Issuing and using Party newspapers: Inspection plays a key role

Mr. Nguyen Van Quy - Head of the Propaganda Department of Quynh Luu District Party Committee said: "The Propaganda Department has advised the Standing Committee of the District Party Committee to issue an official dispatch directing the grassroots to strictly implement the directives of the Central and Nghe An Provincial Party Committee. The District Post Office regularly updates data on the purchase and use of Party newspapers in the area. We have sent official dispatches to remind units that do not purchase or reduce the number of publications and include them in the emulation criteria.

Therefore, the coverage of Party newspapers in Quynh Luu district is relatively stable with nearly 100% of Party cells having Nghe An newspaper...". However, not all districts in our province have done a good job of inspection and supervision to improve the effectiveness of the distribution and use of Party newspapers. Most of the districts with modest Party newspaper distribution indexes are more or less related to the coordination between the Post Office, the Propaganda Department and the Party Committees and Party cells under their management. In addition, reading culture is being neglected, the life of the postal force is facing many difficulties, which also significantly affects the distribution index of quality service to readers.
Mr. Ngo Xuan Binh, Director of Hung Nguyen District Post Office, said: "Currently, many people have gradually moved away from reading culture, the circulation index of Party newspapers in Hung Nguyen is saturated and declining. Hung Nguyen has 22 postmen serving the delivery of letters, newspapers, and documents to the area of 23 communes and towns, most of them are seasonal contracts, with little allowance, so they are not very interested."
The fact that the Provincial Post Office has completely cut the commission rate for public interest newspapers and reduced the commission rate for other types of newspapers has caused many difficulties for postal staff as well as postmen. With an average distance of 10km/day/postmen to deliver letters and newspapers to addresses but only receiving an amount of about 600 thousand VND/month, a small amount of money, many people are no longer interested in delivering letters and newspapers. This is a common difficulty for postmen in all districts in the province.
It is worth noting that the dissemination work was done very well and systematically, the conference on the distribution and use of Party newspapers was carried out on a large scale, but the supervision work was not strict. The Chairman of the Education Trade Union of Nam Dan District and the Vice Chairman of the Trade Union of Hung Nguyen District did not know the statistics of which school party cells had or lacked Party newspapers, even though they always said that the purchase and use of Party newspapers was always the number one priority among the current newspapers and magazines. In Hung Nguyen, a commune stopped purchasing more than 10 issues of Party newspapers (Nghe An Newspaper) since the second quarter of 2012, but the Party Secretary of the commune did not know. Only when the person in charge of purchasing and using Party newspapers directly called, did the reporter get the final, accurate conclusion that this unit had stopped purchasing and promised to re-order in the next quarter.
Financial reasons are also an obstacle when buying and using Party newspapers. Mr. Hoang Van Phi, Secretary of Hung Nguyen District Party Committee, said: In the local budget, there is a source of funding for buying newspapers, magazines, and documents for Party work. In Hung Nguyen, there is currently no misuse of funds, but there are still a few units, because the number of Party members is small, so the budget allocated for buying and using Party newspapers is not much.
This has led to some units having difficulty in purchasing and using Party newspapers. Mr. Phi added: "In the coming time, we will continue to vigorously purchase and use Party newspapers, prioritizing the distribution of Party newspapers to Party cells. The purchase and use of Party newspapers in Hung Nguyen has not been well coordinated between the District Party Committee, the District Party Committee's Propaganda Department and the district post office. We will regularly inspect, direct, and include emulation criteria so that Party newspapers are covered in all Party cells."
The work of publishing and using Party newspapers in localities needs to be strengthened by the Party committees and authorities at all levels to avoid being perfunctory. The District Party Committees and the Propaganda Departments of the District Party Committees must closely monitor and supervise the work of publishing and using Party newspapers to promote effectiveness, bringing the Party's policies and guidelines into life.
