The police agency determined that the person who claimed to be named Vu Ngoc Tuan was actually Vu Dinh Duong, 33 years old, who had been on the run from the Nghe An Provincial Police since 2007 for illegal drug trafficking.
More than 9.16 billion VND in the carton was from Duong and Cao who had just traded 60 heroin cakes. Duong was the mastermind.
Accordingly, on August 4, Duong invited Cao to Moc Chau district (Son La) to buy 60 heroin cakes to bring back to Hai Duong and hide at Cao's house. Early in the morning of August 7, Duong and Cao brought the "goods" to Lang Son to sell, according to Duong's prior agreement with the contact in the border area.
When returning to Kep town area, the two were discovered and checked by traffic police.
