According to Ms. Pham Thi Xuan - Investor of Hoang Anh Kindergarten, said: "According to the principle, the amount of money children pay is the amount of food they get. However, currently, the food money contributed by parents is added to the school's revenue by the tax authority to "tax" it."
Teacher Ngo Thi Cam Tam - Principal of Hoa Thuy Tien Kindergarten said: "In 2016, the city tax authority inspected and required the school to account for children's meal expenses in the school's revenue to calculate taxes. However, for a long time, we have been collecting children's meal expenses and spending that much on the children."
Not only Hoang Anh Kindergarten, but many other non-public kindergartens are also “taxed” on the meal money that parents pay to the school. In addition, children in non-public kindergartens are also paying much higher tuition fees than those in public kindergartens.

The reflection of non-public kindergartens on "taxing" children's meal money was recorded by the Culture - Social Affairs Committee of the Provincial People's Council in a survey of the actual operation of the non-public school system on the morning of March 6.
