After nearly 20 years of restoration, development and use, the North - South arterial traffic route could no longer meet transportation needs as the economic development speed became increasingly rapid.

An inevitable requirement is to renovate and upgrade to meet the development requirements of the locality and the whole country. For Nghe An, National Highway 1 plays an extremely important role, being the backbone connecting the East-West routes, connecting economic zones. These are Nam Thanh - Bac Nghe Industrial Park, one of the regional economic centers; Western Nghe An Economic Zone; East - South Economic Zone... In addition, attached to the two ends of National Highway 1 running through the area are two deep-water ports that have been and are being formed. These are Dong Hoi deep-water port associated with Nam Thanh - Bac Nghe Economic Cluster. And Cua Lo port is being renovated and built into a deep-water port that not only serves the import and export needs of goods in and out of the province, but in the future will also undertake the import and export of goods for Laos and the Northeast region of Thailand...

In recent years, in the province, with many different sources of capital, the transportation system has been invested and developed at a rapid pace, the transportation network has covered and connected all regions, creating favorable conditions to accelerate economic development. That is the western Nghe An road system. National Highway 48 extension, Chau Thon - Tan Xuan road, Lam riverside road, National Highway 1 connecting Dong Hoi port, National Highway 1 connecting Thai Hoa town... The intra-provincial road system has been and is being renovated and upgraded to serve the goal of economic development. The renovation and upgrading of National Highway 1 through the area, when completed, will contribute to limiting traffic congestion and accidents. On the other hand, when the intra-regional road system is connected to National Highway 1, it will be fully effective, contributing to promoting the rapid economic development of each locality.
With the attention of the Ministry of Transport, the National Highway 1 section through Nghe An province with a total length of 74 km has been approved for upgrading projects in 2010. The entire route is divided into 4 sections, invested by 4 units, including: Project Management Board 1, Project Management Board 85, Project Management Board 4 and the Department of Transport. The Department of Transport was assigned as the investor for the upgrading section of Dien Chau - Quan Banh with a total length of more than 30 km.
Due to limited funding, projects implemented in the area have been allocated funds by the Ministry of Transport for site clearance. The Dien Chau - Quan Banh section has been given priority for construction and installation capital of 50 billion VND. The section invested by the Department of Transport has been divided into 2 projects: Dien Chau - Quan Hanh section project with a total length of 23.34 km, Quan Hanh - Quan Banh section project with a total length of 7 km. The Dien Chau - Quan Hanh project is divided into 3 bid packages. The road is designed according to the level 3 standards of the plain. The 21.5m roadbed includes 4 lanes for motor vehicles, 2 lanes for rudimentary vehicles, a median strip, trees, and a lighting system. The basic route follows the old route. The section through Nha Le canal, due to unstable ground, has a new route opened to the West. The entire route has 5 bridges, including 1 railway overpass.
The National Highway 1A upgrading project is one of the key projects that the province pays special attention to. The province has established a steering committee for site clearance. During the implementation process, the difficulties arising from reality have always been promptly directed by the provincial leaders to the localities where the road passes through, actively cooperating with many creative ways, creating consensus so that the site clearance work can be carried out quickly. Up to now, the effectiveness of that cooperation is that dozens of hectares of land in the project area have been handed over to the contractor, to meet the conditions for the groundbreaking ceremony.
All contractors are determined to complete the project on time, ensure quality and consider this as part of their efforts to contribute to the increasingly innovative development of their homeland.
