Assignment of tasks to Deputy Prime Ministers

1. Deputy Prime Minister Le Minh Khai:

Monitor and direct work areas, agencies and perform the duties of Chairman of National Councils, Committees, Head of Steering Committees as prescribed in Clause 3, Article 2 of Decision No. 1460/QD-TTg dated September 6, 2021 on assignment of work of the Prime Minister and Deputy Prime Ministers.

Deputy Prime Minister Le Minh Khai.

Specifically, on behalf of the Prime Minister, directly monitor and direct the following areas of work:

- General economic block, including: planning; finance, prices; currency, banking; capital market, stock market; financial investment sources; state reserves; forecasting and macroeconomic management policies.

- State budget expenditure, use of State budget reserves, Financial Reserve Fund, Foreign Exchange Reserve Fund and other State Funds; issuance of government bonds.

- Salary and social insurance policy.

- Develop business types.

- Collective economy, cooperatives.

- Arrange and innovate state-owned enterprises.

- Inspection, settlement of complaints and denunciations; prevention and fight against corruption.

On behalf of the Prime Minister, monitor and direct: Ministry of Planning and Investment, Ministry of Finance, State Bank of Vietnam, Government Inspectorate, State Capital Management Committee at Enterprises, Vietnam Social Security, National Financial Supervisory Commission, Vietnam Development Bank, Deposit Insurance.

Duties: Chairman of the National Financial and Monetary Policy Advisory Council; Head of the Central Steering Committee on reforming wage policies, social insurance and incentives for people with meritorious services; Head of the Steering Committee for innovation and development of collective economy and cooperatives; Head of the Steering Committee for Innovation and Enterprise Development; Head of the Steering Committee for handling shortcomings and weaknesses of some projects and enterprises that are behind schedule and ineffective in the Industry and Trade sector; Chairman of National Councils and Committees, Head of other Steering Committees in related fields.

Other tasks assigned and authorized by the Prime Minister.

Direct the settlement of work related to trade - import and export, reserve and supply of petroleum, logistics services; economic zones, industrial zones, export processing zones during the absence of Deputy Prime Minister Le Van Thanh.

Monitor and direct the Government Office and the Bank for Social Policies.

2. Deputy Prime Minister Tran Hong Ha:

Monitor and direct work areas:

- Education, training and vocational training.

- Science and technology.

- Labor, employment and social issues.

- Information and communication.

- Culture; tourism; physical education, sports.

- Health, population, family and children.

Monitoring and directing: Ministry of Education and Training; Ministry of Labor - Invalids and Social Affairs; Ministry of Information and Communications; Ministry of Science and Technology; Ministry of Health; Ministry of Culture, Sports and Tourism; Vietnam Academy of Science and Technology; Vietnam Academy of Social Sciences; Hanoi National University; Ho Chi Minh City National University.

Duties: Chairman of the National Council for Education and Human Resources Development; Chairman of the Central Council for National Defense and Security Education; Chairman of the National Council for Sustainable Development and Competitiveness Improvement; Head of the State Steering Committee on Tourism; Head of the Central Inter-sectoral Steering Committee on Food Hygiene and Safety; Chairman of the National Committee for AIDS Prevention and Control and Prevention and Control of Drugs and Prostitution; Chairman of National Councils and Committees, Heads of other Steering Committees in related fields.

Directing the settlement of work related to industry, construction, transportation, natural resources and environment; climate change response strategy; national master plan, regional planning, provincial planning; energy assurance, energy saving and efficient use; national key projects; basic construction investment projects according to the decentralization of law and monitoring and directing: Ministry of Industry and Trade, Ministry of Construction, Ministry of Transport, Ministry of Natural Resources and Environment during the absence of Deputy Prime Minister Le Van Thanh.

Perform the duties of Chairman of National Councils and Committees, Head of Steering Committees in related fields, Chairman of the Planning Appraisal Council assigned by the Prime Minister to Deputy Prime Minister Le Van Thanh during the absence of Deputy Prime Minister Le Van Thanh.

Other tasks assigned and authorized by the Prime Minister.

3. Deputy Prime Minister Tran Luu Quang:

Monitor and direct work areas:

- Institutional building, building a socialist rule-of-law state; judicial reform.

- Diplomacy and foreign relations (including Party diplomacy, State diplomacy and People's diplomacy).

- Official development assistance (ODA) and preferential loan mobilization; foreign non-governmental aid, foreign non-governmental organizations.

- International integration; monitoring, directing negotiations and implementation of bilateral and multilateral international commitments; ASEAN single window mechanism, national single window mechanism and trade facilitation; handling international disputes and complaints.

Deputy Prime Minister Tran Luu Quang.

- Foreign direct investment (FDI), Vietnam's investment abroad.

- Vietnam's relations with international and regional organizations; border work and East Sea - Island issues.

- Overseas Vietnamese affairs and foreign issues in Vietnam. Human rights issues.

- Ethnic and religious work; poverty reduction; regular issues of emulation and rewards.

- Ensure traffic order and safety.

- Crime prevention; prevention of smuggling and trade fraud.

- Amnesty.

- Coordination of work between the Government, the Supreme People's Court and the Supreme People's Procuracy.

Monitor and direct the Ministry of Foreign Affairs, Ministry of Justice, Ministry of Home Affairs, and Ethnic Committee.

Duties: Head of the National Steering Committee on International Integration; Chairman of the Steering Committee for Vietnam - China Bilateral Cooperation; Head of the Vietnam - Laos Intergovernmental Committee; Head of the State Steering Committee on Land Border Demarcation and Marker Planting; Head of the Steering Committee on Human Rights; Head of the Central Steering Committee for the implementation of 03 National Target Programs: new rural construction for the period 2021-2025, sustainable poverty reduction for the period 2021-2025, socio-economic development in ethnic minority and mountainous areas for the period 2021-2030; Head of the Steering Committee for Crime Prevention; Head of the National Steering Committee against smuggling, trade fraud and counterfeit goods; Chairman of the National Steering Committee on the ASEAN Single Window Mechanism, the National Single Window Mechanism and Trade Facilitation; Chairman of the National Traffic Safety Committee; Chairman of the National Civil Aviation Security Committee; Chairman of National Councils, Committees, Heads of other Steering Committees in related fields.

Direct the settlement of work related to agriculture and rural development, flood and storm prevention and control, search and rescue, and monitor and direct the Ministry of Agriculture and Rural Development during the absence of Deputy Prime Minister Le Van Thanh.

Perform the duties of Chairman of National Councils and Committees, Head of Steering Committees in related fields, Chairman of the Planning Appraisal Council assigned by the Prime Minister to Deputy Prime Minister Le Van Thanh during the absence of Deputy Prime Minister Le Van Thanh.
