(Baonghean.vn) -On the morning of November 24, in Vinh City, the Provincial People's Committee held a regular meeting to assess the socio-economic situation in November, and the management and direction of the Provincial People's Committee., annual plan and comments on some draft resolutions of the People's Council. In the morning, the Provincial People's Committee met to discuss 5 contents: Report on the implementation results of the Notice of Conclusion of the Chairman of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in October 2014; Report on the implementation of the socio-economic development plan, national defense and security in November 2014, tasks and solutions in December 2014; Report on the implementation of the state budget estimate in November 2014, tasks and solutions in December 2014; Draft Resolution of the Provincial People's Council on the implementation of the socio-economic plan in 2014, the plan in 2015 and draft Resolution of the Provincial People's Council on the basic construction plan in 2015 and the period 2016 - 2020.

Regarding the content of the Notice of Conclusion of the Provincial People's Committee Chairman at the October meeting, all levels and sectors are strengthening direction to strive to achieve and exceed the targets of 2014, focusing on completing the targets of the Resolution of the Provincial Party Congress; Directing the harvest of the summer-autumn crop and sowing the winter crop; doing a good job of preventing and controlling diseases on crops and livestock; urging, directing and guiding localities to complete the plan for building new rural areas; Proactively and effectively implementing the plan for flood and storm prevention and control and search and rescue in 2014; Focusing on directing the settlement of complaints and denunciations; removing obstacles for investment projects, especially policies on capital, site clearance, administrative procedures... Strengthening the inspection and supervision of key investment projects and policies.

In November and the first 11 months of 2014, the whole province achieved important results: The newly planted tea area is estimated at 410 hectares, equal to 51.3% of the plan; the newly planted rubber area is estimated at 1,475 hectares, equal to 86.8% of the plan; the newly planted orange area is estimated at 345 hectares; the newly planted pineapple area is estimated at 116 hectares. The whole province has 17 communes that have met 19/19 new rural criteria that have been recognized, by the end of 2014, 20 communes have met new rural standards. Regarding industry, in November, some products had an increase compared to the same period such as fresh milk, construction stone, granite bricks, construction bricks, cement, production electricity, and commercial electricity.

Banking and finance sector: As of November 31, 2014, the mobilized capital in the area is estimated at 63,900 billion VND, up 14% compared to the beginning of the year; the total outstanding debt of credit institutions in the area is estimated at 105,200 billion VND, up 9.6% compared to the beginning of the year. Regarding investment attraction, as of November 16, 2014, investment certificates have been granted to 102 projects/18,280.83 billion VND, including 3 FDI projects/241.58 billion VND. Budget revenue for 11 months is estimated at 6,712.78 billion VND, equal to 99.7% of the estimate, up 15.2% compared to the same period. In November 2014, 54 administrative inspections were conducted at 234 units, of which 35 were completed, reaching a rate of 64.81%; Through administrative inspection, 122/234 units were found to have violated, with a total amount of 3.2 billion VND.

In directing and implementing the socio-economic development plan, the Provincial People's Committee has ensured comprehensiveness, with a focus on key points, directing with synchronous and specific mechanisms, policies and solutions; ensuring the balance between economic and social development and ensuring national defense and security. Promptly promulgating mechanisms, policies and solutions to concretize and organize the drastic and synchronous implementation of the Party's guidelines and policies, the Government's management solutions, and resolutions of the Provincial Party Committee and the Provincial People's Council. At the same time, maintaining monthly meetings to remove difficulties for production and business, import and export, urging progress and disbursement of capital construction, budget collection, etc.

In the regular monthly meeting, the Provincial People's Committee listened and accurately assessed the situation, thereby correctly identifying the key tasks to direct and operate appropriately for each time and each work content. The Chairman, Vice Chairmen and members of the Provincial People's Committee spent a lot of time inspecting and directing work with the grassroots, promptly removing difficulties and obstacles for localities and businesses. However, it is still necessary to reform administrative procedures in meetings, review documents and papers, and unify data.

Concluding the content related to the assessment of the annual plan, the Chairman of the Provincial People's Committee highly appreciated the results achieved in 11 months and the estimate for the whole year of 2014. That is, at the end of 2014, 24/27 targets met the plan such as the new rural target, the ratio of doctors/10,000 people, budget revenue, etc. Among them, there were targets exceeding the set plan such as: the growth rate in 2014 is estimated at 7.24%, higher than the growth rate of the last 2 years (2012 increased by 6.1%, 2013 increased by 6.5%) and higher than the average growth rate of the whole country (estimated increase by 5.8%). During the year, many important projects were started; the work of site clearance for key projects, especially the site clearance for the project to upgrade National Highway 1A, was directed to be implemented drastically. The whole province has mobilized investment resources of 36,000 billion VND/ 34,000 billion VND, an increase of 12.5% ​​compared to 2013. However, in 2014, there were still 3 targets that did not meet the plan: service production value, number of schools meeting national standards, and targets for some crops that did not meet such as tea and pineapple.

In the coming time, the Chairman requested the sectors to perform well the following tasks: Strive to achieve the 2014 plan targets; focus on agricultural production; focus on directing localities, especially communes that have registered to complete the 2014 new rural construction plan; continue to have specific solutions to remove difficulties and support enterprises in production and business activities; Promote industrial and service production; manage market prices well at the end of the year; Perform well the tasks of budget collection and expenditure, and tax debt recovery; Monitor and urge the implementation of key projects that have started (such as projects of Masan Group, Hoa Sen Group...); Continue to review and complete the set of processes and procedures for direct investment in Nghe An province.

Departments, branches and sectors closely follow the contents of the Agreement on socio-economic development cooperation with Ho Chi Minh City to implement and promptly report to the Provincial People's Committee; effectively implement tasks in the cultural and social fields, successfully protect the dossier submitted to UNESCO for recognition of Vi Giam folk songs as an intangible cultural heritage representing humanity; maintain national defense, security, social order and safety, especially during Tet; properly handle citizens' complaints and denunciations; mobilize resources for investment in 2015 and properly implement Resolution 26, strive to achieve the targets of the 2015 plan - the last year of the term.

The Chairman of the Provincial People's Committee also approved a number of socio-economic targets for 2015.
