ban Ve Hydropower Plant still has many problems and must be thoroughly resolved. Currently, policies such as rice support for people have been well implemented. The issue of housing design for people: When designing, it was given to people for review and appraisal, but due to many different reasons, when building houses, there were some inconveniences. Currently, the Provincial People's Committee has established a team to inspect incidents and support people to repair their houses. Every month, a report must be made to the Provincial People's Committee. The Provincial People's Committee has also assigned the Department of Industry and Trade to coordinate with investors to quickly develop a reasonable flood discharge process.
Regarding the livelihood of people in the resettlement area, through the survey, it was found that in Thanh Chuong, it is not necessary to grow rice at all costs, but the resettlement land can grow tea very well, bringing high efficiency. This could be a new direction for people in the resettlement area, the tea planting project is also being built, Thanh Chuong district has provided seedling cultivation, the investor also committed to supporting people to grow tea.

Regarding the settlement of policies for officials of resettled communes, the Provincial People's Committee has assigned responsibility to the Department of Home Affairs. Surely, this matter will be resolved in a short time.
Meanwhile, delegate Vi Xuan Giap, Con Cuong district, suggested that after this questioning session, the Provincial People's Committee should be responsible for checking the handling because the person answering the questions is the Provincial People's Committee but the unit responsible for implementation here is the investor. Agreeing with the above opinion, delegate Luong Thanh Hai, Tuong Duong district, said that the Provincial People's Committee should work directly with the Government and the electricity corporation to resolve the problem once and for all.
Comrade Le Xuan Dai affirmed that the Provincial People's Committee has resolutely taken action, and Secretary of the Provincial Party Committee Ho Duc Phoc has also reported to Deputy Prime Minister Nguyen Xuan Phuc to request Vietnam Electricity Group to quickly remove difficulties. Delegate Le Quang Dat (Thanh Chuong district) assessed that, in fact, the current life of the people in the resettlement area of Ban Ve hydropower plant is getting much better. Regarding the related problems, the Provincial People's Committee must direct more strongly. In fact, when constructing the project, some related contents still have many shortcomings, many unscientific points. The consequences of post-resettlement have not been fully anticipated, so when an incident occurs, there is confusion in handling it. In response to the above opinions, comrade Le Xuan Dai affirmed that the task of solving the post-resettlement issue of Ban Ve Hydropower Plant is extremely necessary and all related issues must be resolved. Regarding the land issue, he requested the leaders of Thanh Chuong and Tuong Duong districts and the investor to resolve it quickly in the second quarter, to provide enough land for the people, and if there is no rice growing area, to compensate for the tea growing area. The Provincial People's Committee assigned the Department of Home Affairs and Thanh Chuong district to come up with a final solution. Regarding land: The Provincial People's Committee is requested to preside over the two districts of Thanh Chuong and Tuong Duong to finalize the land compensation and land allocation for the people. The land fund is taken from the area of recovered leopard skin forest land. The Provincial People's Committee has also directed the Department of Home Affairs and the Department of Finance to finalize the problems related to civil servants and public employees of the resettlement communes. Regarding the problem of domestic water, currently, the self-flowing water system is broken, it must be solved by digging wells. The investor has allocated 10 billion VND to dig wells and basically solved the problem. Currently, there are 70 households facing difficulties with water because it is difficult to dig wells, it will have to be handled in a more complicated way. The Provincial People's Committee requested Thanh Chuong district to be responsible for handing over the land records of the resettled households to Tuong Duong district to review and implement a reasonable compensation policy.
The investor and Tuong Duong and Thanh Chuong districts must check and review all the remaining commitments of the people and handle them in writing. For households that have sold their houses and returned, it is necessary to see the specific nature of the problem to resolve it. For households that have not sold their houses, it is necessary to increase the mobilization of people to return to their new homes and resolutely not return to the reservoir area. The People's Committees of the two districts must also resolutely prevent the situation of students following their parents to leave home to work in Tuong Duong, ensuring that they can go to school and have fun activities.

However, there are still many shortcomings and limitations that need to be overcome such as: Life is difficult, there have not been many changes in production models, and there are not enough jobs for workers. Land allocation, forest allocation, and granting of land use right certificates are still slow, infrastructure is degraded, etc.
