Striving to build Hoang Mai Town to become a type III urban area by 2020

(Baonghean.vn) - On the afternoon of May 27, the Provincial Party Standing Committee held a working session to approve the Hoang Mai Town Party Congress for the 2015-2020 term. Comrade Tran Hong Chau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.

Attending the meeting were comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, comrades in the Provincial Party Committee Standing Committee and representatives of provincial departments, branches and sectors.

In 3 years, since the establishment, implementing Resolution 01 of the Party Committee of the Town, term I, 2013-2015, 26/28 targets were achieved and exceeded. The economy of Hoang Mai Town has had a good growth, the average of 3 years (2013-2015) reached nearly 11%.

Comrade Doan Hong Vu, Secretary of Hoang Mai Town Party Committee, presented the draft Political Report and review report of the Town Party Committee.

The economic structure shifted towards commodity industry, in which industry accounted for more than 52.5%, services accounted for nearly 23%, agriculture - forestry - fishery accounted for nearly 25%; added value per capita reached more than 41 million VND; total budget revenue reached 178 billion VND.

Urban planning and management work has been focused on, creating a change in people's awareness. The town has developed a master plan for socio-economic development until 2025, with a view to 2030.

Comrade Hoang Van Tam, Deputy Director of the Department of Industry and Trade, raised the issue that Hoang Mai needs to have a solution to coordinate with Nghi Son and Thanh Hoa to effectively develop the economy of the Nam Thanh - Bac Nghe region.

During the term, the whole town had 30 new investment projects, continuing to prepare for investment in over 100 projects. The town also directed the construction of new rural areas in 3 communes of Quynh Lien, Quynh Trang, Quynh Vinh. Culture and society have made much progress; the whole town has 22/41 schools meeting national standards; the rate of cultural families reached 79%, cultural villages 55%; the rate of poor households decreased from 12% in early 2013 to 3.37% in 2015.

Comrade Le Ba Hung, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, gave his opinion on the work of presenting and drafting congress documents.

Regarding party building work, from 17 grassroots party organizations with more than 2,900 party members, by the end of 2014, Hoang Mai Town Party Committee had 31 grassroots party committees and cells with more than 3,300 party members.

The draft political report of the Hoang Mai Town Party Committee clearly states: During the 2015-2020 term, the Town will mobilize all resources for development investment, accelerate economic restructuring and improve growth quality towards prioritizing the development of industry, trade, services and tourism.

Comrade Le Minh Thong, member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission, raised the issue that Hoang Mai needs solutions to build and implement a long-term vision plan.

Building a strong Party, government, and organizations in the political system. Promoting democracy, discipline, strengthening solidarity, promoting responsibility, building a strong political system, striving to build Hoang Mai Town to basically meet the criteria of a type III urban area by 2020.

At the meeting, the leaders of provincial departments and branches made contributions to perfecting the political report and review report of the Town Party Committee. Accordingly, the length of the political report and review report of the Executive Committee is still long and needs to be shortened, condensed, and concise; some indicators should be adjusted accordingly; and the achievements and efforts of the Town Party Committee after its establishment should be highlighted.

Comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: Hoang Mai needs to increase investment in technical infrastructure and improve the environment to attract investment.

In his concluding remarks, comrade Tran Hong Chau requested that in terms of direction and tasks, the Town must determine common goals that demonstrate the following issues: In the 2015-2020 term, the foundation must be laid to become the growth pole of the province; the criteria of a Type III Urban Area must be completed; and the Party Committee must continuously achieve Strength.

In addition, the Standing Deputy Secretary of the Provincial Party Committee pointed out that the congress documents must emphasize the tasks and some solutions: having a long-term vision, good management, effective implementation of planning; improving the environment, attracting good investment; focusing on investing in technical infrastructure to create a premise for the town's development; needing to develop services, supporting enterprises, connecting the Nam Thanh - Bac Nghe economic region.

Comrade Tran Hong Chau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council delivered a concluding speech at the meeting.

At the same time, focus on developing the marine economy in conjunction with national defense and security at sea; diversifying types of services and tourism; building people's manners, discipline, and awareness of urban lifestyle; focusing on strengthening national defense and security. Emphasize the implementation of Resolution 4 of the Central Committee (term XI) in conjunction with Directive 03 and Resolution No. 11 of the Party Central Committee on building and developing Hoang Mai Town until 2020./.
