4 businesses discovered violating in the construction project of Tay Nam Nghe An General Hospital

(Baonghean.vn) - Recently, the Nghe An Province Interdisciplinary Delegation conducted an inspection at the Tay Nam Nghe An General Hospital project and discovered 4 contractors committing construction violations.

The Tay Nam Nghe An General Hospital project is located in Con Cuong district (Nghe An). In 2008, Nghe An province approved the investment project to build Tay Nam General Hospital with a total investment of nearly 130 billion VND. In 2009, the project was started with the participation of contractors from Nghe An and Hanoi. It is expected that the project will be put into use in early 2012.

After receiving a citizen's complaint, the Nghe An Province Interdisciplinary Delegation conducted an inspection. On February 29, 2012, the Nghe An Department of Construction issued an official dispatch notifying contractors of violations in construction activities at the project, specifically:

- TCAD Design and Construction Consulting Joint Stock Company (No. 5, Lane 1, Tran Nhat Duat Street, Vinh City, Nghe An) violated the work of examining design documents and estimates, specifically: Inaccurate examination of both volume and estimated value, leading to an increase of 588,011,000 VND (According to the valuation documents, the types of materials and equipment in the quotation are the price of the finished product including VAT and transportation and installation costs, but the re-estimated estimate included the material cost to calculate once more the types of costs according to the norm (general costs, pre-tax profit, VAT, installation) but the examination did not detect this), which is also the reason why the Investor signed contracts for a number of packages with higher values ​​than the actual value.

- Construction University Consulting Company (No. 55, Giai Phong Street, Hai Ba Trung District, Hanoi) violated the work of reviewing design documents and estimates (reviewing project items except for items: Anti-termite, design of construction drawings for fire prevention and fighting), specifically: Many items were reviewed poorly in both technical and cost estimates, did not ensure quality, especially packages No. 1, No. 2, No. 3 were inaccurate, leading to the need to adjust the package price, slowing down the project implementation progress.

- Nghe An Construction Planning and Design Consulting Joint Stock Company (No. 146, Hong Bang Street, Vinh City, Nghe An) violated the project management consulting work, specifically: The project management consulting organization did not fully perform the project management function according to the contract content; Did not advise the investor to approve design adjustments when there were design changes (foundation of houses No. 1 and 3); Organized the appraisal of bidding packages No. 11 and 12 not in accordance with regulations, leading to major errors; Advised the investor in determining the bid package price, advance payment, payment, many bidding packages were not in accordance with regulations; Did not check the actual human resources compared with the bidding documents to advise the investor in approving the contractors' personnel; Did not require contractors to extend the contract, guarantee the contract, guarantee the advance payment when it expired; The work of archiving records is not ensured according to the provisions of Decree No. 209/2004/ND-CP on construction quality management; The organization of quality and quantity management is not strict; The organization of acceptance and payment is not in accordance with regulations; The investor has not been advised on measures to urge and manage, leading to the construction contractors implementing the project behind schedule according to the signed contract; There are no measures to monitor and inspect the supervising contractor, which has not detected errors in design and construction quality; There is no coordination between contractors to handle technical continuity between bid packages; The investor has not been considered to re-establish the schedule and report to the Provincial People's Committee to adjust the total schedule of the project (up to the inspection date, it is 12 months late but only about (65-70)% of the work has been completed).

- Construction Investment Consulting Joint Stock Company 1 (No. 62A, Nguyen Sy Sach Street, Vinh City, Nghe An) violated the quality inspection of construction works, specifically: Granting certificates of eligibility for load-bearing safety and certification of conformity to construction quality when not meeting the prescribed conditions; The quality of the inspection contained many incorrect contents; The inspection did not comply with the prescribed procedures and signed contracts.

Mr. Huynh Thanh Canh - Deputy Director of Nghe An Department of Construction said: The Department is currently completing a number of procedures to administratively sanction businesses that have violated the law.
