Carefully analyze the connection between the two factors of labor, employment and poverty reduction.

In the 5 years from 2013 to 2017, labor export work received attention and direction from the Party Committee and government from the province to the grassroots level, considering this a key factor contributing to sustainable poverty reduction.

Over the past 5 years, the province has created jobs for 185,936 workers, of which: 64,356 people working in the province; 58,024 people working outside the province; 63,556 people working abroad (an increase of 11.2% compared to the period 2008 - 2012).

The quality of labor is increasingly improving, the rate of trained labor increased from 44% in 2013 to 53.1% in 2017. The quality of training has recently changed quite clearly, gradually meeting the requirements of the labor market.

Over the past 5 years, more than 200 businesses have linked up with training facilities to receive, recruit, and arrange jobs for 118,385 workers after training.

Many poverty reduction programs have been implemented, and the province has built many sustainable poverty reduction models. The implementation of programs, projects, and policies to support poverty reduction has contributed to reducing the poverty rate in the province to 7.54% by the end of 2017.

However, in addition to the achieved results, the province's work of job creation, labor export and poverty reduction still has shortcomings and limitations such as: The number of unemployed workers is still high or those with unstable jobs; labor quality is not high; the situation of workers breaking contracts and residing illegally in some countries is still high; many poverty reduction models have not really brought about effectiveness; many poor households have not made efforts to escape poverty...

These are also the issues that delegates analyzed, evaluated, and discussed at the Workshop. At the same time, strategic orientation; proposals, recommendations, solutions to overcome and resolve. From there, to maximize human resources in the coming time, contributing to the socio-economic development of the province.

He said that a 5-year assessment needs a timeline, needs to assess labor prospects, needs to demonstrate changes, change trends, and be linked to forecasts.

"Currently, the job market is still limited, we need to have realistic analysis from which to have orientation so that all levels of sectors and units can clearly see their functions and tasks in training and job creation. Besides, it is necessary to evaluate data on labor and employment in the past 5 years, to analyze the labor structure, how labor has shifted and how it affects the economy, from which to give orientation.

It is necessary to analyze in depth the need for employment and support policies for the poor. We need to focus on protection and support policies for the disadvantaged and disabled. At the same time, there should be a policy mechanism to support ordinary workers who are still able to work and are in poor households; there should be a mechanism to allocate land and forests to support production for people, especially those in mountainous and remote areas." - The Provincial Party Secretary requested.

Concluding the workshop, comrade Le Minh Thong requested that Party committees, authorities at all levels, and relevant units focus on directing resolutely and promptly implementing programs, project plans, and policies on job creation, labor export, and poverty reduction of the Central Government, the province, and the industry....

Strengthen propaganda and widely disseminate policies and guidelines on labor export activities; help workers perceive and grasp information about the overseas labor market; build and replicate economic models in the industrial and agricultural sectors to contribute to sustainable poverty reduction.

He requested: The labor sector and localities need to maintain management of poor and near-poor households using information technology software; at the same time, build software to manage vocational training, job creation and labor export to improve the quality of leadership and management.
