Publishing party newspapers: A model that needs to be replicated

After nearly 1 year of taking on the task, she feels secure in her work because her income has increased and her job is stable. Every day, when newspapers, magazines, and documents from the district are transferred to the post office, she sorts them and quickly delivers them to the addresses in a timely manner, ensuring that all party cells and mass organizations read the party newspaper during the day.

Ms. Ngan said: "As a cultural post office employee, I receive annual professional training and am under the management of the post office, so the distribution must always be guaranteed. If it is late or lost, it will be deducted from my monthly salary... Each month, I receive an additional 520,000 VND from the commune's distribution task, plus the commune post office employee allowance and postal service allowance, so I can still stick with the job."
In Thanh Chuong, up to now, the district has about 10 localities implementing the model of cultural postal workers in communes and communes. In the near future, Thanh Chuong District Post Office will continue to expand to the whole district. Mr. Thai Khac Sung, Director of Thanh Chuong Post Office, said: "This is a reasonable model to improve the lives of commune postal workers, while improving the quality of newspaper distribution. Currently, postal workers work under contracts with small monthly allowances, so it is difficult to require them to be dedicated to their jobs and there are no constraints.
Meanwhile, the commune-level BĐVH staff managed by the postal system, with professional skills and regular training, can take on the responsibilities of a postman. According to the roadmap, in the coming time, we will work with localities to deploy it to all post offices in the entire district."
The effectiveness of this model is clear: avoiding overlap and cumbersomeness; increasing income for postal staff; ensuring fast and timely delivery... However, the implementation process still faces many difficulties. Ms. Cao Thi Kim Que, Deputy Director of Dien Chau District Post Office, said: "Starting in 2011, the District Post Office implemented the model of commune cultural workers concurrently delivering, but by the end of the year it had only been implemented at one location (Dien Hoa Commune Cultural Workers' Union). The reason is because the communes have large areas, commune cultural workers do not have enough time to fulfill the role of a postman, and partly because some postmen do not agree to "transfer" their work to others and the authorities of some localities do not agree or create conditions to implement this model...".
In 2010, the Provincial Post Office implemented the scientific topic "Assessing the current situation, proposing solutions, and building a model to improve the effectiveness of communal cultural exchange points in Nghe An province", in which the solution of interest was to implement the model "Commune cultural exchange staff also distributes communal cultural exchange points". Up to now, the whole province has had 39 communal cultural exchange points implementing this model. It is thought that, for the effectiveness of distributing party newspapers, the Post Office needs to have practical measures to implement this model synchronously.
