Allocating rice to relieve hunger

(Decision No. 3201/QD-UBND, dated July 26, 2013 of the Provincial People's Committee)

Article 1. Allocate 1,220 tons of rice (One thousand two hundred and twenty tons of rice) to districts, towns and cities of Nghe An province to support hungry families during the 2013 crop-splitting period (list attached).

Article 2.
1. Request the State Reserve Department of Nghe Tinh region to organize the transportation and delivery of rice directly to the People's Committees of districts, cities and towns listed in Article 1, ensuring quality and timeliness.

2. The Provincial People's Committee assigns the People's Committees of relevant districts, cities and towns to:
+ Coordinate with the State Reserve Department of Nghe Tinh region to organize the reception and distribution of rice to the People's Committees of communes, wards and towns to ensure timeliness, convenience and cost savings in transportation.

+ Direct and inspect the reception and distribution of rice in communes, wards and towns to distribute rice promptly to households and to the right beneficiaries. Time to complete the distribution of rice to the people: Before August 20, 2013.

3. The Provincial People's Committee supports the cost of transporting rice from the district center to the commune center and villages in mountainous districts. In the immediate future, the District People's Committees will proactively allocate local budgets to promptly transport rice to relieve hunger for the people.

The People's Committees of districts synthesize the need for funding to transport rice and send it to the Department of Finance for consultation and submission to the Provincial People's Committee for support decision.

4. The Department of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Department of Agriculture and Rural Development and the Provincial Ethnic Committee to guide, urge, and inspect the rice distribution in localities.

Article 3. This Decision comes into force from the date of signing.

Chief of the Provincial People's Committee Office; Directors of the Departments: Labor, War Invalids and Social Affairs, Agriculture and Rural Development, Finance; Head of the Provincial Ethnic Minorities Committee; Director of the State Reserve Department of Nghe Tinh region; Chairmen of the People's Committees of districts, towns and related organizations and individuals are responsible for implementing this Decision.
