Publishing and using Party newspapers: Experience from Yen Thanh

(Baonghean) - After the article "Many Party cells have no Party newspaper", reflecting that Yen Thanh still has many Party cells without Party newspapers, the District Party Executive Committee established inspection teams to inspect the implementation of purchasing, reading and using Party newspapers, and at the same time issued Resolution 04 "Promoting ideological work and improving the quality of Party cell activities in grassroots Party organizations". Currently, Yen Thanh has done a good job of publishing and replicating many models of reading and using Party newspapers.

Bao Thanh commune has 18 party cells but at times only 4 party cells have newspapers; Quang Thanh has 14 party cells/2 issues of newspapers; Cong Thanh has 26 party cells/1 issue of newspapers; My Thanh has 21 party cells/8 issues of newspapers; Dai Thanh has 10 party cells/5 issues of newspapers; Thinh Thanh has 20 party cells/2 issues of newspapers; Kim Thanh has 10 party cells/1 issue of newspapers; Tang Thanh has 12 party cells/2 issues of newspapers; Tien Thanh has 10 party cells without any party newspapers... Similarly, Yen Thanh town has 10 party cells but only 1 issue of newspapers, Trung Thanh commune has 13 party cells with no party newspapers... In addition, in most of the "white" medical party cells, school party cells when there is strict direction, they order, even reaching 100% in some quarters, but during the summer vacation only 6-8 schools order newspapers, in which the whole district has over 100 school party cells.

In that situation, the Standing Committee of the District Party Committee assigned the Propaganda Department to advise and establish inspection teams at grassroots party committees that have not strictly implemented the ordering and use of party newspapers. In addition to inspecting and supervising the ordering, purchasing and use of party newspapers at rural party committees, it also regularly inspected and urged the Department of Education and Training, the Medical Center, and affiliated party cells to strictly implement Directive 11 of the Politburo on the use of party documents in party cell activities.

Currently, Yen Thanh is among the few localities in the province that have achieved 100% of both medical and school party cells purchasing and using party newspapers.

When stabilizing the purchase of sufficient party newspapers for the number of grassroots party organizations, the District Party Executive Committee issued Resolution 04 on "Promoting ideological work and improving the quality of party cell activities in grassroots party organizations" guiding the use of Party documents including: Nhan Dan newspaper, Nghe An newspaper, Communist magazine, Party Building magazine, Internal information of the province and district... Through inspection, many party committees seriously implemented, forming the habit of reading newspapers at the beginning of the week, which was recognized by the District Party Committee such as Tien Thanh, Bac Thanh, Dong Thanh, Hoa Thanh, Minh Thanh, Son Thanh... The effectiveness of using Party documents is also increasingly evident, demonstrated by specific results from units that have reached the new rural finish line and have achievements awarded Certificates of Merit by the Editorial Board of Nghe An Newspaper.

The Bac Thanh Commune Party Committee has 13 Party cells, ordering 19 issues of Nghe An newspaper, providing enough for the Party cells, Party Committee, People's Committee, People's Council and Youth Union Executive Committee. To effectively promote this source of official documents, the Party Committee has directed and regularly inspected them specifically. The Party Committee Office organizes newspaper reading in the early afternoon every day, assigning the Party Committee's Propaganda Department to regularly monitor and handle issues raised by the newspaper related to the locality. In addition, at the commune library, there are 1 issue of each type of Party documents, plus newspapers: Nghe An Police, Nghe An Labor, Tien Phong, Nong Nghiep Viet Nam, Nguoi Cao Tue, Phu Nu... to serve cadres, Party members and people when they need to read. Directing the Party cell secretaries to review the types of news and articles to read before the monthly Party cell meetings.

Through the inspection of the use of Party newspapers, many Party cells have been recognized and commended by the Party Committee, such as 3 school Party cells, Hamlet 2 Party cell, Party Committee Office... Therefore, for 6 consecutive years, the Party Committee has been recognized as clean and strong, including 1 year of being recognized as exemplary and awarded a Certificate of Merit by the Provincial Party Committee. The most exciting thing is that in 2015, the commune was recognized by the Provincial Appraisal Council as a commune reaching the new rural finish line."

In Dong Thanh commune, on Mondays, all cadres and civil servants gather in the large hall to listen to the newspaper reading. In the first week of the month, the Dai Doan Ket and Nguoi Cao Tuoi newspapers are compiled by the front cadres, with news selected for synthesis. In the second week, Nghe An and Nhan Dan newspapers are compiled by the Deputy Head of the Propaganda Department or the Party Committee Secretary, and in the next two weeks, Phu Nu, Tien Phong, Lao Dong newspapers are compiled. No one is allowed to be absent or late during the newspaper reading time, otherwise they will be reprimanded and their emulation targets will be cut. The Party cell meeting schedule at the beginning of the month is strictly implemented, the secretaries read newspapers, magazines, and Party information every day and must select, take notes, and mark news and articles to read before the meeting. It has become a routine and habit to listen to current events, so the number of absent Party members at each Party cell meeting is very small. There are 6 commune leaders who have retired for 5-10 years and are still being reported.

The Standing Committee determined that the Party newspaper helps supplement information and knowledge, thanks to which this team will support the commune in propaganda work faster, more effectively, news, current events and useful information to help the leadership of the commune to be better, not far from the Party organization and in line with the aspirations of the people…”.

Son Thanh commune was recognized as meeting New Rural standards in 2014.

Son Thanh is a heroic commune of the armed forces, the first commune in the province to meet the new rural standards, has been recognized as a typical clean and strong Party organization for 9 consecutive years, and in 2015 was awarded the Second Class Labor Medal by the President. It is also a unit that has been praised by the Editor-in-Chief of Nghe An Newspaper for many consecutive years for its achievements in publishing and using party newspapers. Every day, the commune orders 30 issues of the newspaper for 23 party cells, positions, heads of sectors, and organizations. Its use has also been a habit for many years.

Since 2010, the Commune Party Committee has arranged a centralized library reading room in the commune, in addition to Party newspapers, there are many other types of books and newspapers serving the professional work of departments, branches, agricultural science and technology and entertainment. Mobilizing people to combine viewing culture and reading culture, each hamlet has a bookshelf and newspaper placed at the hamlet cultural house. Centralized newspaper reading has been established for many years, every day at the beginning of the day for all leaders, cadres, departments, branches and organizations at the commune level. Directing the Department of Culture to select good articles, close to local conditions, bright examples, typical economic models to read on the commune's radio system...
