"Dear Central Committee comrades,

Dear Conference attendees,

According to the Program just approved by the Central Committee, the 9th Conference of the 11th Central Committee will discuss the following contents: Summarizing the implementation of Resolution 5 of the 8th Central Committee on building and developing an advanced Vietnamese culture imbued with national identity; outlines of documents submitted to the 12th National Party Congress; preparation for directing the conduct of Party congresses at all levels, towards the 12th National Party Congress; Election regulations within the Party; taking a vote of confidence in the spirit of Resolution 4 of the 11th Central Committee on Party building; summarizing the pilot implementation of not organizing district, ward and commune People's Councils; and a number of other important issues.

On behalf of the Politburo and the Secretariat, I would like to warmly welcome the Central Executive Committee members and delegates attending the Conference and send you my best wishes.

Below, I would like to express some opinions, which are suggestive in nature, raising issues for comrades to consider in the process of research, discussion and decision.

1- On summarizing 15 years of implementing Resolution 5 of the 8th Central Committee on culture

As we all know, culture is the spiritual foundation of society, the goal and driving force for national development; culture plays a very important role in shaping human personality and the identity and character of a nation. Today, culture is also considered a factor that determines the strength and position of each nation and ethnic group. Building an advanced Vietnamese culture, imbued with national identity, serving the cause of building and defending the Fatherland has always been one of the top important tasks of the Vietnamese revolution. The Party's cultural guidelines have been constantly supplemented and developed through the revolutionary periods.

Resolution 5 of the 8th Central Committee on building and developing an advanced Vietnamese culture imbued with national identity was issued in July 1998, when the country was in the process of transforming from a centrally planned economy to a socialist-oriented market economy, with profound changes in economic, cultural and social life. With five guiding viewpoints, ten tasks, and four main groups of solutions, the Resolution strategically covered the very basic issues of the cause of developing Vietnamese culture in the new period, marking an important step in the theoretical thinking on culture of our Party, and having significance as a cultural platform of the renovation period. Up to now, after more than 15 years of implementation, we really need to summarize to have policies and decisions to continue to innovate and strongly develop culture, meeting the requirements of the cause of promoting industrialization, modernization and proactively and actively integrating into the world.

Culture is a broad field, with different connotations and definitions depending on the approach. Therefore, it is necessary to closely follow the Resolution of the 8th Central Committee, the Resolutions of the Congress and the Central Resolution that have been issued, and at the same time, base on the practical life to analyze, evaluate and propose, recommend; limit the scope of cultural issues in relation to politics, economics, society, national defense, security, foreign affairs; focus on building people, building a living and working environment (family, community, society) with culture, ethics, civilization, and health.

At this Central Conference, we need to focus on discussing and affirming the results and achievements that have been achieved, and at the same time point out the remaining limitations and shortcomings to draw lessons. In particular, it is necessary to properly assess the seriousness of the backwardness and foreignness of culture, the signs of moral and lifestyle degradation, the fading of revolutionary ideals, the negatives, social evils, hypocrisy, the disease of achievement, etc. that are spreading. Focus on answering the question: Is it true that over the past 15 years, our country's economy has grown, people's lives have improved, but culture and social ethics have shown many signs of degradation, even serious aspects? If so, what is the reason? Is it because the policies, measures are not suitable or because the awareness, understanding, and implementation of the Resolution are not good or serious? Because of the negative impacts of the market economy, international integration and the explosive development of information technology and communications?...

On that basis and the analysis and forecast of the domestic and international context and situation from now to 2020, with a vision to 2030, it is proposed that the Central Committee consider and decide on the necessity of inheriting, supplementing and developing the Resolution of the 8th Central Committee, Session 5, to issue a new Resolution on building and developing Vietnamese culture and people, with specific innovative contents, meeting the requirements of rapid and sustainable development of the country in the new period.

2- On preparing outlines of documents to be submitted to the 12th National Party Congress

According to the plan, the 12th National Congress of the Party will take place in early 2016, after exactly one 5-year term of the entire Party, people and army striving to implement the Resolution of the 11th National Congress of the Party, the Platform for National Construction in the Transitional Period to Socialism (supplemented and developed in 2011), the 10-year Socio-Economic Development Strategy 2011 - 2020, and our country has undergone 30 years of renovation. This will be a major political event of our Party and our country.

Recently, implementing the decision of the 8th Central Conference of the 11th tenure, the Document Subcommittee and the Socio-Economic Subcommittee have urgently prepared the drafts of the Political Report and Socio-Economic Report, asking for the Politburo's opinion to continue to complete them to submit to the Central Committee for consideration and comments at this Conference.

