Strive to exceed public postal service standards
(Baonghean) - On May 23, 2017, Nghe An Provincial People's Committee issued Plan No. 282/KH-UBND on the implementation of Decision No. 45/QD-TTg of the Prime Minister on receiving and returning results of administrative procedure settlement via public postal services in Nghe An province. Previously, Nghe An Post Office had effectively implemented this work.

On a sunny day over 40 degrees Celsius in late May 2017, Ms. Lu Thi Ngoc in Ta Ca commune (Ky Son) rode her motorbike to the district post office to send mail to her relatives and to help send letters to some people in the commune. Ms. Ngoc said: “I recently changed my driver’s license without having to spend time and money traveling more than 250km to Vinh city like before. The convenient services of the post office have helped us reduce a lot of costs and travel effort.”

The waiting area for customers in the main hall of Ky Son District Post Office is quite crowded with people waiting their turn to send and receive mail. Mr. Lau Xai Pha in Tay Son Commune said: "The post office has many services delivered to the village, such as making ID cards, so the villagers do not have to travel all the way to town like before."
Speaking more about the public postal services that Nghe An Post Office has implemented in the past time in Ky Son district, Ms. Dau Thi Dan - Director of Ky Son District Post Office said: "With the motto of serving the people, Ky Son District Post Office has implemented many ways to help people reduce travel time, ensure accuracy in paperwork, especially in the communes, we bring machinery, equipment and human resources to the villages to serve the people. For example, bringing photocopy machines, free cameras, generators to the villages to promptly issue and change ID cards for the people".
Ky Son District Post Office delivered 1,643 driver license renewal applications in 2016; 205,000 in the first quarter of 2017. Delivered 352 identity cards in 2016; 115 in the first quarter of 2017; and 80 sets of criminal records. |
Not only in Ky Son district, in districts, cities and towns in the province, people have been and are enjoying policies on receiving and returning results of administrative procedures through public postal services implemented by Nghe An Provincial Post Office. Through this policy, people and businesses in the province enjoy many benefits, reduce waiting time, reduce travel frequency to complete administrative procedures; reduce errors in documents when participating in the post office in coordination with departments, branches and localities.
"Extended arm" of administrative agencies
Currently, the Department of Transport, the Provincial Police, the Department of Justice... have coordinated with the Provincial Post Office in issuing and renewing driver's licenses and identity cards. The Department of Transport is considered a pioneer in providing high-level online public services to serve people and businesses, especially in issuing and renewing driver's licenses. Online public services implemented since July 2015 have helped people save time and reduce travel from the test to receiving a driver's license. After students complete the test, the examination council reviews, compiles data and transfers the list via the internet to the Director of the Department of Transport to sign the recognition decision.
Next, the relevant departments and units will sign and print the driving license right at the Road Motor Vehicle Testing Center. After only about 1 hour, students can receive their driving license right at the Testing Center. After passing the exam, students can go home, and the license will be sent by post to their home address. Instead of having to go to the Department of Transport, people only need to go to the post office to make a profile, take photos, take fingerprints, and the post office will transfer the profile for the Department of Transport to review and issue a driving license, through the postal service to deliver it to the people. This method has reduced the number of 20,000 people coming to Vinh city each year to apply for a driving license. Up to now, this is the first and only method in the country.

Ms. Bui Thi Minh - Director of the Provincial Post Office said: "Implementing Plan No. 282/KH-UBND of the People's Committee of Nghe An province dated May 23, 2017 on the implementation of Decision No. 45/QD-TTg of the Prime Minister on receiving and returning results of administrative procedures through public postal services in Nghe An province, the Provincial Post Office aims to contribute to improving the effectiveness and efficiency of the operations of competent agencies in serving organizations and individuals participating in the implementation of administrative procedures through the provincial postal system. Organizing the effective and timely implementation of receiving dossiers and returning results of administrative procedures through public postal services ensures creating favorable conditions and saving costs for organizations and individuals when implementing administrative procedures. Currently, the Provincial Post Office is working with 19 departments, branches and sectors to implement cooperation in the spirit of Decision 45/QD-TTg to sign a cooperation agreement Comprehensive expected on June 21, 2017”.
In 2016, the service points of the Provincial Post Office maintained stable network capacity with a total of 572 current service points. Of which, there is 1 level 1 post office; 20 level 2 post offices; 103 level 3 post offices; 408 commune cultural post offices; 31 independent public mailboxes; 9 kiosks. Almost all communes, wards and towns have service points; the average service radius is 3 km/point, the average population served is 5,263 people/point. |
The postal transport network of Nghe An Post Office currently includes 2 auxiliary routes of level 1 mail (exploitation route - Vinh station and exploitation route - Vinh airport), 3 routes of level 2 mail (2 routes - 6 stages to the district and 1 route of level 2 with 2 trips), 100 routes of level 3 mail and 578 collection routes (508 routes with 1 trip/day, 32 routes with 2 trips/day, 24 routes with collection when there is customer demand). Number of service points in a commune: Minimum 1 service point (of which 34 communes do not have a post office or a post office, have installed independent public mailboxes). Frequency of collection and delivery: minimum 1 time/working day, in areas with special geographical conditions at least 1 time/week.

In 2017, Nghe An Provincial Post Office will promote the results achieved in 2016, continue to implement solutions to promote business development to compensate for public service activities, maintain and increasingly improve the efficiency of the public postal network. Based on the production and business plan assigned by the Corporation, the Provincial Post Office sets goals for 2017, identifies tasks and implements solutions to achieve basic goals such as: Ensuring to meet and strive to exceed the standards of public postal services in Nghe An province according to national standards on public postal services; adjusting, amending and supplementing internal operating mechanisms; innovating operations; Increase quality improvement solutions, including focusing on adjusting level 2 and level 3 mail routes to streamline routes, shorten transportation time to ensure efficiency and savings, promote the application of information technology at all stages from receiving, sending, exploiting, transporting and developing...
In addition, develop programs and implementation plans to effectively implement Decision No. 45/2016/QD-TTg of the Prime Minister on receiving dossiers and returning results of administrative procedures through public postal services. At the same time, work with provincial departments, branches and localities to sign agreements to deploy the provision of services for receiving dossiers, returning results and handling administrative procedures through the post office to create favorable conditions for people and businesses; contribute to reforming administrative procedures and building e-government according to Resolution 36a/NQ-CP.
