Allocating government bond capital to 10 important and urgent projects

On the afternoon of February 26, the National Assembly Standing Committee agreed with the Government's proposal on allocating government bond capital for the 2012-2015 period and 2012 for a number of important and urgent projects in the Transport, Health, and Agriculture and Rural Development sectors.

The Government's report proposed that the National Assembly Standing Committee agree to allocate government bond capital for the 2012-2015 period and 2012 for 10 projects, including 4 projects managed by the Ministry of Transport, 4 projects managed by the Ministry of Health and 1 project managed by the Ministry of Agriculture and Rural Development.

These are projects that are consistent with the investment targets using government bond capital as stipulated in the Resolutions of the National Assembly and the National Assembly Standing Committee for the development of transport, irrigation and health infrastructure.

According to the explanation of the Ministry of Planning and Investment, the Government did not adjust the capital reduction of other projects to allocate capital for these projects.

The audit report of the National Assembly's Finance and Budget Committee as well as the discussion comments of members of the National Assembly Standing Committee and members of the Government all agreed that these are all important and urgent projects.

Transport and agricultural projects are very important in promoting socio-economic development, national defense and security of the locality where the project is located, of the whole region or the whole country.

Medical projects such as: Tan Trieu K Hospital, National Children's Hospital, National Tropical Hospital, Vietnam - Sweden Uong Bi Hospital... after completion will actively contribute to ensuring social security, improving health care and medical conditions for the people.

After carefully considering the opinions, Vice Chairwoman of the National Assembly Tong Thi Phong made a concluding speech, according to which the National Assembly Standing Committee approved the Government's proposal on allocating capital from government bonds for the 2012-2015 period for 10 projects.

Vice Chairwoman of the National Assembly Tong Thi Phong requested that the capital allocation must ensure transparency and publicity, and at the same time, during the implementation process, the supervisory role of the National Assembly and its Committees must be promoted.

Projects decided to allocate capital from government bonds in the period 2012 - 2015:

- Investment project to construct and restore damaged roads due to the construction of Ho Chi Minh road phase 1 in Tan Ky - Nghia Dan district - Nghe An province.

- Investment project to build the foundation and surface of National Highway 14C (phase 2) from Km 10 - km 97+823.

- Investment project to build National Highway 14C, the section extending from the intersection to Loc Ninh, Km 393+600 to the end of Dak Nong province and the section connecting National Highway 14C to Bu Prang border gate, Dak Nong province.

- Investment component project to build a connecting route between Cau Gie - Ninh Binh Expressway and National Highway 1.

- Project to renovate and upgrade Sipaphin - Muong Nhe road.

- Do Diem Sluice Project and Nghen River Canal System, Ha Tinh Province.

- Project to build K Hospital, Tan Trieu facility.

- Project to build the National Children's Hospital.

- Central Tropical Hospital construction project.

- Project to build Vietnam - Sweden Uong Bi Hospital.