Although it is only a preliminary draft, this is a very important first step, guiding the preparation of quality documents for the 12th National Party Congress. I hope that the Central Committee will take the time to carefully study the documents, discuss and give opinions on the specific proposals stated in the Reports and the draft Report Outline, first of all on the issues: Themes and guiding ideas of the Congress; motto for conducting the Congress; titles of the Political Report, Socio-economic Report; structure and major contents of the report outlines, especially the 10 issues that need to be focused on and clarified in the process of developing the documents mentioned in the draft Political Report Outline and the Report of the Document Subcommittee.

For example, how to evaluate the implementation of major and important policies identified in the 11th Congress Documents and the resolutions of the 11th Central Committee (innovating the growth model, restructuring the economy, implementing three strategic breakthroughs, adjusting a number of socio-economic development goals after the 11th Congress, etc.)? The ability and level of implementation of the goal of creating a foundation for our country to basically become a modern industrialized country by 2020? The perception and resolution of social policy issues, the implementation of social progress and equity in each policy, each step of development? Forecasting the advantages and difficulties, opportunities and challenges, and factors that directly affect the development of our country in the coming time?

How are the risks that our Party has warned about evolving? What is the ideological, organizational, and operational situation of the Party, the State, and the entire political system? What are the resources and solutions to best promote and most effectively implement the policies and orientations for national development in the coming years? What are the issues of independence, autonomy, and expanding and strengthening international integration?...

During the discussion, it is also necessary to clarify the nature, objectives, requirements and scope of each report and the relationship between the reports. The Political Report is the central document of the Congress, with the task of continuing to concretize the Party Platform to lead the entire Party, the entire people and the entire army to build and defend the Fatherland in the new term. The content of the Political Report must be highly general in terms of issues related to the Party's viewpoints, guidelines, policies and strategies in all areas of social life.

The socio-economic report is an in-depth report on the implementation of socio-economic development tasks, a specific basis to demonstrate the correctness of the assessments and assessments of the situation and to thoroughly grasp and concretize the major orientations on policies and solutions outlined in the Political Report. The socio-economic report must be consistent with the viewpoints and major orientations stated in the Political Report, but must not overlap with the Political Report.

The outline of the documents presented at this Conference only sets out the orientation, is open in nature with many different options for the Central Committee to give opinions and guidance, and choose one step, then continue to research and prepare according to the process, through the discussion steps at the Party Congresses at all levels, and finally the Central Committee will decide to submit to the National Congress. As for the structure of the reports, it needs to be decided early at this Conference, in order to prepare the draft outline and compile the detailed content. The writing style should also be innovated to be vivid, concise, simple, easy to understand, easy to remember, and easy to implement.

3-On the orientation of preparing for Party Congresses at all levels towards the 12th National Congress of the Party

To unify leadership and direction in the preparation and conduct of Party Congresses at all levels, leading up to the 12th National Party Congress, the Politburo needs to issue a Directive on this issue. This is an extremely important task, ensuring the success of Party Congresses at all levels and contributing to the success of the 12th National Party Congress, and needs to be commented on by Central Committee comrades.

Recently, the Politburo has directed the summary of the implementation of Directive 37 of the 10th Politburo on this issue; affirmed that the results and lessons learned need to be inherited and promoted; at the same time, pointed out the limitations and shortcomings that need to be learned from and promptly adjusted. On that basis, a new draft Directive was drafted and submitted to the Central Executive Committee for comments to complete before promulgation.

I request that comrades pay attention to discussing in detail the Submission and the draft Directive, focusing on clarifying the purpose, requirements, and content of party congresses at all levels and the work of preparing personnel and electing Party Committees, especially regarding the structure and number of Party Committees of provinces and centrally-run cities; the proportion of young and female cadres of Party Committees of provinces and cities; the age of participation in Party Committees of provinces and cities (re-election age and first-time participation in Party Committees) and Party Committee elections...

4- On the Party Election Regulations

At the 8th Central Conference of the 11th tenure (October 2013), the Politburo presented and the Central Committee discussed and contributed many important opinions to the draft of the Party Election Regulations. Based on the importance of the Regulations to the Party's organization and operation and the implementation of the Party Charter, contributing to creating strength, solidarity, unity and discipline within the Party, the Central Committee assigned the Politburo to direct the reception of the Central Committee's opinions, continue to study, supplement and complete the draft Regulations to submit to the Central Committee for consideration and approval at this Session.

Implementing the decision of the Central Executive Committee, the Politburo has directed the Central Organizing Committee and relevant agencies to seriously study and absorb the opinions of the Central Committee to further perfect the draft Regulation and send it to the Standing Committees of provincial and municipal Party Committees, Party Committees, Party Executive Committees, Party Delegations, and Party Committees directly under the Central Committee for comments. Party committees at all levels, agencies, and units have studied, discussed, and contributed comments to the full text of the draft Regulation, and at the same time expressed the opinions of the Standing Committees, Party Executive Committees, Party Delegations, and Party Committees directly under the Central Committee on a number of contents with different opinions. The Politburo has met, thoroughly discussed, and reached high consensus on the contents stated in the Submission and the draft Regulations reported to the Central Committee.

At this Conference, it is proposed that the Central Committee give opinions and directly amend the chapters and articles of the Draft Regulations, and at the same time focus on thorough discussions and create high consensus on a number of issues with different opinions as stated in the Politburo's Submission. The most important and fundamental requirement of the Party Election Regulations is to ensure that all Party members strictly and correctly implement the Party Statutes, uphold the principle of democratic centralism within the Party, and make our Party truly a tight-knit, disciplined, united, and highly unified revolutionary organization.

5- On the implementation of the Regulations on taking a vote of confidence

Implementing the Resolution of the 4th Central Committee of the 11th tenure on Party building, the Politburo issued Regulation 165 on taking a vote of confidence for members of Party committees and leaders in Party and State agencies, the Fatherland Front and socio-political organizations. After a period of implementation, there is a basis to affirm that the policy of taking a vote of confidence is completely correct and necessary, and is an important information channel for Party committees to refer to in evaluating cadres. The direction and implementation of the vote of confidence in the past time has generally been carried out closely, according to the process, in accordance with the spirit of the Resolution of the 4th Central Committee, and has received the attention, agreement and support of a large number of cadres, Party members and people. The results of the vote of confidence basically reflect the level of trust of each individual in the general correlation between the positions at the time of the vote, having a practical effect on the work of Party building and building the political system.

However, this is an important, sensitive and unprecedented task, we need to be extremely careful, and learn from experience as we go. In December 2013, the Politburo listened to the Steering Committee report, evaluate and learn from experience in the implementation of the vote of confidence. At this Conference, the Politburo would like to report to the Central Committee on the implementation results and propose a policy to continue implementing this work in the coming time. It is requested that the Central Committee focus on discussing, affirming the achievements, the issues that need to learn from experience, and giving opinions on issues that need to be considered for supplementation and amendment such as the time of the vote of confidence; the subjects of the vote; the content and form of the vote; the voting process; the public disclosure of the vote results... Based on the Central Committee's opinions, the Politburo will direct the amendment and supplementation of Regulation 165 to continue organizing the vote of confidence for positions, meeting the set goals and requirements.

6- On the summary of the pilot program of not organizing district, ward and commune people's councils

Implementing the 2013 Constitution, the National Assembly will amend, supplement or promulgate many new laws, including the Law on Organization of Local Government, to continue to innovate, improve the effectiveness and efficiency of local governments in accordance with the characteristics of rural, urban, island and special administrative-economic units. In order to successfully institutionalize these important constitutional innovations, our Conference has the task of reviewing and evaluating the results of the pilot implementation of not organizing district, ward and commune People's Councils according to Resolution 5 of the 10th Central Committee and Resolution 26 of the 12th National Assembly.

At the same time as reviewing and evaluating the results of the 5-year implementation of the Resolution of the Central Committee and the National Assembly, I would like to request that you discuss and conclude on the tasks, powers and organization of activities of local governments in 10 provinces and centrally-run cities that are piloting, and especially give your opinions on the selection of local government organization options as stated in the Submission. The highest requirement for the selection option is to contribute to innovation, improve the effectiveness and efficiency of local governments, promote the people's mastery and comply with the provisions of the new Constitution. The Central Committee's decision on this issue will be the basis for competent agencies to develop a project to submit to the National Assembly for consideration and necessary supplements and amendments to the Law on Organization of Local Government.

Dear comrades,

The content of the Central Conference program is very important for the completion of the political tasks of the 11th Central Executive Committee from now until the end of the term, contributing to the successful implementation of the Resolution of the 11th Congress, directing the preparation of Party Congresses at all levels towards the 12th National Congress of the Party. Therefore, the Central Committee and comrades attending the Conference are requested to promote their intelligence and sense of responsibility, focus on research, discuss thoroughly, give opinions to complete the reports and projects and consider and decide at the end of the session.

In that spirit, I hereby declare open the 9th Conference of the 11th Party Central Committee. I wish the Conference great success.
